国家安全之外的《国防教育法》——20世纪中期美国教育改革起源的再审视

1958年颁布的《国防教育法》对认识二战后美国的教育变革有重要意义。但长期以来研究者都视其为对"苏联卫星事件"的回应,是冷战时期国防政策的重要内容。笔者通过对文献的重新发掘与分析,指出两者之间不存在必然联系,这场教育改革不是"刺激-反应"模式的产物;此外,该法案立法过程中的焦点问题是对联邦政府干预教育权限的再讨论;法案通过后,在宣誓政治忠诚和学术自由问题上也受到广泛批评。国家安全不能概括法案的全部,至于联邦政府如何干预教育,以法案为代表的每一次讨论本身就是答案。     

国际工程技术专业人才认证及启示

目前,工程技术人才国际化认证已成为很多国家人才战略规划的重要组成部分。如何根据国情选择性实施工程技术人才的国际认证体系,对于推进我国工程强国战略有重要的意义。课题研究对工程技术人才国际认证体系及英美德日四个工程强国认证状况进行了系统梳理,深入分析国际工程联盟IEA旗下的国际工程师认证IPEA、国际工程技师认证IETA、亚太工程师认证APEC、国际工程技术认证AIET四大工程技术专业人才认证体系及欧洲工程师认证体系EUR-ING的建立背景、认证程序及认证规范。同时,对美国、欧洲、英国、德国、日本及俄罗斯工程技术专业人才国际认证状况进行了深入调查。从比较的视角,对我国工程专业技术人才国际化认证中面对的挑战和机遇进行剖析,提出我国工程技术专业人才国际认证分步实施的思路及发展蓝图:在执行高等工程教育国际认证华盛顿协议、悉尼协议及都柏林协议的基础上,开展IEA旗下IPEA、IETA和AIET三个工程技术人才的国际化认证。首先从世界一流目标高校及国有大中型企业开始进行国际认证,其次,进一步开启我国地方特色院校及特色产业国际工程技术人才认证。     

Research trends and collaborations by applied science researchers in South African universities of technology: 2007–2017

This paper analyses the publication patterns of researchers in the field of applied sciences at Universities of Technology in South Africa. Aspects investigated include publications in SCOPUS-listed journals; number of citations and countries of publication. Collaborative research patterns at national and international levels were also investigated. A bibliometric analysis approach was followed using SCOPUS as the main source of data and analysing the articles published in selected applied science disciplines. Results show that researchers in the field of applied sciences in universities of technology have increased their number of publications over the past 10?years and are also working in conjunction with other researchers both nationally and internationally. The analysis is an important addition to the field in South Africa which helps in measuring how institutions are positively responding to government incentives in research. The results are also important to information professionals who are increasingly playing an important role in research impact assessments.     

Consortial Ebook Archiving Environmental Scan

Academic libraries and consortia are spending the vast majority of their material budgets on digital content, including ebooks. A review of ebook preservation activities for the North American library consortia is provided along with a look at the major preservation services such as Portico, CLOCKSS and HathiTrust. Publishers and ebook aggregators are also examined to provide a broad environmental scan of the current ebook preservation activities and risks.     

Applying a Software Development Product Cycle to Library Technology Adoption and Development

Product cycles have long been used in software development, but libraries can also benefit from a structured product life cycle to help manage technology development and acquisition. This article outlines a proposed product cycle for library technology management with information on implementing each step of the cycle. It will also include information for librarians assessing the success of structured technology management.     

Assessing the Benefits of Content Notes Enhancements for Digital Audio Resources

Our library has previously investigated the potential impact the addition of contents notes on circulation. In a subsequent study, we found contents notes were the second metadata element most heavily linked to circulation (title was first). Since there has been a marked decline in the use of print resources at our library and a corresponding increase in digital resources, we wanted to know if the addition of contents notes to records for online streaming audio files would result in a similar increase in usage. After enhancing the records, we tracked usage for a period of three months.     

电子健康网站用户信息披露行为影响因素研究

[目的/意义]旨在确定信息披露行为影响因素,优化电子健康网站生态环境,间接助力"健康中国2030"战略目标的实现。[方法/过程]采用质性研究方法,对访谈资料进行三级编码,抽取影响电子健康网站用户信息披露的17个主范畴及5个核心范畴,并构建电子健康网站用户信息披露行为影响因素模型。[结果/结论]电子健康网站用户信息披露行为主要受到用户感知效用、感知风险、主观规范、服务质量和病情特征影响。其中,感知效用是最重要影响因素,感知风险是次重要影响因素,主观规范是较重要影响因素,服务质量和病情特征是相对不重要影响因素。据此,从政府部门、电子健康网站和用户3个维度,总结相关启示。     

试析中外信息安全保障体系的演化路径

大数据时代,信息安全保障能力的提升与制度体系的完善,是世界各国奋力攀登的制高点和国家战略。本文运用文献分析法、比较分析法,对中外信息安全保障概念、立法原则及其法律制度的演化路径进行深入分析。信息安全保障是大安全观下对信息内容安全、数据安全、物理安全、网络安全和信息基础设施安全等的积极防御措施;其法律制度建设正在由分散走向统一,由单纯立法走向“立法与实施机制”并进;其保障体系正在形成一个由技术、管理、法制、文化等多元素、跨国跨区域、全方位的主动积极防御整体联动框架。中国特色的国家安全体制机制,以及“总体安全观”下以《国家安全法》为基准的信息安全法律体系正走向健全与发展之路;新型信息安全保障体系的构建正在成为前沿课题。图2。表5。参考文献105。     

美国科技博物馆展览开发中公众参与的研究及启示

展览开发是博物馆展览的基础问题,随着公众参与逐渐被提上研究议程,也促使我们去思考展览开发过程中如何引入公众参与。美国的科技博物馆展览开发已经建立了较为完善的公众参与体系:明确的参与者角色、系统的参与理念和阶段式的参与行为,已经获得了普遍的应用。借鉴美国博物馆的经验,我国博物馆展览的开发,应在构建展览评估体系的基础上,进一步了解和认识公众,拓展公众参与的方式,并不断寻求公众的声音。
