Re-Envisioning E-Resource Holdings Management

For e-resource librarians, maintaining e-book and e-journal holdings within electronic resource management systems is a labor intensive and often manual process. In 2014, with the aim of saving library staff valuable time and effort, the Online Computer Library Center, Inc. (OCLC) launched a service to provide automated holdings management within the WorldCat knowledgebase. For a select group of content providers, including some of the largest e-book aggregators, holdings information can be populated and updated automatically within the knowledgebase without intervention from library staff. At the University of Toronto Libraries, we conducted a study to assess the accuracy and efficiency of these automated holdings management services. This presentation outlines the results of the study and provides suggestions for further improvement to the current services offered.     

Comparing Digital Apples and Oranges: A Comparative Analysis of e-Books Across Multiple Platforms

This session reported the findings of a comparative analysis of how e-books are represented across multiple platforms. In this session, the presenters shared the results of a study that examined how a sample of academic e-books are represented across different platforms. Topics of analysis included: the inclusion of various metadata, the visual presentation of e-book content, and variations in search results. This presentation also focused on the similarities and differences between e-book representation and what impact these various representations might have on users of academic e-books.     

The Path of Least Resistance: Using Available Tools to Support the E-Resources Lifecycle

On the surface, it might appear that libraries with different collections, staffing levels, and budgets would have to make use of different tools to address their e-resource management needs. However, in their review of electronic resources lifecycle work at North Carolina State University and Georgia Perimeter College, Tessa Minchew and Sofia Slutskaya discovered that this is not always the case. The presenters reviewed the electronic resources lifecycle and three distinct types of tools (content management systems/wikis, Microsoft Access, and Trello) that are being used in different ways to address different lifecycle-related tasks at each of their institutions.     

Thirty Years of NASIG: A Retrospective Look at Conference Programs,Publications, Workshops,and Webinars

Over the past thirty years NASIG has evolved as a community, supporting the exchange of ideas regarding serials in the early days and more recently expanding into broader topics such as electronic resources and scholarly communications. Thirty years of NASIG conference programs, publications, workshops, and webinars will be evaluated to identify trends and understand the evolution of NASIG as an organization.     

论政府角色合理定位与健康城市建设

在健康城市建设中,政府必须合理定位其角色。本文在对健康城市和政府角色相关问题进行梳理的基础上,以常熟市政府为个案将规范分析和实证分析结合起来,对常熟市推进健康城市建设中政府职能发挥和角色合理定位进行了探讨,并提出了对策和建议。     

西方教育选择理论述评

文章根据研究者对个人教育选择范围的不同认识,将西方教育选择研究分为三个派别:教育公共选择学派、教育市场选择学派和主张教育市场化、私营化的激进学派。同时分别介绍了他们在教育选择问题上的核心主张。在此基础上,对西方教育选择理论的现状进行了评析,认为已有的研究为我们提供丰富理论资源的同时,也存在缺陷。一方面对于个人教育选择的价值缺乏全面认识,另一方面对教育选择的制度设计拘泥于政府或者市场的思路。     

济南市举办第十一届全运会经济及社会效应研究

本文在分析第十一届全运会对济南社会经济发展影响作用的基础上，着重对全运会经济及社会效应进行了理论探讨，认为全运会效应具有很强的正负影响效果。全运会正效应具体表现为经济效应、社会效应、环境效应；负效应表现为虹吸效应、低谷效应和风险效应。应充分利用全运会的正效应，规避负效应。进而提出：为实现全运会经济社会效应最大化，应调整政府在全运会承办中的职能，推行全运会市场化运作；并给出实施第十一届全运会市场化运作的具体建议措施。     

服务流程管理视域下公共体育服务流程理论研究

自20世纪90年代以来,"服务流程管理"理论逐渐受到服务组织的重视,并开始应用于各种服务行业。在基本公共服务越来越受到重视的社会背景下,服务流程管理理论逐渐应用于公共服务之中,而公共体育服务作为公共服务的重要组成部分,服务流程管理理论仍未得到应用。国务院相继颁发了《全民健身条例》(2009)和《全民健身计划(2011-2015年)》(2011),都为公共体育服务的发展提供了保障。通过文献资料法对国内外服务管理理论进行分析,并对公共体育服务理论研究现状进行视域分析,旨在构建我国公共体育服务流程管理理论。     

江苏省政府购买公共体育服务的方式、问题及对策研究

采用文献资料法和逻辑分析法,对江苏省政府购买公共体育服务的模式进行研究。结果表明：江苏省政府购买公共体育服务缺乏完善的法律制度保障、科学有效的监督机制、专业规范的评估机制、有效的供给市场竞争。针对这些问题提出加快法制建设,适时启动地方立法;建立完善的监督体制,提高监督能力;完善评估机制建设,提高评估公信力度;加大政策扶植力度,培育服务购买市场等措施。     

"9·11"之后的美国州法律改革与地方政府机构改革

“9．11”恐怖袭击后，美国开始了反恐的进程。在美国国内，尤其各州，主要通过修改州的法律，进行政府机构改革或重组来配合联邦政府的反恐努力，为反恐提供法律保障和体制保障。在美国反恐进程中，也可以着到它所面临的矛盾，如何正确处理这些矛盾，成为美国各级政府反恐胜败的关键。
