随着我国教育改革实践的不断深入,探讨教育改革之所以发生的原因与条件、分析教育改革实践的核心要素与基本结构、确立"谁来改革-改革什么-如何改革"这样一个理论分析框架,已经上升为世纪之初教育改革的重要议题.本文在阐释教育实践活动本质与规律的基础上,结合教育改革活动的方案设计、组织调控以及反馈总结等问题,对教育改革的主体与对象、原因与目的、手段与途径进行反思与批判.

中西社会结构变迁与对外政策取向的比较分析

要探寻中西对外政策的差异,需对双方的内部社会结构及演变过程进行比较。西欧和中国在历史上分别形成了按阶级对峙的市民社会和按阶层分立的市民社会,市民社会以其内部冲突促成扩张性对外政策,以其内部和谐促成保守性对外政策。在当代,市民社会发生的变化使西方国家的对外政策呈保守和扩张的双重取向,中国多阶层社会则依旧维持内部和谐状态及保守性对外政策取向。     

The Impact of Research on Policy: A Case of Qualifications Reform

The relationship between research and policymaking has been discussed repeatedly. However, the debate tends to be in general, abstract terms or from a macroeconomic perspective with any examples described in a fairly cursory way. Despite the inherent complexity of the research-policy interface, analyses tend to homogenise ‘research’ and ‘policy’ as coherent entities with discussions often focusing on products (research and policies) rather than on the relationships between producers (researchers and policymakers). Here, we take one piece of research on qualifications that has influenced policy rhetoric over the last 5 years. We trace the career of the research from its production in the late 1990s in order to understand the conditions of its dormancy, re-emergence and use over the ensuing years. The paper serves to document the case, which is important in its own right, but also proposes a typology of ways in which research gets adopted and adapted into policy.     

THE PLACE OF SYSTEMATIC REVIEWS IN EDUCATION RESEARCH

ABSTRACT:  The use of systematic reviews in educational research is a growing phenomenon in the UK, but is highly controversial. This article argues that such reviews have a useful place in a research cycle that wishes to inform and be informed by practice and policy. It proposes and discusses a model of educational research, showing how reviews relate to small or large-scale primary studies.     

日本“对华政策”的转变与李士群之死

汪伪政权初期,李士群的特工势力,因应了日本侵略者“以特制汪”的需要,得以恶性膨胀。但是,随着太平洋战争的严重失利,日本侵略者被迫转变“对华政策”,以期充分利用汪伪政权解决“中国事变”。李士群的“特工政治”遂成为障碍,并最终成为日本“对华新政策”的牺牲品。     

发展中东道国吸引FDI的政策竞争及其启示

国际直接投资(FDI)对发展中国家极为重要。发展中东道国的政策竞争,以财政激励手段为主,同时辅以一定的规制政策竞争,而较少使用金融激励手段;大多数政府之间的激励政策竞争,都发生在相邻国家之间;流入发展中东道国的FDI的绝对数是在逐年增加的,同时,发展中东道国在吸引FDI方面的重要性也在不断增强。     

How Do we Measure Implementation of Inclusive Education in the Pacific Islands? A Process for Developing and Validating Disability-Inclusive Indicators

In recent years, countries of the Pacific have been moving strongly towards enhancing inclusive educational practices within a previously segregated education system. Through the Pacific Education Development Framework (PEDF) approved by 14 Pacific Island Education Ministers in 2009, the implementation of regional policies of inclusive education is a priority. To ensure that progress is measurable, these countries have been working collaboratively with several Australian institutions to develop a set of contextually appropriate indicators for measuring disability-inclusive education. This article describes the process adopted in developing these indicators and initial findings regarding the key outcomes. The research is guided by three key principles of collaboration, a need for systemic change and ‘nothing about us without us’. The process adopts a three-stage approach which is outlined and key issues and implications discussed.
