加州大学的治理变革及启示

从控制走向协调,以治理代替管理,既是世界高等教育改革的趋势,也是美国公立大学一直努力的方向,而加州大学则是将这种努力践行得较为彻底的一个成功典范.这种努力具体表现为加州大学一方面通过与政府签订协约、引入市场机制、寻求校外群体的支持等形式来弱化政府的管制色彩,另一方面又充分发挥董事会、学术委员会等治理机构的协调作用,为大学自治提供一系列的缓冲与保护.     

公共教育服务体制创新:治理的视角

为了满足多元化的公共教育需求,解决公共教育产品短缺和公共教育服务不到位等问题,有必要从治理的视角重新思考政府在公共教育产品与服务中的角色和作用,运用治理的理念和精神变革公共教育服务体制,实现公共教育服务供给主体的多元化、公共教育治理权力的多中心化和公共教育服务结构的多样化。     

嵌入视角下的大学网络治理机制解析

通过社会网络分析方法,可以看到大学存在多个权力中心,各主体间具有错综复杂的网络式互动关系。我国大学在现代大学制度建设中,需要构建多元嵌入的网络治理模式,通过结构嵌入、关系嵌入和认知嵌入等形式和途径增强大学内外部网络中的多种利益主体在大学治理结构中的嵌入度,并在持续互动、平等协商中形成信任与合作机制,从而实现大学的网络治理。     

Tribology Performance and Adhesive Strength Evaluation of TiAlSiN Coating

Scratch test and friction test were performed to evaluate the internal and external interface behaviors of TiAlSiN coating, respectively. The critical compressive and shearing stress of coating failure during scratch test were calculated and the values are 30.84 MPa and 4.98 MPa respectively. The average friction coefficients of TiAlSiN coating against 2Cr12Ni4Mo3VNbN steel are 0.70 (sliding speed 50 m/min), 0.63 (sliding speed 100 m/min), and 0.81 (sliding speed 150 m/min). The elements diffusion was analyzed by EDS. Al and Si element of coating material diffuse to the steel disc, except Ti element. The oxidation decreases with the increase of sliding speed, but the adhesion increases with the increase of sliding speed. More Al element diffuses to the steel disc at the high sliding speed, but the diffusion of Si element keeps almost constant at different sliding speeds.

在发达国家高等教育体系中,董事会制度是大学治理结构的中心环节,在筹集办学经费、选拔校长、监督裁决和沟通外界社会等方面扮演着关键角色,为大学的发展提供了强大动力。美国和日本的大学董事会在职责、成员构成、组织结构和运行机制等方面存在较大差异。以美、日两国为代表的大学董事会制度在一定程度上可以纠正我国高校行政化倾向。

Strategic narrative in multi-academy trusts in England: Principal drivers for expansion

Multi-academy trusts (MATs) are now a common feature of the English educational landscape. Yet numerous high-profile failures indicate that they present substantial challenges in terms of leadership and governance. One of the areas that most exercises school leaders and boards is the setting of strategic direction for the MAT. This includes elements such as its expansion. This article draws on 30 interviews with school leaders and trustees from 6 MATs and 10 interviews with national leaders of governance in looking to respond to the research question: What are the principal drivers for strategic expansion in MATs? The article begins by contextualising the research in light of recent policy, then moves to consider why theory on strategy as narrative was chosen in preference to other strategic approaches, and how it was employed to analyse data. The article concludes that within this sample there are a number of drivers for MAT expansion and that these fall under six principal categories: opportunities, values, pressures, feelings, risks and resources. It also concludes that resources and business viability play a substantial part in decisions to expand, and that strategy appears to be an iterative learning process. As such, it contributes to theory on the governance of multi-level organisations and to practice in terms of the Department for Education's focus on MAT growth.
