借鉴公司法人治理机制完善村民自治组织体系

村民自治组织体系是村民自治权实现的保障。当前村民自治制度存在的缺陷源于权力的分工不合理和权力缺乏制约。通过分析公司中股东大会、董事会和监事会分工合作、分权制约的治理机制,为完善村民自治体系提供借鉴。     

虚拟研发组织的知识转移机制:一个文献综述

从虚拟研发组织内部治理结构出发,着力探讨其中的知识转移机制,力求通过对相关文献的综述,理清虚拟研发组织知识转移理论的研究脉络,展示虚拟研发组织中知识转移的最新研究进展,指出其研究重点与难点并给出未来研究方向。     

数据管理能力成熟度模型比较研究与启示

[目的/意义]对比分析数据管理能力成熟度模型,为图书馆选择与应用数据管理能力成熟度模型提供参考方案。[方法/过程]通过模型文本的研究,介绍各模型的结构。采用比较分析法从评价维度(功能域)的设置、模型的组织体系、评价标准与规则、可操作性、公开度等5个方面对7个数据管理能力成熟度模型进行评析。[结果/结论]每个模型具有其特色功能。CMMI、DMM、DCAM和中国DCMM的评价维度较为全面,中国DCMM即中国-数据中心服务能力成熟度模型具有较强的操作性,且其定量与定性相结合的评价方法值得借鉴。研究数据管理的能力成熟度模型(雪城大学秦健教授团队)和研究数据管理能力成熟度模型(澳大利亚ANDS)考虑图书馆数据管理的实际情况,可作为首选模型。基于各模型的对比与评析结果,形成3种适应不同情境的图书馆选择与应用数据管理能力成熟度模型的方案。     

The Difficult Patron in the Academic Library

Summary

Faculty members depend on the resources and services provided by the libraries to teach, satisfy the curricular needs of the students, and conduct their research. Students need the library for many reasons, among which are to complete their assignments and to expand on what faculty covers in class. The patron/librarian relationship in the academic library is not always perfect. Issues which students and faculty face in the academic library environment are completely different from those in the public library. Identifying the characteristics of the difficult or problem patron in academia is a little more difficult than in the public library. Are what librarians face when dealing with faculty and students more issue-related than just dealing with problem patrons? The authors will identify, from the librarians' perspectives, some of these often called difficult patron issues and offer solutions to try and preempt these issues before they become problems.     

论我国公共危机教育的平台系统建设

我国公共危机教育在实践中的缺失与理论上的匮乏,为公共危机教育体系的全新设计、整体规划,留下了改革空间与发展机遇。公共危机教育平台系统是保证公共危机教育在全社会科学有效实施的诸因素有机整合的治理模式,包括制度与责任、社会参与、知识与信息、方法论、支持保障等五大平台。最后提出了建设公共危机教育平台系统的建议。     

Gender Disparity in STEM Disciplines: A Study of Faculty Attrition and Turnover Intentions

This study examines the underrepresentation of women faculty in science, technology, engineering, and mathematics (STEM) by comparing the intentions of attrition and turnover between genders in Research and Doctoral universities. It is found that the two genders did not differ in their intentions to depart from academia, but women faculty had a significantly higher likelihood to change positions within academia. The indications are that women and men are equally committed to their academic careers in STEM; nonetheless, women’s stronger turnover intentions are highly correlated with dissatisfaction with research support, advancement opportunities, and free expression of ideas. The findings suggest that the underrepresentation of women is more convincingly explained by an academic culture that provides women fewer opportunities, limited support, and inequity in leadership, rather than by gender-based differences such as roles in family responsibilities. Changes in academic STEM culture are needed in order to attract more women scientists and narrow the current gender gap.

摘要：体育治理体系的价值目标是以时代发展潮流和人类文明进步为方向,以社会主义核心价值体系和核心价值观为基准,以我国体育改革实践为动力,以国外先进体育治理的理论与实践为借鉴,立足体育治理体系现代性、人民性、公共性的要求,根据国家体育目标、社会体育需求、公民体育权益,通过多元治理主体协同合作,在法制支撑的稳定规范平台上,依靠科学治理的方法、手段,高效率的完成功利性的体育实践项目的方向和标的。     

高等教育有效治理的系统化原则及其实践——基于顶层设计与法治问责的视角

高等教育治理具有客观的条件性,只有具备了相应条件,治理才可能是有效的。在高等教育实践中普遍存在治理失灵问题,要由治理失灵走向有效治理,就需要在高等教育治理中遵循系统化原则,因为系统化是高等教育的基本属性和存在方式。在实施高等教育系统化治理过程中,做好顶层设计是关键环节,顶层设计的水平直接决定着高等教育能否实现有效治理。现实中我国高等教育的科层制模式阻碍着顶层设计的有效传导和整体推进,为此就需要在高等教育治理实践中深化法治,强化问责,以推进高等教育系统化治理。     

Unionization,democracy, and the university

Legal status collective bargaining between faculty associations and university administrations has affected university governance and, on the whole, has done so positively by democratizing most of the procedures used to determine the terms and conditions of faculty employment. To the extent that matters hitherto within the mandates of academic senates have been removed to the collective bargaining regime, senates have been somewhat weakened. The greatest danger to democracy on the campus probably lies in the bureaucratization of faculty associations, thus leaving them open to the partial paralysis of creeping legalism.
