Australia is faced with the need to augment and replace rapidly depleting indigenous petroleum. Because there are many possible solutions and wide ranging impacts associated with this problem, the use of an evaluative technology assessment framework is proposed. The purpose is to provide a means whereby likely technical, socio-economic, legal and regulatory requirements and consequences of policy options can be canvassed and appraised. Factors influencing the credibility, usefulness and efficacy of such technology assessments are examined, and methodologies appropriate to one application, viz petroleum substitution, are explored. The energy sector is used primarily here, therefore, to exemplify the value of the technology assessment approach to policy making. A systems simulation and optimal resources allocation mode is used to illustrate planning procedures and to highlight such matters as innovation needs, resource requirements and societal changes. 相似文献

A case study was conducted in 2006–07 to explore how one US campus implemented a centralised e‐assessment system. The study specifically measured the extent of adoption by faculty members, identified their reasons for adoption and evaluated the impact on teaching and learning. The purposes of the system, entitled researching learning (REAL, a pseudonym), were to measure student learning, meet accountability requirements and assist the university in becoming a learning organisation. An electronic database included programme assessment plans, results and sample instruments. This article describes how the Business Informatics program at Northern Kentucky University (NKU) has evolved and, in so doing, has addressed the call from the IS 2010 Curriculum Design Committee listed below. The article initiates this discussion with a discussion of the basic systems perspective that underlies the information systems discipline. The next section presents a review of the creation of a College of Informatics (COI) at NKU that included the strategic decision of structurally moving the Information Systems Department from the College of Business. The authors then document the perceptual shift this decision created as the Information Systems Department changed its name to Business Informatics and took on the goal of expanding the discipline beyond the business domain with partnerships across campus. A short discussion on the progress made in implementing this vision is detailed. The article closes with a discussion of problems and opportunities generated. 相似文献

食品是人类社会赖以生存和发展的最基本的物质条件,其安全状况直接关系着消费者的身体健康和生命安全。但生产者和消费者之间的信息不对称可能会导致食品市场的崩溃,这就需要政府的介入以纠正信息不对称带来的市场失灵。然而,生产者和政府的最优行为与生产者的产品收入、生产成本以及政府的检查成本和惩罚力度有关,因此,建立从食品经营者到食品生产者的质量责任追溯和惩罚机制、加强市场准入的事前管理、建立严格自律的行业协会组织有助于减少食品行业的信息不对称,提高政府监管的效率和控制能力。 相似文献

The number of pupils with autism spectrum disorders (ASD) who receive their education in mainstream schools in the UK has increased considerably over the last 10 years. Despite this increase, teachers and other support staff face a number of challenges in order to ensure that these inclusive arrangements bring maximum benefits to the children themselves, their parents and the school community as a whole. In this study we explore some of the tensions that teachers in mainstream schools may experience, many of which reflect the unique problems that the inclusion of pupils with ASD can present. In addition, we explore how these tensions may shape their views of support arrangements for those pupils. We observed 17 pupils with ASD ranging from 7 to 16 years, all of whom were placed in a regular class in one of eight mainstream schools on a full‐time basis, and carried out interviews with their teachers, teaching assistants (TAs) and special educational needs coordinator. Findings suggest that tensions reported by school staff are inherently shaped by the ASD‐related manifestations, particularly those pertaining to their difficulties in social and emotional understanding. These tensions determine the quality of the transactions and interactions between the teachers and the pupils with ASD. Based on these tensions, teachers form their views of the type of support that is needed for those pupils. Evidence from the data suggests that, in order for these tensions to be kept at manageable proportions, teachers rely heavily on the TA, whose role in working closely with the pupil is perceived as being indispensable. Building on the study’s findings, we suggest a generic conceptualization for the successful inclusion of pupils with ASD, which is grounded in the systems theory perspective of the relationship between the teachers and these children. 相似文献

For more than a decade, academic libraries have been wrestling with the thorny issue of managing the acquisition of electronic resources. Where are we in the continuum from paper lists to vendor-designed management systems? This paper takes a look at several in-house initiatives around the country, commenting on the successes and failures of the homegrown programs built to track, update and manage the acquisition and behind-the-scenes maintenance of electronic resources. Realizing that libraries are now well equipped to identify what dream programs should entail, this paper also comments on how we can prepare for the future of electronic resource management. 相似文献
