Abstract

This article considers two components identified as essential to effective academic library Websites-satisfaction of user needs and adherence to university Website guidelines-and how they sometimes contradict one another. A literature review is provided, followed by results of a survey the author created and distributed that measures a librarian's perception of his/her school's Web-administration scenario. The author concludes with suggestions for balancing university Web guidelines and user satisfaction.     

Chinese whispers? Investigating the consistency of the language of assessment between a distance education institution,its tutors and students

Ensuring the fairness of assessment is important in all areas of higher education. It is particularly so in distance education, where the communication around assessment and feedback is a principal method of supporting learning, and even more so when the students are at the entry point into higher education. This research explores the nature of the language used in explaining the purpose and process of assessment on an access programme at The Open University, UK, from the perspective of the module team, the tutors and the students. It takes a qualitative approach to examine the clarity and consistency of assessment tasks, assessment guidance and TMGs. Analysis revealed inconsistencies in the language used in relation to assessment, which has led to a revision of how assessment tasks and guidance are communicated to students and tutors.     

人工智能伦理准则与治理体系:发展现状和战略建议

首先,界定人工智能伦理准则的基本概念,分析人工智能发展现状。然后,探讨导致人工智能伦理问题的主要原因,总结人工智能典型应用场景下的伦理问题,包括自动驾驶、智能媒体、智慧医疗、服务机器人等;此外,围绕应对人工智能伦理问题的基本原则探索治理框架体系,包括技术应对、道德规范、政策引导、法律规则等方面。最后,结合我国人工智能发展规划战略部署,指出在社会治理的落地过程中宜采取分层次、多维度的治理体系,并提出在人工智能伦理准则和治理方面的具体措施建议(2020-2035年),包括社会宣传、标准体系、法律法规等方面。     

Inter-agency cooperation in the quality assurance of transnational education: challenges and opportunities

This paper presents the findings of a study undertaken by the United Kingdom Quality Assurance Agency for Higher Education (QAA), with support from the International Network for Quality Assurance Agencies in Higher Education (INQAAHE), aimed at investigating the challenges and limits to cross-border cooperation in the quality assurance of transnational education. The study builds on the outcomes of the recently concluded Erasmus Mundus project Quality Assurance of Cross-Border Higher Education (QACHE) and in particular the QACHE Toolkit developed as part of the project to foster cooperation between quality assurance agencies in quality assuring transnational education. Based on the responses to a survey sent to QAA’s partner agencies in key sending and receiving countries of transnational education, the study extract recommendations to agencies to help them developing viable strategies for inter-agency cooperation, identifying concrete ways in which they might or might not cooperate across borders.     

我国气候资源管理的原则与政策研究

初步提出加强我国气候资源管理的指导思想，重点探讨加强气候资源管理应遵循的基本原则，并在深入研究的基础上，提出通过法律制约、政策引导和道德规范等多种手段，加强和改善我国气候资源管理的综合措施。     

一流智库战略研究成果的质量管理机制

国际一流智库影响力的取得有很多决定因素,但关键是其战略研究与政策咨询报告的高质量,而高质量又取决于其研究成果的高标准与质量管理机制。文章通过对一些国际一流智库高质量研究标准或指南、研究成果的严格独立同行评审的质量管理机制和流程的梳理,总结了研究成果质量管理机制的有益经验和启示。文章指出,我国新型智库建设中,尚未将高质量分析与研究的质量管理机制作为智库建设的重要环节来抓,既缺乏研究成果的相关高质量管理理念,也缺乏管理的制度规范,更缺乏质量管理控制的严格流程。为此,文章提出了我国新型智库建设的高质量分析与研究标准及质量管理机制建议。     

大学生就业趋势分析及其指导思想的研究

目前,没有一所高校能对大学生就业问题掉以轻心。无论是从学生本身,还是学校和家长方面,都对大学生就业问题十分重视。之所以会形成当前的局面,一方面意味着我国教育水平的提高,大学生扩招迅速,大学生人数急速上升;另一方面也反映出我国目前大学生就业环境的严峻性。本文分析了当前大学生的就业趋势,并且提出加强大学生就业指导思想的研究,有助于解决大学生就业难的问题。     

Community engagement by Higher Education Institutions – a practical model and guidelines

Abstract

This article analyses the definition and understanding of the concept community engagement as one of the focal areas of Higher Education Institutions in South Africa. It captures the importance of a proper approach towards community engagement and contributes towards a practical method to guide the reader through the complex interaction between academic societies and communities. The article included recent anthropological and management research results to construct the working environment in which community engagement take place. It also describes the detail processes and practical methods to direct academic role players who act as community engagement facilitators. The reader will establish a better understanding of the community, its traditions and its culture as a holistic platform for understanding African communities. The proposed guidelines should enable community engagement facilitators to plan and execute community engagement initiatives effectively.
