高等学校战略管理的若干基本问题

我国高等教育正处于多样化时代和利益相关者时代。在这种背景下,战略管理就成为当代高等教育发展的重要手段和工具,高校战略管理研究也成为一个比较新的研究领域。高校战略管理与企业战略管理、战略管理与面对现实、战略管理与资源依赖方式、战略规划与战略实施、战略管理与教育营销、战略管理与跨越式发展、战略管理与大学领导群体、战略管理与大学利益相关者、战略管理与大学管理文化、战略管理与大学经营诸关系是高等学校战略管理的基本问题,其协调有序是高校健康发展的保障。     

我国“阳光体育运动”初始阶段的现状与推进策略

在整理2008-2010年31省市区及新疆生产建设兵团上报给教育部的阳光体育运动实施经验及相关数据的基础上,梳理阳光体育运动开展以来基于实践而形成的模式,并根据《关于开展全国亿万学生阳光体育运动的通知》提炼出20个要点,从理念认识、目标达成、体质测试、加强教学、创新课外、营造氛围、组织领导等方面采取积极措施,开展各类活动,切实推进阳光体育运动。研究得知:阳光体育运动在一定程度上得到具体落实,但20个要点的达成状况参差不齐;全国各地均能达成文件的半数要点,也仅是及格以上的成绩;且呈现出要点的达成效果与评价指标的具体量化、可操作程度成反比,在此基础上,提出未来推进阳光体育运动的系列针对性策略。     

Evaluating quality of implementation in physical activity interventions based on theories of motivation: current challenges and future directions

The evidence base pointing towards the maladaptive health consequences of an inactive lifestyle highlights the need for interventions that are effective in changing and maintaining physical activity behaviours. Theories of motivation are frequently applied to inform the content and delivery of such interventions. Systematic monitoring and evaluation of the quality of intervention implementation is therefore an important step in understanding if and how theories of motivation can be adopted and effectively applied to promote and/or sustain physical activity behaviours. However, intervention implementation quality in studies that aim to apply motivation theory to promote physical activity is often under-reported. The purpose of this article is, first, to review contemporary approaches used to monitor and evaluate intervention implementation; we outline the degree to which these methods have been used effectively in research concerned with applying theories of motivation to impact physical activity behaviours. Second, we identify and discuss specific challenges in effectively measuring quality of implementation faced by researchers who adopt a motivation theory basis to their work. Finally, recommendations for methods to monitor and evaluate intervention implementation in future trials aiming to promote physical activity based on theories of motivation are also proposed.     

西部大开发战略实施的转型升级效果评价*--采用合成控制法对技术进步和生态环境保护的考察

从技术进步和生态环境保护两方面切入,运用合成控制法对我国西部大开发战略实施的转型升级效果进行评价,分析结果表明：在技术进步方面,自西部大开发战略以来,西部地区总体的全要素生产率（TFP ）要高于合成西部地区,2000—2013年西部地区TFP 的年均增长率也高于合成西部地区,西部大开发战略的实施总体上促进了西部地区TFP的提高;在生态环境方面,西部地区的废气排放强度在2005年开始低于合成西部地区,废水排放强度在2010年开始低于合成西部地区,而固体废物排放强度持续高于合成西部地区,西部大开发战略的实施对西部地区生态环境的影响有正面的,也有负面,总体上看是积极的。进一步考虑生态环境的外部性及“中部崛起”和“振兴东北老工业基地”战略的实施等因素,西部大开发战略的实施对西部地区经济发展的转型升级是具有促进作用的。

政策认同在政策执行过程中具有极为重要的作用,政策认同障碍是导致政策规避的重要心理原因.要强化政策对象对政策的认同和支持,顺利实现政策目标,就必须加强政策教化,注重沟通,协调利益,奖惩相济,改进与政策对象的互动方式,充分发挥政策对象在政策执行中的积极性.

非法制造、销售非法制造的注册商标标识罪是个被理论界忽视的罪名,然而,该罪在司法实务方面存在许多疑难问题,如本罪的行为对象、实行行为、主观方面、罪数等问题,以及如何认定"情节严重".本文对这些问题进行了初步探究,期望对司法实务有所启发.

结合高职英语的性质和特点,围绕素质教育实施这一主题,就当前如何进行高职英语素质教育作一探讨,实现英语作为一种语言的交际功能,培养学生适应未来社会的素质和能力.     

Researching educational policy and change in ‘new times’: using critical discourse analysis

A number of writers have drawn attention to the increasing importance of language in social life in ‘new times’ and Fairclough has referred to ‘discourse driven’ social change. These conditions have led to an increase in the use of various forms of discourse analysis in policy analysis. This paper explores the possibilities of using Critical Discourse Analysis (CDA) in critical policy research in education, drawing on a larger research project which is investigating the equity implications of Education Queensland’s reform agenda. It is argued that, in the context of new times, CDA is of particular value in documenting multiple and competing discourses in policy texts, in highlighting marginalized and hybrid discourses, and in documenting discursive shifts in policy implementation processes. The last part of the paper discusses how such research might be used by policy activists inside and outside education department bureaucracies to further social democratic goals.     

提高《机械设计基础》课程的兴趣探索

随着科技的飞速发展,知识的更新,学科门类的细化,学时不断地缩短,要提高机械设计基础课程的教学效果,适应当前学生的认知特点和实际情况,教学方法和教学手段要与时俱进。文章从当前的学生实际出发,提出了一些新的教学方法和教学手段。     

论诊所法律教育的规范化——以课堂教学的设计与实施为视角

随着中国诊所法律教育教学经验的逐步积累,这种教学模式必然要走向规范化。目前,就课堂教学而言,开设诊所课程的部分高校仍存在着大量的问题,课堂设计与实施无法体现诊所教育的核心价值与目标。诊所法律教育专业委员会下发的《法律诊所课程基本规范》(指南)也仅仅从宏观上进行了指引,缺乏具体的、细化的指导。规范化的诊所课程课堂教学应该围绕教学主题、教学内容、教学目标、教学素材、教学方法和教学评估这几个要素进行设计,采用归纳式的课程生成方式进行组织和实施。
