从服务科研到服务观众——吉林省博物院图书资料部门拓展态势构想

图书资料室是博物馆的内设机构,主要服务于博物馆科研工作,但随着博物馆事业的发展,图书资料室应该逐步完成由服务科研向服务观众的转变,担负起小型图书馆的职能,成为馆中之馆、观众之家、休闲之地。     

知识转移视角下复杂产品产学研协同创新管理机制研究

复杂产品协同创新是一项复杂的系统工程,具有研发周期长、系统组成复杂、技术难度和投资风险大等特点,传统管理模式很难满足其产学研协同创新的要求,需要科学、合理的管理机制作为保障。以知识转移为视角,从关系契约管理和非正式网络管理两方面设计了复杂产品产学研协同创新的管理机制,提出关系契约管理和非正式网络管理在复杂产品产学研创新活动中会协同发生作用,能有效促进创新主体间显性知识和隐性知识的转移,保证产学研协同创新活动的顺利进行。     

非正式网络对研发团队创造力的影响研究——以共享心智模型为中介变量

国内外学者迄今很少研究非正式网络与团队创造力的关系,对于团队外部非正式网络也没有给予足够的关注。以共享心智模型为中介变量,基于181个研发团队的数据,构建并验证了研发团队(内部和外部)非正式网络与团队创造力的关系。研究表明:团队内部、外部非正式网络与团队创造力均呈倒U函数关系;团队内部非正式网络与两类共享心智模型(任务式和协作式)均显著正相关,团队外部非正式网络与协作式共享心智模型显著正相关;团队内部非正式网络通过两类共享心智模型的中介作用影响团队创造力,团队外部非正式网络通过协作式共享心智模型的中介作用影响团队创造力。     

我国民间金融透析与制度构想

立足于民间金融的发展历程与现状分析,剖析了民间金融的正面作用和现存问题,提出了促进民间金融规范发展的对策,并在此基础上提出了我国民间金融的构建模式。     

Creating value in ecosystems: Crossing the chasm between knowledge and business ecosystems

Policy makers take initiatives to stimulate knowledge ecosystems in technology hotspots. It is implicitly assumed that these ecosystems will lead to value networks through which the participating companies can realize a competitive advantage. Value networks refer to business ecosystems where the value proposition is offered by a group of companies which are mutually complementary. The strategy literature suggests that business ecosystems lead to competitive advantages for each of the partners in the ecosystem. Based on a unique hand-collected database of 138 innovative start-ups in the region of Flanders, we analyze the knowledge and business ecosystem and the financial support network. We find that the knowledge ecosystem is well structured and concentrated around a number of central actors while the business ecosystem is almost non-existent at the local level. Further, we find that the financial support network is almost 100% publicly backed and fails to bridge the knowledge and business ecosystem. The implications for policy makers who tend to focus on the development of local ecosystems are discussed.     

User centric cloud service model in public sectors: Policy implications of cloud services

This study examines the acceptance of cloud computing services in government agencies by focusing on the key characteristics that affect behavioral intent. The study expanded upon the technology acceptance model by incorporating contextual factors such as availability, access, security, and reliability. The research model was empirically verified by investigating the perception of users working in public institutions. Modeling results showed that user intentions and behaviors were largely influenced by the perceived features of cloud services. Also these features were found to be the significant antecedents of cloud computing usefulness and ease of use. The findings should guide governments' promotion of cloud public services to increase user awareness by enhancing usability and appeal and ensuring security.     

论第三部门的兴起与公共政策主体的创新——以民间环保组织参与政策过程为例

第三部门的兴起带来了社会治理环境的变迁,这对公共政策创新具有新的启示意义。第三部门作为新的公共政策主体,可以逐渐实现公共政策由“政府内生型”向“政府外生型”转化。但我国的第三部门在参与国家环境政策制定和实施社会监督的功能及成效不明显,因此要明晰政府与第三部门的关系,确立其参与政策过程的法律地位与程序,以更好发挥第三部门影响政策过程的作用。     

Enacting Informal Science Learning: Exploring the Battle for Informal Learning

Informal Science Learning (ISL) is a policy narrative of interest in the United Kingdom and abroad. This paper explores how a group of English secondary school science teachers, enacted ISL science clubs through employing the Periodic Table of Videos. It examines how these teachers ‘battled’ to enact ISL policy in performative conditions at the micro-scale, and how this battle reflected macro-scale epistemological and political considerations. Data from the study suggests that for some, ISL was low stakes as it was seen to have negligible impact upon performance data. As a result, there was some resistance towards enacting ISL and conflict between the formal and informal curriculum processes. Nonetheless, analysis indicates that the informants highly valued ISL despite the requirement for them to justify it over more formal and ‘effective’ approaches to learning science.
