试论我国刑事审判前程序构造的完善

刑事审判前程序构造是指刑事案件由侦查机关立案侦查至人民检察院起诉到法院审判之前这一过程中控诉、辩护、裁判三方的法律地位和相互关系。我国的刑事审判前程序由侦查机关主导 ,缺乏必要的程序制约措施 ,往往发生侵犯公民权利的行为。因而需要引入刑事审判前司法审查等机制 ,进一步完善我国的刑事审判前程序构造。     

Employment procedures and practices challenge teacher assistants in mainstream schools

Reliance on teacher assistants (TAs) in mainstream schools to support students with disability and learning difficulties is an increasing trend in Australia. In 2011, over 80,000 TAs were employed costing approximately $3billion per annum [DEEWR. 2012. Job Outlook. Accessed June 2013. http://joboutlook.gov.au/default.aspx]. This paper reports on the employment procedures and practices that affect TAs working in four mainstream schools in Australia. Using data gathered from a qualitative case study conducted over three years, the study found that TAs and teachers have minimal understanding of the TA role. In addition, TAs have limited understanding of employer expectations, education department system policies, the TA career structure and school policies. Existing procedures and practices, both at the education department system level and at the individual school level, exclude TAs from accessing information afforded to other school staff. As a result, TAs work alone and often fail to provide effective support to both students and teachers. It is recommended that school leaders improve employment conditions for TAs at both system and school levels to ensure that students and teachers receive maximum benefit from employing TAs.     

自治条例立法制度的缺失与对策

制定自治条例是民族区域自治地方实现政治、经济、文化、社会生活等方面自治的主要途径和方式。目前,民族区域自治地方自治条例立法利度在立法权、立法程序及立法监督中仍然存在许多问题,亟待从保险自治条例立法权的独立行使、明确立法程序、健全立法监督制度方面予以改革完善。     

浅谈如何在教学过程中实施素质教育

素质教育是教育的改革的目标，素质教育的实施贯穿于教学活动的各个方面。     

The articulation of the development of teacher knowledge during the implementation of new teaching procedures to enhance student understanding of molecular biological concepts

This paper is based on the first author’s extensive examination of her teaching and her students’ learning in a senior high school Biology classroom at a coeducational K-12 independent college in Victoria, Australia, over a five-year period. Research was guided by the following questions: (1) How can students become more aware of the specific biological terminology that they will need to use to communicate their understanding of biological concepts? (2) How can student familiarity with new biological terminology be enhanced? (3) Which teaching strategies might be most effective across the diverse range of abilities and learning styles within a senior Biology classroom? Three key data-sets ([1] Development of specific teaching procedures; [2] Student responses to using the teaching procedures; [3] Teacher journal entries and reflections) were analysed supported by Korthagen’s ALACT model. Findings support the notion that genuine educational change is linked to teacher change, driven by teachers themselves, drawing new insights into students’ learning.     

基于隐患因素的矿业城市生态安全评价研究

本文针对矿业城市中各种灾害因素对生态安全的威胁和影响,从生态隐患视角提出生态安全是隐患因素触发概率、损失度和响应能力的函数,并依据隐患因素触发的空间,从大气圈、水圈、岩石圈、生物圈以及人类活动圈层角度,初步确定基于五大圈层结构的生态安全评价指标体系.利用风险度量与模糊优选理论,提出矿业城市生态安全模糊循环迭代评价模型,并同时可以得到方案隶属度和目标权重,最后将其应用于辽宁省矿业城市生态安全评价中.结果表明,铁法市、抚顺市、阜新市、本溪市和鞍山市生态安全性指数较低,均在0.5以下,且为煤炭一冶金型矿业城市,由于经济的高速发展而带来的资源短缺以及采矿活动造成的环境污染和生态破坏造成了生态安全的巨大压力;葫芦岛市、清原县、瓦房店市、宽句县和凤城市等生态安全性指数较高,其矿业生产涉及有色金属和化工等行业,矿产资源开采量较小,生态安全隐患的影响也较小.该模型科学、实用,为解决矿业城市在决策信息不完全确知情况下的生态安全评价问题提供了理论和途径.     

独立学院教学过程管理改革的实践与探索

当前,独立学院学生基础条件不足,无法沿着普通高校的教学模式,其教育更应针对社会的需求,着眼培养高级应用型人才。因而,改革的重点是以学生创新能力,实践能力的培养为目标,通过教学过程管理上的改革,实现考核过程化、多样化,加强互动式教学,加强学习过程的控制,提高学习效率。
