Managers’ understandings of supporting teachers with specific learning disabilities: macro and micro understandings in the English Further Education sector

The article explores the professionalism and the standards debate as it relates to teachers with specific learning difficulties in the context of Further Education in England. There is a tension between the government’s policy of defining teachers more tightly in terms of entry qualifications and standards whilst espousing a policy of creating a more inclusive profession as promoted by the Equalities and Disability Discrimination legislation. How prepared are leaders and managers in Further Education to address this policy tension and what insights might be drawn from the Further Education context? Interviews with key leaders and managers in a Further Education college and the analysis of college policy documents are used to illuminate the issues surrounding the inclusion of teachers with specific learning difficulties. Suggestions are offered which may provide a way forward to address the policy tension.

Setting the record straight: the selection,subordination and silencing of Maata Patene,teacher

Maori women teachers in nineteenth‐century New Zealand have been little acknowledged in educational histories, and indeed, in some instances their contributions have been explicitly nullified. Those who have taken leadership roles have been no more visible. This article examines the silencing and exclusion from educational history of a young Maori woman who was both a teacher and a community leader during this period. It identifies the various points at which her role was silenced and suggests that such silencing is a reflection of her position as woman and as Maori, in a missionary/colonial context. In telling her story, this article (re)instates Maata Patene to a position of leadership and agency in the history of New Zealand education.     

社区居民的志愿精神与居民对各级政府领导人的认知:内在关联之实证解析——基于对南京市708位城乡社区居民的实证调查

本文以南京市城乡若干社区的实证调查为研究个案,对城乡社区居民的志愿精神成长之现状进行考察,深入探讨社区居民志愿精神的发育状况对居民对各级政府领导人认知的现状究竟有多大以及何种程度的影响,并通过Logistic回归分析对影响社区居民志愿精神发育与成长的各种因素进行深入的剖析.最后以此为基础进行分析与研究,阐明提升社区居民的志愿精神从而推进居民对各级政府领导人的认知的可行性途径.     

Political uncertainty and innovation: The relative effects of national leaders’ education levels and regime systems on firm-level patent applications

We explore the effect of political uncertainty on innovation. In particular, we examine the differential effects of two sources of uncertainty – leaders’ education levels and political regimes (i.e., presidential vs. parliamentary) – on patent applications. We posit that firms react to political uncertainty caused by the unexpected departure of a national leader by investing in patents as growth options. The empirical design analyzes a panel with information from over 62 million patent applications at the aggregated applicant level. Results show that leaders’ unexpected departures cause, on average, increases of approximately 9% in the aggregate growth of patent applications. We also find that the leader’s level of education and the country’s political regime system have significant effects on the relationship between political uncertainty and innovation. The difference between leaders with high and low levels of education accounts for 21% of the change in the growth of patent applications. Further, the effect of political uncertainty on innovation is amplified in presidential systems, which grant leaders more power and make electoral transitions less predictable. The differences between presidential and parliamentary systems account for approximately 16% of the change in the growth of patent applications. As a robustness check, we utilized a subsample of more than 170,000 firms with local and foreign patent applications, as well as a panel of over 5700 government non-profits, universities, and hospitals with local patent applications. Consistent with our theory, the former react to political uncertainty by investing in patents, while the latter remain unaffected. We contribute by showing the theoretical mechanisms linking leader and regime characteristics with patent applications.     

试析领导干部战略思维的培养

我国的现代化建设是在全球经济风云变幻的局势中进行的。领导干部如果没有世界眼光和全球战略思维,就很难出色地胜任领导现代化建设的任务。因此,领导干部应基本了解当代世界经济运行的概况,并针对内陆省份的特点,对当代世界的基本政治经济问题和热点经济问题有及时的了解,并能正确理解中央的战略决策。只有这样,才能培养和提高领导干部驾驭全局的战略思维能力。     

Cypriot primary school principals’ understanding of education for sustainable development key terms and their opinions about factors affecting its implementation

‘Transformative leaders for sustainable schools’, was a nationwide research project conducted in 150 primary schools in Cyprus during 2005–2007. The project explored the role of the principals in the organisation of sustainable schools. A mixed methods approach to data collection was employed combining quantitative and qualitative methods. This paper presents primary school principals’ perceptions of sustainable development, their views on the characteristics and operation of the sustainable schools as well as factors supporting or impeding the development of such schools in Cyprus. Our analysis reveals that the term ‘sustainable school’ is a concept only vaguely understood by the principals. Education for sustainable development is interpreted loosely as environmental education and sustainable schools’ operation is limited to sustainable development’s environmental aspects. Principals place their emphasis on environmental conservation, for satisfying humans’ needs whereas the notion of environment, economy and society are marginalised. The development of sustainable schools in Cyprus is restricted by limitations in time, lack of ESD teacher education, the centralised educational system and the overloaded curriculum. Suggested reinforcing factors are parents’ associations’ support and the school–community dialogue. Further exploration of the principals’ role as potential carriers of change and effective leaders is needed.

课程改革的理性反思

在全国基础教育课程改革由点上开花到面上突破的实质推广阶段,作为国家级首批课程改革实验区,深圳市南山区对四年来新课程实施的情况进行了全面调研,形成了调研总报告和八个分报告。该区部分中小学领导对新课程实践进行了回顾与反思,直面新一轮基础教育课程改革的实践困惑,比较深入、系统地探讨了新课程创新的精神实质、观念与行为存在距离的原因、综合课程存在的问题、新课程实践中教师教育科研的对策以及新课程评价改革的出路等问题。
