历史地理信息的获取与标准化——以上海交通大学馆藏地方历史文献为例

上海交通大学图书馆针对近年来收集的地方历史文献开展了数字化加工工作。如何有效地提取文献蕴含的地理信息并使其标准化,最终实现数字化的展示、利用与分析是工作的难点之一。地理信息经由人工获取,根据研究需求按照分段揭示的原则著录到地域相关的元数据字段中。基于可统计的文献来源,分布集中的文献优先编写代码转换规则,可机读代码避免了语义识别等程序的繁冗。鉴于明清时期行政区划的特点,代码采用"省-县-都-图-村"五级格式,遵照标准化、兼容性、求同性与扩展性的编制原则,以期实现文献关联聚类、信息自动获取与空间可视化等数据化效果,还原地域视角下的历史原貌。     

Clinical Medical Librarian Licensure: Pros versus Cons

In hospitals and clinics, anyone who “touches” a patient has a license authorizing them to do so—from the phlebotomist to the cardiologist, from the genetic counselor to the social worker, and so on, except for the clinical medical librarian. This column discusses the intent versus the realities of occupational licensure for clinical medical librarians and provides recommendations for next steps.     

试析中外信息安全保障体系的演化路径

大数据时代,信息安全保障能力的提升与制度体系的完善,是世界各国奋力攀登的制高点和国家战略。本文运用文献分析法、比较分析法,对中外信息安全保障概念、立法原则及其法律制度的演化路径进行深入分析。信息安全保障是大安全观下对信息内容安全、数据安全、物理安全、网络安全和信息基础设施安全等的积极防御措施;其法律制度建设正在由分散走向统一,由单纯立法走向“立法与实施机制”并进;其保障体系正在形成一个由技术、管理、法制、文化等多元素、跨国跨区域、全方位的主动积极防御整体联动框架。中国特色的国家安全体制机制,以及“总体安全观”下以《国家安全法》为基准的信息安全法律体系正走向健全与发展之路;新型信息安全保障体系的构建正在成为前沿课题。图2。表5。参考文献105。     

Nurturing Authority

When considering the role of local journalism in a networked media environment, it is crucial to examine how audiences attribute news with the power to define social knowledge. In particular, television news programs need to appeal to audiences by reinforcing a sense of local journalistic authority to assert the parameters of who and what is worthy of coverage. This article presents the findings from interviews with a range of commercial television news viewers in Sydney, Australia. It positions viewership in the context of people’s wider engagement with news, and in relation to their interpersonal and digital social interactions. The paper argues that local audiences have conflicting attitudes to the role of television news, both contesting and re-inscribing the programs with the power to demarcate social, political, and cultural knowledge. It traces how local audiences challenge the ability of news to convey boundaries within the community through processes of exclusion, connecting the contestations to the lived experiences of the individuals. It identifies that television news programs nurture journalistic authority in terms of their local relevance, and it contributes insights on the significance of local news by engaging with the means by which audiences themselves attach social power to journalism.     

Citizen-Centered Journalism and Contested Boundaries

This article explores the existence of a “citizen-centered journalism” that sees citizens as crucial participants in the construction of news and as co-creators of their own worlds. Through qualitative case studies of three news organizations, the article examines the motivation for using a citizen-centered approach, the news routines that are required to do so, the categories of content produced, and the perceived impact of this approach. The results suggest these news organizations are working in partnership with communities and striving to give a voice to historically marginalized communities. The journalists, however, see citizen participation as complementary to professional journalistic routines that favor verifiable information, rather than assigning inherent value to it for its own sake.

我国体育行政执法方式改革研究

新时代对体育强国和体育法治建设提出了新要求，行政执法作为体育强国建设的重要抓手也面临着方式革新的机遇和挑战。简政放权背景下，体育执法面临着“应不应该管、怎样管”的尴尬处境，广为体育行政执法主体运用的强制性执法手段极易加剧执法矛盾，执法的社会效果得不到保障。由于传统执法方式难以适应新时代体育市场监管的现实需要，革新体育行政执法方式就显得尤为必要。面对时代课题，应遵照由“形式优化”到“实质革新”的逻辑，并树立行政平衡、服务合作和正当程序的理念，从引入信用工具、推广非强制性执法和全程说理式执法3个方面推进改革，实现体育行政执法方式的精简化、多元化和法治化。     

Hello,Friend: Cybersecurity Issues in Season One of Mr. Robot

Mr. Robot is a cyber-thriller television show that premiered on USA Network during the summer of 2015. Apart from quickly becoming a cult hit, the show was lauded for accurately portraying hacker culture. The goal of this article is to isolate three specific cybersecurity issues that recur through the first season of Mr. Robot: personal cybersecurity, corporate cybersecurity, and remote access Trojans; and to determine what laws the characters are in violation of as well as recent case law that can be applied to them.     

Arts councils,policy-making and “the local”

ABSTRACT

In the British Isles, national policies for the arts are primarily viewed as the responsibility of arts councils with statutory duties to distribute state funding that meet the requirements of both “arms-length” principles and national strategic frameworks. This paper explores the tensions between policy making for the nation-state and for “the local” through comparative research on the arts councils (and equivalent bodies) in Scotland, England and Northern Ireland. Drawing on in-depth qualitative interviews with senior representatives from these organisations, it explores their notions of, responsibilities to and affiliations with “the local”. Findings suggest that despite their different models and relationships to the nation-state, and the disparities in the scale of investment, these national policy bodies commonly rely on networked governance to facilitate their relationship to “the local” which risks reproducing national interests, limiting the localised agency of place-based approaches and contributing to a culture of competition within cultural policy.
