信息化环境下我国图书馆业务管理模式变革研究

近百年来,我国图书馆的业务经历了由近代向现代管理模式的转变。从转变机制来看,图书馆业务管理模式的转变主要是靠他变机制的力量推动。我国图书馆业务管理模式整体变革,应从建立国家图书馆事业管理及协调机构、形成大的图书馆事业集团、优化图书馆内部业务管理部门入手,推进管理模式变革。参考文献11。     

论高校图书馆人才管理的动态平衡

探讨了流动机制与动态管理对高校图书馆人才管理的平衡作用，提出了高校图书馆人才管理动态平衡的模式与具体实施的措施。     

新工科内涵式发展理念的本质溯源

本文结合汕头大学OBE-EIP-CDIO工程教育改革实践对工程教育体系的系统性与科学性进行了再认识,建立了由课程教育体系,去"非工程化"实践教育体系,支撑体系,评价体系,统筹发展体系等构成的融合创新体系模型。基于体系构成与逻辑的分析以及新工科纲领性文件研究,指出新工科内涵式发展本质要求在于教育系统对新需求响应的快速性与定位精准性。结合新工科范式转换理论研究,文中指出工程教育系统的系统性与科学性是新工科专业建设的必要基础和先决条件。这些分析有助于厘清新工科发展理念中的模糊界限与争议,更重要的是为指导新工科具体实施提供了明确的手段和方法。     

高校教师视角下的人文社会科学国际发表及其激励制度

在学术国际化和中国哲学社会科学"走出去"的背景下,越来越多的高校对教师发表SSCI和A&HCI论文进行激励。激励制度主要体现在物质奖励和学术评价两个层面。从对国内某研究型大学文科教师深度访谈的情况来看,高校教师对人文社会科学国际发表及其激励制度持不同意见,虽一般不反对对国际发表进行物质奖励,但他们对国际发表在学术评价中的地位的认识存在较大分歧。高校在实施人文社会科学国际发表激励制度的过程中应理解和尊重差异性的存在,关注国际化与本土化的平衡。     

网络舆情场中信息受众观点测度的机理及路径分析

[目的/意义]整合定性与定量的舆情研究视角,统一多模态研究对象,实现网络舆情信息受众的观点测度,可修复网络舆情分析与治理的理论与实践裂痕。[方法/过程]通过引入网络舆情场的概念,对网络舆情信息受众、受众观点测度的内涵进行诠释,就网络舆情场与信息受众观点测度的逻辑关系加以辩证讨论。[结果/结论]提出网络舆情场内舆情受众观点测度机理和具体测度路径,为后续网络舆情场中的网络舆情信息分析、多维度信息受众观点测度,受众认知规律发现,网络舆情监督和管控限制等层面的研究做相应铺垫。     

基于知识治理的公共档案馆服务质量优化机制研究

[目的/意义] 在公共档案馆服务质量优化中引入知识治理理论,使得复杂的服务质量优化问题获得更本质的理解和更有效的解决途径,为公共档案馆服务质量和服务能力提升提供参考。[方法/过程] 以知识治理理论为支撑,对公共档案馆服务质量优化进行分析与探讨,设计公共档案馆服务质量优化机制。[结果/结论] 通过借鉴和探析知识治理机制,构建公共档案馆服务质量影响因素优化机制,主要包括优化的环境、优化的目标、优化内部动能（治理机制）、优化外部动力和优化过程五个部分。     

The IR Has Two Faces: Positioning Institutional Repositories for Success

This article describes the ongoing efforts at University of Nevada, Las Vegas (UNLV) Libraries to evolve the role of the institutional repository (IR) and to effectively position it within the context of the Libraries’ collections, research support, and scholarly communication services. A major component of this process is re-examining the fundamental aims of the IR and aligning it to the Libraries and the campus strategic goals. The authors situate UNLV Libraries’ experience within the context of the current literature to provide background and reasoning for our decision to pursue two, at times conflicting, aims for the IR: one for scholarly communication and another for research administration.     

Technological research in the EU is less efficient than the world average. EU research policy risks Europeans’ future

We have studied the efficiency of research in the EU by a percentile-based citation approach that analyzes the distribution of country papers among the world papers. Going up in the citation scale, the frequency of papers from efficient countries increases while the frequency from inefficient countries decreases. In the percentile-based approach, this trend, which is uniform at any citation level, is measured by the e_p index that equals the P_{top 1%}/P_{top 10%} ratio. By using the e_p index we demonstrate that EU research on fast-evolving technological topics is less efficient than the world average and that the EU is far from being able to compete with the most advanced countries. The e_p index also shows that the USA is well ahead of the EU in both fast- and slow-evolving technologies, which suggests that the advantage of the USA over the EU in innovation is due to low research efficiency in the EU. In accord with some previous studies, our results show that the European Commission’s ongoing claims about the excellence of EU research are based on a wrong diagnosis. The EU must focus its research policy on the improvement of its inefficient research. Otherwise, the future of Europeans is at risk.
