和谐社会视域下“好政府”的建构原则探析--以“中和”为视角

“好政府”对于公共政治生活而言具有十分重要的意义。古今中外思想家就有关“好政府”的具体内涵和评判标准也是众说纷纭,莫衷一是。但无论从何种角度透视“好政府”都应该遵循“中和”原则。在构建和谐社会的时代境遇中,以“中和”为视角探究“好政府”的建构原则主要体现为三个维度：不A不B：中庸的政府;亦A亦B：兼容的政府;A中有B：包容的政府。     

“双碳”背景下户外探险旅游赋能乡村振兴的实现路径研究

户外探险旅游是公认的绿色、环保、低碳的健康服务产业,发展户外探险旅游产业对实现绿色发展和优化产业结构具有重要意义。同时,基于“双碳”背景下发展户外探险旅游,既有助于培养青少年儿童的探险精神,又有助于守住中华文明兴衰的底线、传承中华文明记忆与找回百姓乡愁,更有助于实现乡村振兴、共同富裕等国家战略目标。该文通过文献资料、专家访谈和数理统计等研究方法,就“双碳”背景下户外探险旅游在乡村振兴中的重要着力点,包括经济赋能、社会赋能、文化赋能以及当前“双碳”背景下户外探险旅游产业发展困境等视角进行深入剖析,从而提出借鉴国外成功经验形成本土特色的户外探险旅游产业、纳入国家乡村振兴规划、构建户外探险运动标准体系、多元化培养“双碳”户外探险人才、建造户外探险旅游综合体、实现户外探险旅游与环境保护协调发展等实现路径,为发展户外探险旅游产业和实现可持续发展的乡村振兴提供了坚实的理论基础。     

RE-EXAMINING “GATEKEEPING”

Journalists in the “new media” era confront important questions as to whether, or how, they adapt their professional practices to a new interactive on-line form that allows citizens to become involved in the news-making process. This paper seeks to re-establish the relevance of traditional journalism practices in the modern era and suggests that they will remain very much a part of the “new journalism” beyond the digital divide. It does so through examining how broadcast journalism interviews challenge authorities in the “public interest”, and suggests, in conclusion, that such practices remain undiminished by the technical, and accompanying social, changes that are driving the “new media”.     

The Internet Defends Itself: The Network Neutrality Debate on the Web

This study examines the network neutrality debate, as represented online. The research begins by conducting network analysis to identify key websites, followed by retrieving the relevant documents and using content analysis. Results demonstrate that the online version of the debate skews heavily toward the pro-network neutrality side. The web debate also includes much higher proportions of voices from nonprofit sectors, especially nongovernmental organizations. Telecommunications companies and trade groups, which anchor the anti-network neutrality coalition, are relatively quiet online. These findings show groups that are less powerful making heavy use of online communication and, in light of the political history of the issue, they also suggest online mobilizing may help reshape the dynamics of issue advocacy.     

Framing evolution discussion intellectually

This study examines how a first‐year biology teacher facilitates a series of whole‐class discussions about evolution during the implementation of a problem‐based unit. A communicative theoretical perspective is adopted wherein evolution discussions are viewed as social events that the teacher can frame intellectually (i.e., present or organize as exchanges of an intellectual nature). Furthermore, we characterize teacher framing of evolution discussion in terms of five communicative components: focus, orientation, social structure, mood, and participatory nature. Our video‐based analyses revealed that the teacher paid little attention to the conceptual contents and history of evolutionary theory, framing evolution discussions as moderately playful and partially mandatory events focused mainly on student sharing of ideas (i.e., personal opinions) and polite communication of evolution. Within this framing, the teacher adopted the role of a neutral (though admittedly biased) facilitator with an intermediary expert status (less knowledgeable than evolutionary biologists) and who was legally required (though also inclined) to discuss evolution. The main significance of this study is that it provides new and useful insights into social phenomena such as respect, politeness, and humor in the context of evolution discussion as well as a robust theoretical framework for analyzing evolution discussion from a social perspective. © 2010 Wiley Periodicals, Inc., Inc. 欧盟碳中和政策体系评述及启示

碳中和通过改变人类生产生活方式，不仅影响各国经济发展，还重塑着全球地缘政治格局。中国自2020年9月明确提出2060年实现碳中和目标以来，一直在努力探索构建碳中和政策体系。由于欧盟的碳中和政策体系相对完善，因此文章将从政策框架、关键行业措施、研发布局、财政与金融保障措施等方面切入，系统梳理欧盟的碳中和政策体系，剖析其主要特点，以期为构建中国碳中和政策体系提供参考。     

上海租界对江浙战争的因应及其后果——以《申报》为主要史料

1924年9月江浙战争爆发,外人为避免战火烧入租界,乃积极联合行动,在租界及其周围地区、海域实行武装中立。一方面,各国分派军舰入沪,划定防区,协保黄浦江及吴淞口外航道,阻止双方海军交战,从外围确保租界安全;另一方面租界内组织万国商团义勇队,并各国海军登陆之陆战队协同巡捕出防以维持租界治安,从而使上海租界免遭战火的劫难,保护了租界内中外商民的生命财产安全,然而却是以中国的主权遭受进一步的损害为代价。     

Ethics and cybernetics: Levinasian reflections

Is cybernetics good, bad, or indifferent? SherryTurkle enlists deconstructive theory to celebrate thecomputer age as the embodiment of “difference.” Nolonger just a theory, one can now live a “virtual” life. Within a differential but ontologically detachedfield of signifiers, one can construct and reconstructegos and environments from the bottom up andendlessly. Lucas Introna, in contrast, enlists theethical philosophy of Emmanuel Levinas to condemn thesame computer age for increasing the distance betweenflesh and blood people. Mediating the face-to-facerelation between real people, allowing and encouragingcommunication at a distance, information technologywould alienate individuals from the social immediacyproductive of moral obligations and responsibilities. In this paper I argue against both of thesepositions, and for similar reasons. Turkle'scelebration and Introna's condemnation of informationtechnology both depend, so I will argue, on the samemistaken meta-interpretation of it. Like Introna,however, but to achieve a different end, I will enlistLevinas's ethical philosophy to make this case.
