The Individuals with Disabilities Education Improvement Act 2004 (IDEA) requires public schools to assure that parents of students with disabilities have the opportunity to participate in Individualized Education Program (IEP) meetings. Strengths-based IEPs focus on student strengths and abilities, rather than weaknesses and disabilities, in preparing parents and teachers for the IEP meeting, presenting information at the meeting, and documenting the meeting in writing. As a special education administrator for more than 27 years, the author has experience in working with parents from the strengths-based perspective, including encouraging parents to participate in the IEP process. In 1994 the author, along with parents of students with disabilities, developed a checklist for parents and public school teachers that focused on the strengths-based approach and was intended to encourage parents to participate actively in IEP meetings. Twelve techniques for reducing conflict and encouraging parents to participate in the IEP planning process at the middle and high school level are presented and described.  相似文献

This paper considers the politics of neo‐liberal reform of education and training in the specific context of social partnerships. Social partnerships are hybrid social spaces formed when a range of interests/partners work together for mutual benefit. Partnerships are one of a series of hybridized social spaces which have been formed as a consequence of the trend to neo‐liberal governance. The paper begins by situating the study of social partnerships in wider concerns about neo‐liberal reform and politics. It reviews literature on social partnerships as a way of identifying the different approaches to the conceptualization of conflict or practical politics. These are role conflict, interest conflict, and regime conflict. It also draws on a series of empirical research projects on social partnerships in Australia which have identified persistent points of tension within partnership formation and maintenance. Drawing these conceptualizations and persistent points of tension together provides a framework which can guide systematic inquiry of social partnerships. The paper suggests that this framework facilitates research by naming different types of political action. It encourages a multi‐dimensional analysis of partnership politics rather than presenting partnerships as either a celebratory or categorical expression of neo‐liberal political rationality.  相似文献

The purpose of this paper is to explore parents’ perceptions of the process of having their child assessed for dyslexia by an independent Educational Psychologist and the affective impact on the child or young person. The research was carried out as part of an evaluation of the services offered by the Northern Ireland Dyslexia Centre (NIDC). The methodology involved the use of a postal survey questionnaire with both qualitative and quantitative outcomes. Findings are discussed in the context of strategies for promoting partnerships with parents and affective-academic pathways for learners with dyslexia.  相似文献

Democratic ideals of equality, freedom, and common problem-solving help ensure that schools are governed as communities, in Dewey's sense of the term, wherein all members share in defining the purposes and processes of the group. In this paper, qualitative case study data of a business–public school partnership is examined in order to describe, analyze, and evaluate this partnership based upon democratic criteria established by Deweyan pragmatism. The analysis of the business/education partnership enables educators to better understand the potential for, and inhibitors of, the kind of genuine social growth among school and corporate partners that can serve public agendas rather than private profits.  相似文献

In the era of “alliance capitalism”, the increasing number of strategic technological partnerships (STPs) has been mainly recorded in the science-based fields, of which information and communications technology (ICT) is a leading sector. The establishment of STPs has also characterised the European ICT industry. The growing technological interrelatedness and the need to acquire capabilities in related fields have been identified in the literature as major explanations for the increase in corporate technological co-operation. This paper investigates the role of corporate technological specialisation factors in the conclusion of STPs in the European ICT industry by carrying out a dynamic analysis. Accordingly, the patterns followed by corporate technological partnerships in the industry in question are investigated since the late 1970s. Based on US patent data granted to the world's largest firms as well as STPs data, the results of the econometric analysis are consistent with the view that the more similar partners' technological portfolios are with one another, the easier it is to absorb each other's capabilities.  相似文献

In 2013, Bexar County launched BiblioTech, the first all digital public library in the United States. BiblioTech capitalizes on technology to reach beyond the library walls and integrate the public library in facets of everyday life previously unavailable through paper and print. At its core, BiblioTech changes the traditional understanding of how libraries operate. BiblioTech’s digital model prompts a paradigm shift and challenges the library to seek out new ways to serve otherwise disengaged patron populations.

This article discusses the launch of BiblioTech---its impetus, mission, timeline, and challenges. The evolution of BiblioTech over its first four years of operation is presented, along with various community and intergovernmental partnerships that the library has forged in fulfillment of its mission. Finally, future opportunities and plans for development are also explored.  相似文献

Abstract

Local Non-Governmental Organisations and sports organizations have been recognized as important and well positioned strategic implementing bodies by the ‘Sport for Development and Peace’ (SDP) sector. Whilst they may be experienced and knowledgeable of the historical and local sociocultural landscape, many seek to form transnational partnerships, for the purpose of expanding their capacity, sustainability, and expertise. Rwanda’s history of genocide frames much of its development objectives, and sport has been an integral method for implementing programmes that speak to social impact and reconciliation aims. This paper examines a transnational partnership active in Rwanda, that uses football as a tool to achieve its shared development goals. We conducted ethnographic fieldwork in Rwanda, by volunteering with the organizations as they delivered SDP programmes across the country. In doing so we were able to deconstruct the management and intricacies of this partnership and contextualize the important negotiations, management and style of approach when tackling difficult issues. This paper contributes to both expanding our knowledge of transnational partnerships and provides unique commentary that aligns the complexities of engaging with local populations in post-genocide Rwanda with ‘Sport for Social Development’ programming.  相似文献

While the topic of community engagement in public libraries has been researched in urban public library systems, little research explores community engagement in rural library systems. The Canadian province of Nova Scotia is largely rural and sparsely populated, with a dwindling and aging rural population. This report examines how community engagement can connect Nova Scotia’s rural public libraries with their communities. Librarians from eight predominantly rural library systems across the province were interviewed regarding the community engagement practices currently being used within their libraries and how their patrons (particularly youth) were reacting and responding to these practices. This article synthesizes the information derived from these interviews and provides a summary of the community engagement efforts being made throughout Nova Scotia. This study ultimately determines that while librarians in rural communities face a number of challenges when attempting to implement community engagement (e.g., small budgets and low staffing numbers), they remain extremely passionate about the topic and dedicated to serving their communities in the most meaningful and relevant way possible.  相似文献

This article presents the results of a study of the impacts of accessible neighborhood and school service delivery formats for front-line child protection services within a flexible response model of child welfare in southwest Ontario, Canada. More specifically, this article looks at the contributions that these accessible service delivery models made to: (a) clients willingness to ask for help, (b) establishing constructive helping relationships, (c) accessing services and supports, (d) bridging the gap between mandated and supportive services, and (e) community engagement. The article also shows how the existing child protection service template constrained the accomplishments possible through these service delivery innovations. Accessible and central service delivery sites differed in notable ways in each of these areas.  相似文献

What distinctive leadership changes does the private sector bring to the running of public sector educational services? This paper contributes to an understanding of the issues raised by this question by studying the senior management of a private company running services for an English local education authority. The paper explores evidence of modernizing leadership, as well as the extent to which a traditional public ethos is sustained or re‐interpreted within modernization. Analysis is based principally on interviews with senior management, but is also informed by the larger data set collected as part of the case study of this public‐private partnership. The paper suggests that modernizing leadership, as understood in terms of the dominant policy discourse, is not found in its pure form, but is modified by a continuing orientation to an older public ethos. A model is proposed—an adaptive public service model of leadership—which reflects the style of leadership forged by senior management. Issues, dangers, paradoxes, and contradictions inherent in the model and the practice it represents are highlighted. The model is not put forward as an ideal to follow, but as a means of highlighting the issues that arise where modernization and older ideals of public service encounter each other.  相似文献
