两权分离背景下公共体育场馆委托经营管理模式的应用研究

摘要：主要采用文献资料法、实地调查法和访谈法,基于公共体育场馆委托经营管理模式的相关理论、政策以及对多个项目的实践比较分析,提出委托经营管理模式的应用意义、需厘清的若干关键问题和发展建议,为创新体育场馆管理体制与运行机制提供理论参考。研究发现：采用委托经营管理模式运作公共体育场馆,可以减轻财政压力、提高场馆运营效率、避免国有资产流失,盘活存量资源、扩建增量场馆。指出应用委托经营管理模式需要厘清的关键问题：1)公共体育场馆的属性;2)公共体育场馆财政政策;3)公共体育场馆的服务内容;4)公益性服务的结构和价值补偿;5）掠夺性经营等。建议政府应加快制定运营方的准入、退出标准;完善公共体育场馆委托受托契约体系;构建公益性服务价值补偿的公共财政目标导向机制;协同运营方统筹公益性与经营性服务;邀请运营方参与场馆设计;建立强有力的监督约束机制。     

Transformation and job creation in the cultural and creative industries in South Africa

The cultural and creative industries (CCIs) have been hailed as offering great potential to create jobs and to be socially inclusive. Since artistic success is defined by individual talent, or merit, the CCIs should be one sector that is especially open to, and appreciative of, social diversity in terms of race, class, cultural group and gender. However, as expected, recent studies in both the UK and the US have revealed that employment in the CCIs is heavily dominated by the middle classes, and is not as diverse in terms of other characteristics. Since the advent of democracy in South Africa in 1994, transformation of firm ownership, previously dominated by white people, to include more black, coloured and Indian/Asian-origin South Africans, has been an important part of achieving greater economic equality and social cohesion, as well as being more representative of the cultures of the majority of the population. Using data from a survey of 2400 CCIs firms in South Africa, this paper examines the extent to which the CCIs in South Africa have transformed in terms of ownership and employment. Results show some diversity in the industry, but significant differences between the Domains. Statistical analysis demonstrates that CCI funding policy in South Africa is sensitive to advancing the transformation agenda in that more transformed firms were shown to be more likely to have received some form of government grant as part of their income.     

Latino Portrayals in Local News Media: Underrepresentation,Negative Stereotypes,and Institutional Predictors of Coverage

Given the rise in negative rhetoric about Latinos in the U.S., it is essential to examine whether this negative tone extends to general, local news as well. An analysis of 2426 news articles drawn from 55 local newspapers in 2015 reveals several important findings. First, despite the intense spotlight on Latinos, they are still underrepresented in local news media. Relative to the other ethnic groups and whites, Latinos are more likely to be portrayed through negative stereotypes. However, the probability of this negative coverage is smaller for news media with a big proportion of Latino audiences, or for publicly-owned media outlets.     

Space and the City

ABSTRACT

Influenced by interdisciplinary studies and the ‘spatial turn’ in social history, this article explores the relationship between space and the construction of gender identity amongst the poor to middling sorts of seventeenth-century Norwich. To this end I have considered gendered interaction in different ‘types' of space: domestic, private space, ‘borderline’ space – such as the alehouse or threshold – and, finally, the public space of streets and markets. Each section explores the relevance of recent spatial historiography in the Norwich context, and evaluates whether men and women inhabited different ‘worlds' in the city, not only in terms of their physical movement or access to certain places but also, more importantly, in terms of how their presence was perceived, and thus their identity shaped by others. The empirical basis is primarily defamation depositions of the Norwich Diocese Court, largely used by the middling sorts, contextualized where appropriate with secular court records.

亳州市民办中学体育师资现状调查分析及对策研究

文章运用问卷调查、文献资料等研究方法对亳州市三县一区的56所民办中学体育师资队伍的现状进行了调查研究,旨在发现问题和不足,为亳州市民办中学体育事业的发展提供参考依据,推动亳州市民办中学体育教育的良好发展,使素质教育在民办中学体育教学中得到很好的实施,发挥民办体育教学在整个亳州体育教学中不可或缺的作用。     

海峡西岸经济区民营企业构建企业篮球文化的研究

为探究海峡西岸经济区民营企业开展职工篮球运动的规律与特点,采用文献调研、问卷调查、数理统计等方法,对民营企业构建企业篮球文化现状及影响因素等状况进行了调研。结果表明：民营企业以企业内部、上下游企业间、企业篮球联赛、赞助高校篮球赛、冠名或承办高水平篮球赛等形式参与开展篮球运动;企业以人事部门、工会、篮球协会等机构组织管理职工篮球运动;择优选拔与聘用队员与教练;以企业规模和人数投入经费与建设场地设施;企业对职工篮球运动的重视程度与职工参与程度较高。提出政府应宏观调控,企业要完善管理机制,加大经费投入与宣传力度等,为民营企业体育文化发展营造良好环境。     

山西省民营企业开展群众性体育活动的现状与发展对策研究

采用文献调研、问卷调查等方法,对山西省民营企业开展群众性体育活动的现状和发展趋势进行调查研究。结果显示,企业职工对参加体育活动的重要性认识不足,锻炼自觉性不高,体育消费意识薄弱;企业领导对全民健身的认识滞后,体育经费投入较少,体育设施和场地建设不足。据此,提出了相应的对策与建议。
