学龄前聋儿双语教学评估报告

双语教学是近年来欧美一些国家兴起的聋儿教育新模式 ,我国也进行了该种模式的实验。目前对一所聋儿康复中心的双语实验班教学进行了评估。该评估立足于健听儿童的评估标准 ,采用质性与量化分析相结合 ,非正式过程性评估以及情境化和多元化的评估方式 ,在教育活动、儿童发展水平、教师教学水平等方面与某聋儿教育机构中相同背景的口语训练聋儿进行了比较性评估。评估结果表明 ,双语教学促进了聋儿交流能力的提高 ;教学活动效果突出 ;能使聋儿发展水平接近同龄健听儿童 ;聋人家庭聋儿的发展超过同龄健听家庭的聋儿。

权力是一种力量，公共权力又是整个权力系统中最为敏感的权力形态，它会涉及到相当深度和广度的社会生活领域，有着广泛而深刻的社会影响。对公共权力的探讨是现代政治理论和实践的重要课题之一。正确的理论有助于正确的实践，通过对公共权力的辩证思考，旨在能对现实有所启示。     

新公共管理视野下公共管理者的特殊意蕴

新公共管理作为传统公共行政的替代模式,产生之后迅速扩展到西方各国,成为影响巨大的理论主张。在新公共管理理论指导下,公共管理者具有特殊意蕴,主要表现在:向谁负责、干什么、追求什么、何为我、如何做等。公共管理者之所以出现特殊意蕴,是与其指导理论新公共管理密不可分的。为了降低直至避免公共管理者的特殊意蕴对现代公共管理的负面影响,为了更好地发挥公共管理者的作用,应该从内外两方面加强公共管理者的管理。     

Tenured and non-tenured school principals in Greece: a historical approach

This study deals with the question of tenure/non-tenure of the Greek school principals and its possible impact on their role in the light of the international influences. In developing our theoretical perspective, we draw on the tenure/non-tenure discourse and the centralised bureaucratic and new public management model. After examining the relevant legislation issued from 1836 up to 2015 by following the qualitative content analysis, we find out that in the 1836–1981 period, tenure had become an integral part of the centralised educational system. Since 1981, the introduction of decentralised policies along with the abolition of tenure has resulted in the renewal of the same politics. By linking in a direct way the tenure/non-tenure topic with the international policies, we support the view that in the Greek centralised educational system, school principals have limited power to bring about effective changes at schools regardless of their tenure/non-tenure status.     

我国公立大学内部资源的配置机制探析

在创建世界一流大学目标的推动下,我国公立大学近年来得到了快速的发展,掌握和控制了庞大的经济资源。但与此同时,资源进入大学以后,如何在大学内部各院系和行政部门之间进行有效地分配却并未引起足够的关注。本文运用公共产品和公共选择的有关理论对大学内部资源的性质及其配置方式进行了研究,根据权利的明确程度将大学内部的资源分为私人资源和公共资源,并提出了分配大学公共资源的三种方式:传统、绩效和战略。我国公立大学内部资源配置主要是依据传统,欠缺依据绩效和战略而进行分配。更为欠缺的则是公共资源分配所要求的公开性、稳定性和合法性。     

The evaluation turn in the higher education system: lessons from Italy

This article explores how new public management policy ideas and technologies circulating in the globalised education space have been re-contextualised in the re-design of the Italian Higher Education System. In doing so, it uses the governmentality studies as a sensitising framework to problematise what we term here as the ‘calculative and instrumental turn’ in the evaluation of Higher Education. The work reflects on the complex assemblage of forms of knowledge, technical means and collective and individual subjects through which the evaluation of the Italian universities unfolds in its current form. The attempt is to highlight the changes produced in how Higher Education and its ethical subjects are thought and their qualities are conceived and appraised. The article presents some conclusive remarks on some of the paradoxical risks of the Evaluation turn, namely contractualisation, depoliticisation and fabrication, but also insists on its reflexivity potential, interpreting the current developments as a missed opportunity.     

公立高校“转制”:路径选择与制度安排

部分公立高校“转制”,是教育民营化在高等教育领域从表层进入制度层面的一条极为重要的路径。其内在动因在于,提高公立高校的办学效率和质量,丰富公立高校办学形式,形成公立高校与民办高校良性竞争的格局。公立高校“转制”的关键在于制度安排,即探索多样化的“转制”形式;科学划定范围和限度;以营利性高校和非营利性高校的界定为切入口,为“转制”高校的运作提供法规保障;以明晰规范“转制”高校的产权为重点,强化政府的监管职能。     

大学校园外部环境公共空间模式探讨

基于对大学校园外部公共空间的现状分析,通过对使用者心理行为理论的研究,结合校园动态发展的特征,运用多种手法来构建多层次的复合空间结构,以满足多层次的交往行为需求.并通过营造人性化的空间模式,真正实现公共空间中主体与环境之间互动,达到一个较为理想的公共空间.     

大数据时代下公共管理学科教学改革的路径探索

公共管理学科作为一门研究公共组织管理活动及其规律的学科,它主要是未公共部门有效处理公共事物提供科学的理论指导。我国公共管理学科教学的发展要顺应大数据时代的潮流,跟上数据科学发展的趋势。基于大数据的时代背景,分析大数据时代对公共管理学科教学改革的重要意义,提出应把握大数据带来的机遇,以促进我国公共管理学科教学实现数据化转型与现代化转型。
