索菲亚科技园转型中的社会技术创新研究

索菲亚·安蒂波里斯是欧洲最具战略地位的科技园区,已成为欧洲的"电信谷"。基于"社会技术"分层思想,从产业模式、政策法规和社会气质层面研究索菲亚转型发展中的社会技术创新及其作用机制。索菲亚转型发展中,形成了以"园区品牌"与"地方性生产网络"建构为代表的产业模式层面社会技术创新,以"中小企业促进政策"与"产业集群发展动议"为代表的政策法规层面社会技术创新,以"分权化"为标志的自由民主社会气质的塑造。     

论企业道德责任建设

企业不仅是一个经济实体,更是社会公民。当企业社会责任运动在全球范围内风起云涌之际,中国大多数企业也开始了内在的道德自省。社会转型期,中国企业以什么样的价值观和伦理精神作为财富创造和推动经济、社会发展的引擎？这正是当前我们必须关注和探讨的课题。只有以企业道德责任为切入点,合理界定企业道德责任概念,并从制度建设和责任人格两方面思考企业道德责任建设,才能最终达到企业内外部的和谐发展。     

贯彻《规程》精神 挖掘图书馆职能

介绍了兴隆县教育局贯彻落实教育部颁发的《中小学图书馆(室)规程(修订)》精神，以卓有成效的举措挖潜图书馆职能，促进学生健康发展的实践与体会。     

Impact of federal intervention on higher education

One of the most serious crises currently facing institutions of higher education is federal intervention. The level which this crisis has reached is attested to by the fact that the presidents of three leading universities (Yale, Harvard, and Cornell) have in the past two years presented major reports addressed exclusively to this concern.The purpose of this article is to assess the impact of recent federal legislation and regulations on higher education. The author articulates the precepts posited in defense of such federal intervention, some of which are: financial contributions, social injustice, moral responsibility, student unrest, etc. The general costs of complying with federal laws and regulations are enumerated. In addition, the article considers the impact of a number of recent federal laws and regulations, including: Health Professions Educational Assistance Act of 1976; Copyright Law of 1976; Affirmative Action and Equal Opportunity; and Section 504 of the Rehabilitation Act of 1973. The author explores the steps that have recently been undertaken to reduce costs of complying with federal regulations and suggests additional solutions to this problem. The article concludes with a prognosis for what higher education can anticipate from the federal government and how higher education best protects its interests.Presented at the Annual Forum of the Association for Institutional Research, Houston, Texas, May 1978.     

我国人事争议仲裁制度的缺陷及完善

我国人事争议仲裁制度在程序设置上不符合基本法治精神．在具体裁判过程中．适用的实体法依据与司法裁判依据严重脱节，并且人事仲裁庭设置缺乏中立性，仲裁员业务素质不高。改革的目标应是实现人事仲裁制度与劳动仲裁制度合一。统一由劳动法规范。当前的保守措施则可以由国务院制定人事仲裁法规．提高人事仲裁机构在人事部门中的相对独立．以及提高人事仲裁员的素质。     

我国公务员职位分类制度存在的问题及其对策

职位分类制度不仅是现代公务员管理的基本制度,也是其它各项人事管理工作的起点和基础。经过二十年的实践和发展,我国构建了以职位分类为主、职位分类与品位分类相结合的具有中国特色的公务员分类管理模式,并按照＂试点先行、制度跟进、突出重点、统筹兼顾＂的原则积极推进公务员分类管理试点工作,取得了重要的阶段性成果,但也存在着分类管理模式不健全、晋升双轨制不健全、配套法规制度不健全等问题。为此,从完善分类管理模式、完善晋升双轨制、完善配套法规制度三个方面提出相关的对策建议,以期不断完善我国的公务员制度,从而推进高素质、专业化公务员队伍的建设。     

基于精细化理念的高校思政工作方法新探——从“严格要求”说起

长期以来,严格要求是高校辅导员工作的基本方法,但是严格要求不是简单粗暴,要实现良好的思政教育效果就要做到严而有＂格＂、严而有＂度＂、严而有＂方＂、严而有＂理＂、严而有＂爱＂。只有这样,我们才能做到把严格要求学生与关心爱护学生统一在一个＂爱＂字上,促进学生的全面发展。     

Net Neutrality in the Context of Provision of Fair and Equitable Access to Information Sources and Services

The purpose of this literature review is to examine the impact of changes in net neutrality policies on public library services. Specifically, this review aims to find what questions have been investigated in relation to public library institutions and their users. Reviewed literature seems to be in favor of a neutral Internet and argues about the negative effects of its loss. Librarians whose mission is to protect disenfranchised members of society seemed to be motivated to fight for a neutral Internet and favor of keeping net neutrality policies in place.     

构建"以人为本"学生管理模式中的问题及对策

以人为本的高校学生管理模式的构建,是教育改革的需要,也是时代发展的必然要求.目前高校在构建"以人为本"的学生管理模式过程中存在诸多问题和挑战,应全面树立人本化管理的新观念,完善学生管理制度,创造良好管理氛围,并进一步创新管理教育手段,不断加强学生管理制度化和法治化建设.     

经济危机对我国企业的影响及其应对策略初探

2008年,由美国"次贷危机"所引起的金融危机使世界上许多国家深受重创,全球经济陷入萧条。在这场全球性的危机中,我国经济也难以独善其身,使中小企业融资困难,订单锐减,生产规模萎缩,企业利润空间受到挤压。面对这些困境,我国企业积极采取多种融资方式破解资金难题,完善财务制度等战略。该文通过讨论当前经济危机对我国的影响,分析我国企业怎样在危机中求得生存和发展的空间。
