根据我国地区经济发展差异 ,对经济发展水平和高等教育成本补偿水平进行的理论和实证研究表明 ,我国各地区间高等教育的生均教育经费与人均国内生产总值成正相关 ,学费水平与人均国内生产总值成正相关 ,学费水平与高等教育生均成本成正相关 ,学费水平与人均可支配收入成正相关。实施高等教育成本补偿属地化是我国现阶段不可避免的政策选择

分析当前工程建设中普遍存在的概算超估算、预算超概算、决算超预算等原因,提出对建设项目投资活动须实行全过程、全方位控制,抓住概算、预算、结算等工程管理3个重要环节,建设项目造价才能得到有效控制.     

A comparison of haemolytic responses in fore-foot and rear-foot distance runners

This study examined the haemolytic effects of an interval-based running task in fore-foot and rear-foot striking runners. Nineteen male distance runners (10 fore-foot, 9 rear-foot) completed 8 × 3 min repeats at 90% vVO_2peak on a motorised treadmill. Pre- and post-exercise venous blood samples were analysed for serum haptoglobin to quantify the haemolytic response to running. Vertical ground reaction forces were also captured via a force plate beneath the treadmill belt. Haptoglobin levels were significantly decreased following exercise (P = 0.001) in both groups (but not between groups), suggesting that the running task created a haemolytic stress. The ground reaction force data showed strong effect sizes for a greater peak force (d = 1.20) and impulse (d = 1.37) in fore-foot runners, and a greater rate of force development (d = 2.74) in rear-foot runners. The lack of difference in haptoglobin response between groups may be explained by the trend for fore-foot runners to experience greater peak force and impulse during the stance phase of their running gait, potentially negating any impact of the greater rate of force development occurring from the rear-foot runners’ heel strike. Neither type of runner (fore-foot or rear-foot) appears more susceptible to technique-related foot-strike haemolysis.     

Carbohydrate gel ingestion during running in the heat on markers of gastrointestinal distress

The purpose of this study is to measure the effects of carbohydrate ingestion during exercise in the heat by measuring markers of gastrointestinal damage and inflammation. Methods: Active subjects (n?=?7) completed two 60-min running trials in a heated environment (70% VO₂max, 30°C). At minute 20 of exercise, subjects consumed a carbohydrate gel (Cho) (27?g), or a non-carbohydrate placebo (nCho). Plasma endotoxin, I-FABP, TNF-α, IL-6, IL-1β, IL-10, and MCP-1 were measured pre-exercise, 20-min post-exercise, and again 2-h, and 4-h post-exercise. Results: Endotoxin increased 20-min post-exercise compared to pre in the Cho trial only (p?=?.03). I-FABP levels increased 20-min post-exercise in the Cho trial only compared to pre-exercise (p?=?.003). I-FABP levels were also increased in Cho trial 20-min post-exercise when compared to same time point in the nCho trial (p?=?.032). TNF-α increased 20-min post-exercise in the Cho trial only compared to pre (p?=?.03). Plasma IL-6 concentration increased 20-min post-exercise when compared to pre in both the Cho (p?=?.002) and nCho (p?=?.009), but remained elevated at the 2-h time point in the nCho trial (p?=?.03). I-FABP and several plasma cytokines (TNF-α, MCP-1, Il-6) returned to baseline sooner in the Cho trial. Conclusions: Ingestion of carbohydrate gel during exercise in the heat enhances markers of gastrointestinal wall damage.     

我国高校境外办学:特点、问题与推进策略

我国高校境外办学处于起步探索阶段。在发展过程中,境外办学呈现规模较小、发展速度缓慢,办学方式多样、办学特色不鲜明,"双一流"建设高校参与较少等特点;此外,我国高校境外办学还存在政策保障措施缺乏、高校自身国际竞争优势不彰、境外办学人才培养模式滞后、学历学位认证的国际合作有待加强等问题。针对这些问题,我们应积极采取相应的策略:尽快出台鼓励和规范境外办学的政策措施;将境外办学纳入高校发展整体布局;提高我国高校自身的国际竞争力;创新人才培养模式;加强学历学位认证的国际合作。
