The Provision for Personal, Social, Health Education (PSHE) and Citizenship in School-based Elements of Primary Initial Teacher Education

This small-scale research study looks at the PSHE/Citizenship framework and the opportunities for student teachers to understand and experience within school the relationship between values, personal and social development and learning. A questionnaire was given to two sets of student teachers on their final school-based placements. The research suggests that there needs to be greater recognition of the centrality of multi-cultural awareness and understanding within the political literacy section of the PSHE/Citizenship framework. This is the counterpart to a previous study of the opportunities for values education within the university-based elements of Primary Initial Teacher Education ( Mead, 2003 ).     

Invisible children? The need for support groups for siblings of disabled children

Previous research and first-hand experience suggest that a child with a disability can have a profound effect on family life. Although the need for sibling support has been acknowledged in legislation, the implications for non-disabled siblings remain unclear. In this article, Angie Naylor, lecturer in psychology, and Phil Prescott, senior lecturer in childhood and youth studies, both based at Edge Hill, review a number of key themes emerging from the literature on sibling support. They go on to report the findings from an in-depth study of one sibling support group. The work was carried out in partnership with Barnardo's in the north-west of England and involved setting up a sibling support group, in response to an analysis of local need, and evaluating its impact. This research indicates a clear need for further service provision to meet the needs of the siblings of disabled children who attended the scheme. Angie Naylor and Phil Prescott argue for a reinvigorated debate about the needs of such children and champion the importance of listening to children and valuing what they have to say. The results of this small-scale evaluation project have clear implications for future research and, potentially, for policy and practice.

以ISI Webof Science中30种卫生政策研究专业期刊作为数据来源,利用Citespace和Thomson Data Analyzer软件,对2004年1月-2009年10月间发表的32308篇文献及其参考文献进行了共引分析,总结了国际卫生政策研究领域的研究热点,并深入探讨了该领域的经典文献和过渡文献,为卫生政策研究人员开展相关研究提供了科学的依据。     

流动人口的社会保障陷阱和社会保障的流动陷阱

《城镇企业职工基本养老保险关系转移接续暂行办法》并没有摆脱社会保障的制度陷阱、不公平陷阱和低水平陷阱,反而又延伸出了社会保障的流动陷阱和踢皮球陷阱。这些陷阱形成的主要原因不是人口和社会保障的流动造成的,而是社会保障的模式、现行财政制度和相关政策体系以及区域经济社会发展不均衡联合导致的。要摆脱这些陷阱,实现人口和社会保障的自由流动,我们需要以建立健全全国社会保障模式弹性统一为主线,以加强社会保障网络信息化建设为基础,以提高社会保障统筹层次为重点,以衔接城乡二元社会保障制度为突破口,以建立健全社会保障均等化服务转移支付政策体系为支撑,最终实现"全民覆盖、弹性统一、服务均衡、流转自由、可持续发展"的社会保障制度。     

Early educational provision – emphasised in education policy reforms in Norway? An analysis of education policy documents

The article analyses how the intentions of early provision in Norwegian schools have been expressed in the education policy reforms in Norway from the 1970s to the present day. The first area deals with the intentions that most explicitly cover early provision; prevention, early detection and intervention. The second area of analysis relates to the early provision intentions with an emphasis on the correlation between individual and environmental factors seen in light of differentiation and disability. The third area examines how significance is attached to pupils’ social background with regard to early provision in learning in schools. Finally, consideration is given to the relationship between early provision intentions and efforts to prevent pupils dropping out of upper secondary education. The analysis also shows that the policy guidelines on early provision for schools and teachers have been weak and unclear. This is due to the fact that the early provision intentions have primarily been expressed in reports to the Storting, and rarely given any kind of focus in national curricula.
