Identifying Essential Topics in General and Special Education Introductory Assessment Textbooks

We reviewed the five top-selling introductory assessment textbooks in both general and special education to identify topics contained in textbooks and to determine the extent of agreement among authors regarding the essentialness of topics within and across discipline. Content analysis across the 10 assessment textbooks yielded 73 topics related to 13 categories: Decisions, Law, Technical Adequacy, Plan Assessment, Create Assessment, Score Assessment, Assessment Target, Assessment Type, Assessment Method, Interpret Assessment, Communicate Assessment Results, Assessment Population, and Computer-Assisted Assessment. Many of the topics identified were consistent with traditional assessment expectations of general and special education environments, while other, arguably important, topics were not identified as essential. The idea of core assessment topics for all teachers is introduced.     

Teacher empowerment as an important component of job satisfaction: a comparative study of teachers’ perspectives in Al-Farwaniya District,Kuwait

The present comparative study investigates the perceptions of male and female teachers regarding the relationship between empowerment and job satisfaction. The study aims to look at factors that empower teachers and lead to job satisfaction from teachers’ perspectives. For that purpose, teachers were selected from three educational levels (primary, middle and secondary) in Al-Farwaniya District in the State of Kuwait. A total of 231 teachers from the Al-Farwaniya School District responded to a questionnaire. Both t-test and one-way ANOVA were applied. Data analysis reveals a lack of job empowerment and a high degree of dissatisfaction among teachers. The study concludes with several suggestions including opening up a dialogue with teachers in order to understand their problems and needs and involving them in the process of decision-making and change.     

Global impacts of the Bologna Process: international perspectives,local particularities

The paper examines the transfer of the Bologna Process (BP) outside Europe, focusing on its ‘external dimension’ and dynamics in global settings. It argues that the BP impacts on the internationalisation activities of universities, especially with regard to cross-border transparency of qualifications, transnational improvement of quality assurance and interregional mobility of students or scholars. However, the outcomes following the international transfer of the BP-model are unclear. As the BP-model makes its way to regional, national and local contexts, it meets existing policy discourses and practices, whose priorities may in fact differ from its postulates. The paper asserts that the non-linear conceptualisation of this model outside Europe is significantly affected by the socio-economic, political, historical and cultural context of each region. National visions, economic demands, political will, social objectives, administrative regulations, cultural traditions, ideological norms and philosophical ideals transform the BP-model as it is incorporated into each system of higher education.

欧洲智库的“中国观”研究——基于三大欧洲智库研究报告的综合比较分析

[目的/意义]欧洲智库是全球智库体系中的重要组成部分,在机构数量、专业门类、指数评价等方面的世界排位仅次于美国,这些智库对促成政府决策、塑造欧洲乃至全球舆论、影响国际政治格局产生重要作用。[方法/过程]该文以英国皇家国际事务研究所、法国国际关系研究所和布鲁盖尔研究所3个欧洲代表性智库的涉华研究报告为样本,以文献计量和质性文本分析为主要方法建立了一种基于文献资料的智库中国观分析路径,提炼并对比了其中国观的主要视角、对华态度及核心观点之间的特征。[结果/结论]研究发现,欧洲智库对华研究力量正逐步加强,理解日渐加深,其研究务实地着眼于与中国利益交往最频繁的领域,呈现中立偏正向的对华态度,研究者对中国问题的阐释和观察中国的视角具有一定的启发借鉴意义。

The nature of teacher authority and teacher expertise

The so‐called ‘soft skills’ utilised by teachers – including relationship building, awareness of the pupil's context and background and the demonstration of authority – to develop an appropriate learning culture in their classrooms have long been recognised as being a major contribution to effective promotion of positive behaviour. This article considers some of the dimensions of these, focusing on how these help in contributing towards ‘teacher authority’. The article draws on the parallel experiences of teachers and researchers in England, Russia and the United States to illustrate some of the international dimensions of this theme.
