开设科技特区 拓起中国金谷：关于在首都建立中国科技特区的战略思考

建立北京科技园区，应当从全国、全世界的高度作战略性的思考。要想使北京的科技园区超常发展，就要有超常的思路与超常的措施，就像当年建设深圳特区要有超常的思路与超常的措施一样，一个经济特区，一个科技特区，是推动我国经济发展的两翼，缺一不可，有了「它们，生产力关系的相互关系才能处于最佳的状态，我国经济才能不断地腾飞。     

GUIDANCE: Development of a guidance programme for students with special educational needs in Kenya: a study on personal orientation

In this article, Franciscah Wamocho, lecturer and chairperson, Geoffrey Karugu, senior lecturer, both in the Department of Special Education, and Augustine Nwoye, Associate Professor in the Department of Psychology, all from Kenyatta University in Nairobi, argue that people with disabilities are likely to need the support of counselling services. The study reported here sought to collect baseline data that could be used in designing a comprehensive guidance programme for students with disabilities in secondary phase special schools and vocational rehabilitation training centres in Kenya. A personal orientation inventory was employed to measure values and behaviours among 229 students with visual impairments, hearing impairments and physical disabilities. The results reveal that the students with special educational needs may be non‐self‐actualising. The trend suggests that students with special needs may be living in the past or future with a lot of regrets and negative sentiments. Taking account of insights derived from Maslow's theory of self‐actualisation and other related literature, the findings of this study appear to reinforce the need for a guidance and counselling programme to be developed for students with special educational needs in Kenya. This study reveals the direction that such a programme could take if it is to be of benefit to a Kenyan clientele with special educational needs.     

INCLUSION: Special or inclusive education: future trends

In this article, Lani Florian, Professor of Social and Educational Inclusion at the University of Aberdeen, examines the relationships between ‘special’ and ‘inclusive’ education. She looks at the notion of specialist knowledge among teachers and at the roles adopted by staff working with pupils with ‘additional’ or ‘special’ needs in mainstream settings. She explores the implications of the use of the concept of ‘special needs’– especially in relation to attempts to implement inclusion in practice – and she notes the tensions that arise from these relationships. She goes on to ask a series of questions: How do teachers respond to differences among their pupils? What knowledge do teachers need in order to respond more effectively to diversity in their classrooms? What are the roles of teacher education and ongoing professional development? How can teachers be better prepared to work in mixed groupings of pupils? In seeking answers to these questions, Lani Florian concludes that we should look at educational practices and undertake a thorough examination of how teachers work in their classrooms. She suggests that it is through an examination of ‘the things that teachers can do’ that we will begin to bring meaning to the concept of inclusion.

The author introduces TA as a powerful educational theory and provides illustrative accounts of how it is being applied in classrooms and staffrooms in the United Kingdom.     

旅游城市景观体育之打造——以全国优秀旅游城市肇庆为例

城市景观体育能为城市的体育事业和旅游事业发展带来双丰收。针对全国优秀旅游城市肇庆市的体育发展现状，提出城市景观体育建设的三结合框架，即结合历史文化特色，结合旅游特色，结合体育中心、城区场馆和社区。在此基础上提出了进一步的发展策略，并指出了打造旅游城市景观体育要注意的问题。     

Interactive behaviours for building independence in exceptional youth

A project, which deployed key workers (KWs) to support vulnerable young people (YPs) in post-school transition, aiming to enhance independence and employability, was evaluated. KWs and client YPs were interviewed, and KWs were observed in interaction with YPs. The clients interviewed were generally very positive about the project. Most KWs reported they used a wide range of interactive behaviours with their clients, but the correlation with behavioural observations was weak. Observation suggested a few behaviours were used frequently, but most very rarely. In particular, actually observed building active independence behaviours were very few. Implications for future research, policy and practice are discussed.     

Universal Design for Early Childhood Education: Ensuring Access and Equity for All

This article introduces the framework of Universal Design for Early Childhood Education (UDECE). The goal of the framework is to synthesize best practices within the field of early childhood education and special education, providing a template to support access and equity for all children. The UDECE framework includes examination of issues of access, the provision of high quality educational practices, and issues of accountability for success and equity. By placing the needs of all children at the core, UDECE extends philosophies embracing full inclusion into pathways through which this goal can be supported.     

Children's rights and special educational needs: findings from research conducted for the Northern Ireland Commissioner for Children and Young People

This article describes recent research conducted on behalf of the Northern Ireland Commissioner for Children and Young People. The study highlights a number of emerging issues including: limited decision‐making opportunities for children; statementing and assessment; and other issues specific to mainstream and special schools. The article concludes with an assessment of recent developments and future prospects for children and young people who experience learning difficulties.
