跨国工程移民权益与环境资源的保护——以哈萨克斯坦“CAREC”运输走廊工程案为例

在跨国工程建设中必须对移民权益与环境资源予以妥善保护,否则容易引发纠纷,哈萨克斯坦＂CAREC＂走廊工程案就是一个典型例子。在哈萨克斯坦政府和法院解决未果的情况下,该案最终交由工程融资机构世界银行的问责机构进行处理,至今仍未彻底终结。对世界银行监察组在本案中的运作及哈萨克斯坦政府的缺失进行探究有着重要意义。

随着高等教育改革的不断深入、信息技术的迅速发展和广泛应用,成人继续教育档案管理工作在高等职业院校的教育作用愈来愈突出,其工作的专业化、信息化、技术化程度增强的趋势也越来越明显,这就要求从事成人继续教育档案管理人员必须具备较强的档案职业能力和素质。本文就新形势下增强成人继续教育档案管理人员基本素质修养方面,提出对策与建议。     

Early feelings about school and later academic outcomes of children with special needs living in poverty

In this investigation we examined the relation of children's reported feelings about school during kindergarten or first grade to their academic achievement at the end of fifth grade. Participants were children (N = 103) who lived in poverty during early childhood and who were placed on individualized education programs (IEPs) during their elementary school years. Results indicated that early feelings about school predicted fifth-grade outcomes above and beyond predictions based on an assessment of receptive language at age 5. Specifically, general positive feelings about school predicted higher fifth-grade literacy skills whereas feelings of greater competence in academics predicted higher fifth-grade math skills. The findings have implications for interventions with young children who have special learning needs, live in poverty, and report early ambivalent or negative feelings about school.

Responding to students' needs in special schools in Ireland and England: findings from two schools

As more students with special educational needs attend mainstream schools, it is critical that the role and operation of special schools be examined. This article reports on two case studies, one special school in England and one in Ireland, which formed part of a national review of the role of special schools and special classes in Ireland. Two students, in each case study school, were shadowed and observed during two‐day visits by the research team. These students, and everyone belonging to them, were interviewed and relevant documents were analysed. Findings are discussed in terms of responding to students' needs through: organization of teaching and learning, curriculum, leadership, specialist staff, collaboration and links outside the special school. The implications are considered with reference to research, policy and practice and the authors conclude that the evidence provides support for maintaining the special school as an integral part of the continuum of educational provision for students with special educational needs.
