The Challenges of Meeting the Standards: A Perspective from the Test Publishing Community

Some of the challenges that test publishers face in constructing educational assessments that meet high technical quality as prescribed in the Standards for Educational and Psychological Testing ( AERA, APA, NCME, 1999 ) are examined. Federal educational initiatives are used to illustrate demands on technical quality that challenge the efforts of test publishers to adhere to the Standards . Possible pitfalls to avoid when updating the Standards are also discussed.     

Introduction to the Special Issue on Nebraska's Alternative Approach to Statewide Assessment

Nebraska's Standards-based, Teacher-led Assessment and Reporting System (STARS) is unique in its focus on locally developed, classroom-based assessments in lieu of a state test. The purpose of this special issue is to introduce the STARS model and discuss the problems inherent in such a system. Other articles in this issue address issues of quality control and comparability of assessments, the development of teacher assessment literacy, and teachers' reactions to the implementation of STARS.     

Making Accountability Really Count

Standards-based education has now reached a stage where it is possible to evaluate its overall effectiveness. Several earlier papers in the special issue of Educational Measurement: Issues and Practice on "Test Scores and State Accountability" (Volume 24, Number 4) examined specific state policies and their effects on schools and students. This paper provides a context for understanding state accountability policies by briefly sketching the history of America's standards movement. It then situates the findings of the four special issue papers in the context of theories of how state policies exert their influence, focusing on school capacity building, governmental authority, and educator motivation. Broader forms of assessment may be needed to meet the goals of the standards effort. Several kinds of evidence that could better ground state decisions in knowledge of the actual functioning of schools and districts are suggested.     

西藏中小学校长专业发展调查研究

该文以《义务教育学校校长专业标准》《普通高中校长专业标准》为依据,通过问卷调查,从专业知识、专业理念、专业能力三个维度对西藏中小学校长专业发展现状进行实证分析,并结合西藏实际,从增强专业地位认同、落实专业标准规范、完善专业成长体系、优化专业支持服务四个方面提出提升西藏中小学校长专业发展水平的策略建议。     

对皮划艇中级选材标准的再认识

介绍皮划艇中级选材标准中主要内容,分析近些年来在运用选材标准时存在的问题,对改进中级选材标准提出一点建议。     

对中、小学体育教师专业标准制订基本问题认识的实证研究

为了了解不同人群对于制订中小学体育教师专业标准的基本问题的认识,采用文献资料调研、比较分析、特尔斐、问卷调查、访谈和数理统计法等研究方法,通过调查437名中、小学体育教师和体育教研员、高校体育教育专业任课教师、体育教育专业在读学生,并结合30名当事人的深度访谈,了解不同人群对中、小学体育教师专业标准制订基本问题的认识,旨在为我国中小学体育教师专业标准的研制提供一定的基础.     

中国国家学生体质健康标准与美国最佳体适能标准比较研究

运用文献资料法和访谈法,对中国《国家学生体质健康标准》与美国Physical Best测试进行比较研究,重点对中美使用的耐力项目、身体柔韧性项目和肌肉力量项目进行比较分析,提出了完善我国体质健康测试的几点建议。     

美国适应体育教师认证标准及教育标准研究

美国为保证适应体育教师队伍建设保持世界领先地位,促进适应体育教师长期的专业发展,规范适应体育教育人职资格管理,实施了适应体育教师职业资格认证制度,分别设定四种不同类别的认证类别和条件。同时,美国教育标准化运动促进了美国国家层面的《国家适应体育教育标准》的研制和实施,对适应体育教师教育提出十五条专业要求。这些标准和要求保障了适应体育教师职业持续发展和适应体育教育高质量的实施,对我国学校体育师资建设有一定的启示。     

三消丹质量标准研究

目的：建立三消丹的质量标准．方法：采用薄层色谱法对处方中的丹参、葛根、黄芪和玄参等进行了定性鉴别；用双波长薄层扫描法测定制剂中黄芪甲苷的含量．结果：定性定量方法简便灵敏、准确可靠．结论：建立的方法可有效地控制和保证该制剂的质量．
