WelServe: The DBMS for Capturing and Tracking Welch Medical Library's Embedded Informationist Service Delivery at Johns Hopkins Medical Institutions

ABSTRACT

WelServe is the database management system Welch Medical Library developed for quantitative assessment of services. The informationist team uses WelServe to capture data about direct service contacts with members of the research, clinical, and academic units at the Johns Hopkins Medical Institutions. WelServe data is used for library management and for reporting productivity data to higher units, including the Welch Advisory Committees, composed of deans and managers from the hospital and the schools of nursing, public health, and medicine. WelServe also supports reporting for the American Association of Health Sciences Libraries and the Association for Research Libraries.     

Best Interlibrary Loan Practices for Law Firm Libraries

Abstract

Many of the processes for interlibrary loan are not unique to law firms, but may have unique applications given the substantially shorter deadlines and the possibility of allowing increased costs. Rapid borrowing of standard and obscure material-same day or next day deliv-ery-via interlibrary loan is considered standard. Within that environment, learning how to make tools which will work the first time can make the difference between meeting deadlines and failure. Discussion includes principles of interlibrary loan behind the immediate transaction, a discussion of applying “fair use” to a law firm context, the history and philosophy of interlibrary loan, and the nature of collaboration. Specific tools for interlibrary loan are discussed with an application to a law firm library context. Bibliographic utilities (like OCLC) and the use of lender Online Public Access Catalogs are discussed for maximizing the percentage of first attempt affirmative responses. The role of consortia and the use of online resources are discussed, with an eye towards licensing issues that can prevent lending libraries from providing information. Lending and borrowing policies are discussed with a focus on the nature of reciprocity. The positive and negative impact of using broadcast e-mails to identify and find resources is outlined. Request transmission protocols like the ALA form, OCLC and other methods of request transmission are discussed within the context of law firm interlibrary loan. Protocols for when transactions go awry are discussed. The role of continuing education is emphasized.

Summary

This article asks whether the law governing public access to judicial opinions mandates citation reform. An overview of the citation reform issue is provided followed by a discussion of various legal theories that may support the need for citation reform. The author includes considerations of the First Amendment, Substantive and Procedural Due Process, Equal Protection, The Freedom of Information Act and Copyright Law as well as state statutory provisions and the general common law.     

Collaborating and Delivering Literature Search Results to Clinical Teams Using Web 2.0 Tools

This article describes the experiences of librarians at the Research Medical Library embedded within clinical teams at The University of Texas MD Anderson Cancer Center and their efforts to enhance communication within their teams using Web 2.0 tools. Pros and cons of EndNote Web, Delicious, Connotea, PBWorks, and SharePoint are discussed.

Summary

The emergence of federated search tools for the library market represents a significant step toward the longstanding goal of a common searching interface in the reference environment. These systems aim to provide integrated access to library resources of all types. This article describes and evaluates federated search tools from four vendors. It suggests criteria that may be useful for libraries attempting to compare and contrast this type of access tool.

Calculating the blue economy: producing trust in numbers with business tools and reflexive objectivity

ABSTRACT

The ‘blue economy’ has in recent years become a leading concept for envisioning what may come after the fossil-based era. In efforts at calculating the potential economic value of the ocean, policy-oriented documents seek to unite diverse actors around common goals. Through the calculation of numbers, large-scale and long-term policy visions are being crystallized. But how do such numbers come into being in practice? This article interrogates this question with an example from the Norwegian context: the established policy goal of a so-called ‘five-fold increase’ in marine value creation in the year 2050. While powerful numbers are commonly expected to be produced through the procedures of ‘mechanical objectivity’ that involve strict quantification and scientific methods, our analysis shows a rather different route towards a powerful number: By loosely combining tools developed for business management, the number is calculated by, first, openly combining qualitative and narrative operations into the calculation and then, next, decoupling qualitative uncertainties from the quantified potential. The result is a calculative process that takes the form of what we suggest to call ‘reflexive objectivity’ and a policy-oriented number that encourages risk-taking and action over restraint and precaution.
