政策工具视角下的新时代区域人才政策效用研究

以2013—2017年间四川省人才发展体制机制改革政策为研究对象,运用内容分析和统计计量法,从政策工具、政策目标和政策力度3个维度设计分析框架、编码政策文本、统计描述样本,实证分析四川省人才发展体制机制改革的政策效用,为新时代区域人才改革提供参考模型。研究结果表明:四川省人才政策的结构特征主要表现为环境型政策工具过溢、供给型与需求型政策工具略显不足;政策目标重人才规模与创新、轻人才素质与流动;政策力度变化趋势与战略调整协同,但政策的可持续性不足。因此,区域人才政策的制定需注重政策的可操作性,同时完善政策目标结构,引领战略化发展,加强政策实施力度,推动人才政策系统化发展。

Corporate learning: A knowledge management perspective

This paper provides a point of view on the relationship between learning and knowledge management in corporate training. This relationship forms the framework for the development of an effective learning management system (LMS). It comprises four sections: (1) a theoretical analysis of the relationship between training and knowledge management. In today's corporate environment, characterized by rapid change and restructuring, organizations need to become “learning organizations”; (2) some examples are provided of how training issues are intertwined with other processes, such as sales, communication, research and development (R&D), external network management; (3) corporate universities are the means for achieving those goals. They are efficient as long as they become strategy-supportive organizations. Such a structure is in need of the appropriate technology tool, an LMS; (4) it is possible to underline which functionalities are needed in order to have an efficient LMS. These are the kinds of considerations that led ID Technology in developing LiveLearning. Thus, an LMS for corporate training should take into account the relationship between knowledge management and training. An LMS should allow the integration of training with company processes and should assist in meeting corporate university goals. The same considerations also guide decision makers when choosing an LMS.     

Veda: an on-line generative testing system

Veda is a generative testing system that supports the design and administration of tests, on-line and off-line. Veda provides tools for test designers to create question generators. Veda authenticates the candidate's identity, administers a test, evaluates the candidate's answers and keeps a record of the candidate's scores. The system also provides facilities for item analysis. There are provisions for computing statistical indices for individual questions, based on data from tests administered. These indices can be used for item evaluation and improvement. An interesting feature of Veda's design is the security features built into it. Cryptographic techniques have been used to create a system offering a high degree of protection against leakage, theft or unauthorized modification. Veda was developed using the programming language C, under the UNIX operating system, and is in heavy use     

论工具改变交往——数字化生存的异化作用

交往工具影响交往方式,当电脑成为人们普遍使用的工具时,网络便发挥着重要的作用。网络是跨越时空的开放性"场所",而且时空抽离还导致了时空的虚空化,虚空化不仅是具体事物的"缺场",而且社会制度和社会关系也从时空中抽离出来。它使交流双方变成一种符号,久而久之影响着人们的交往方式和生活习惯,反而对周围实体的人视而不见,使人的生活发生异化。     

中韩两国技术创新政策对比研究——政策目标、政策工具和政策执行维度

将计量分析方法引进技术创新政策研究领域,以中国和韩国两国1992—2014年间的544条技术创新政策为研究样本,政策目标、政策工具和政策协同与执行为基本维度,从政策为对象提供的收益、政策激励对象活动类型或能力发展类型、政策的宏观目标等方面将技术创新政策文本转化为半结构化数据。并对比分析了中韩两国技术创新政策的差异及其历史演变路径。研究发现:中韩两国技术创新政策执行方面呈现地方化的趋势,但是我国地方执行趋势较为缓慢;韩国技术创新政策逐渐开始关注企业吸收能力和适应能力的发展,以及参与技术创新主体之间的互补作用,技术创新政策呈现出去财政化的趋势。     

Recommendations for the use of e‐tools for improvements around assignment marking quality

This article reports on selected aspects of a larger study on the use of electronic tools in the context of the management and marking of assignments. The study comprised a literature review, interviews and a review of e‐tools. The article briefly summarises the findings from the literature on what comprises quality in assignment marking. The focus then shifts towards the analysis of the interviews on e‐tool use for assignments that were conducted with 90 lecturers across five higher education institutions in New Zealand, selected purposively for engagement in this area. The article shows how these lecturers are using e‐tools to support the management and marking of assignments. Special emphasis is given on grounding the e‐tool use in educational theories on assignment marking. An important issue with high quality assignment marking is the time required. The article shows how e‐tools are used to increase efficiency, with the time freed‐up being invested into quality improvements, again supported by e‐tools.
