中国大陆高等工程教育专业认证的发展历程与展望

中国大陆高等工程教育专业认证经历了热烈的筹备、良好的开局、漫长的探索三个阶段。总体来看,我国大陆地区高等工程教育专业认证发展缓慢。究其原因,主要在于理论研究滞后、顶层设计重心偏移、认证机构缺乏、专业认证与工程师注册制度脱节等。在此基础上,本文展望了中国大陆高等工程教育专业认证的发展趋势。     

RPL for accreditation in higher education – As a process of mutual understanding or merely lifeworld colonisation?

This article focuses on a process of recognition of prior learning (RPL) in higher education. It is based on experiences from a project carried out in collaboration between the University of Lund, Linköping University and two trade unions in Sweden. The aim of the project was to find ways of recognising prior learning for accreditation of course credits at university level. In the project and its analysis, Habermas’ theory of communicative action was used as theoretical underpinning. During the project we carried out a thematic analysis based on interviews. The analysis suggested that the participants had a mystified view of higher education that RPL must be considered a learning process and that the participants’ prior learning can be characterised as practical wisdom. These themes guided the development of the project. In a retrospective analysis, language proficiency seemed to play a significant role for the outcome of the process. The conclusion suggests that a more fair and valid assessment of the participant’s prior learning could be accomplished by focusing on RPL as a process of mutual understanding. However, a critical appraisal of the process suggests that RPL for accreditation is problematic and could be seen as a colonisation of the lifeworld.

随着工程教育认证标准的提出,传统的以知识传授为主体的软件工程课程教学模式需要转变到以能力和素养为主体的模式。将课程思政融入“软件工程”课程建设中,可以有力地促进学生能力和素养的提升,并进一步达成工程教育认证毕业要求指标。该文以工程教育专业认证为抓手,从教学目标和教学内容重构、课程教学模式创新、课程评价体系优化三个方面论述了融入课程思政元素的教学改革举措,为面向工程教育认证的“软件工程”课程思政建设提供可选的方案与参考。     

试论行政复议申请人资格的认定

行政复议申请人资格是启动行政复议程序的前提条件,其现行规定存在一定缺陷,导致出现行政复议立案难且标准不统一,申请人的合法权益得不到充分保护等问题。运用案例分析的形式探讨间接利害关系人、＂非合法＂权利人及＂非自有＂权利人的资格认定,以期在行政复议实践中逐步放宽申请人资格限制,与行政诉讼接轨,更好地保护公民、法人或其他组织的合法权益。     

德国职业教育与培训领域资格标准开发与借鉴

在国家层面建立能力本位学习成果导向的国家资历框架,是德国推进职业教育与普通教育等值、构建现代职业教育体系的战略举措。梳理和总结德国国家资历框架的发展历程及其结构要素,分析德国职业教育与培训领域资格标准的开发路径,对于我国构建和实施国家资历框架具有明确的借鉴价值。     

人民调解员职业准入制度的探索

调解是一门极具挑战性和专业性的争议解决艺术,其要求调解员必须经过系统的学习和培训,而非仅凭经验就可以胜任。而目前,我国在调解员的资格和培训问题上,既缺乏系统的理论研究,也缺少规范的做法。在当前矛盾纠纷多元化的背景下,建立由调解员的选任标准、资格认证、培训考核、等级管理以及经费保障等五个方面组成的人民调解员职业准入制度刻不容缓。     

Impact of accreditation on public and private universities: a comparative study

Based on two cycles of assessments for accreditation, this study assesses the differential impacts of accreditation on public and private universities in Ghana. Analysis of the evaluator reports indicates no statistically significant difference – improvement or deterioration – between the two cycles of evaluations for both types of institutions. A test comparing the two-cycle aggregated assessment scores between the two categories of universities, however, indicated a significant difference, with the public universities achieving better scores (improvements). Drawing on the evaluators’ reports and the opinions expressed by academics from both categories of institutions, the conclusion was that isomorphic pressures, largely faced by the private universities, accounted for their implementation of suggestions for improvement by the evaluators.
