试论开放存取对图书馆的挑战与对策

开放存取对图书馆的角色定位、技术路线、信息资源发展政策、用户管理等方面提出了新的需要解决的问题，图书馆应积极支持和参与开放存取运动，努力成为开放存取的宣传者、赞助者、捍卫者以及开放资源的采购者和服务者。     

开放存取:学术信息交流的新模式

开放存取是一种全新的学术交流模式。文章分析了开放存取出版产生的历史背景、基本特征、实现模式等，并就开放存取过程中出现的相关问题和发展前景进行了初浅探讨。     

校外访问代理软件的分析与比较

校外访问是图书馆基于互联网而开展的一种新型的电子资源服务方式。校外访问能够通过代理软件来实现，其原理就是将校外访问用户的IP地址虚拟成校园网内部的私有IP地址。本文将对能够实现校外访问的三种较为典型的代理软件，即EZproxy、ISA Server（VPN）和Squid进行分析与比较，旨在对我国图书馆同行开展校外访问服务能够起到一定的抉择和指导作用。     

版权的争取、让渡与公众信息权利保障

学术资源的开放存取,是作者在商业出版者垄断学术出版市场背景下主体意识的觉醒。通过对版权的争取、让渡而保留部分版权来促进学术交流,结果会在一定程度上保障公众的学术信息权利。参考文献7。

科技信息的开放获取已成为影响学术信息交流与科学发展的重大问题，深刻地影响到科技政策、科技支撑环境发展战略和科技信息服务模式。一大批科学家、科研机构和许多国家的科学管理与科研资助机构，都积极地推动科技信息的开放获取。他们或者制定开放获取政策、要求或鼓励科研人员提供科研成果的开放获取，或者支持开放出版期刊，或者建立机构开放存储库、支持本机构科研成果开放获取。通过这一系列的措施，科学界希望能够促进科研成果不受限制地广泛传播和自由获取、以及促进科研成果通过公共机制长期可靠保存和利用，以保障科技知识资产的国家保护和科研机构的知识资产管理。     

Bringing the Law to the Library: The Importance of Librarian Mediation in Access to Justice Services

Library access to justice programs and services help people who need legal information and who cannot afford an attorney. Librarian mediation is a critical component in the provision of access to justice services. However, the value of library mediation, or assistance with using library resources, is often unrecognized, particularly where members of the public are trying to access electronic legal information sources, online legal forms, and other law technologies. This article will explore the role of librarians in providing access to justice services from the perspective of the work of Richard Susskind, which emphasizes technological approaches to providing legal services. While there is a place for technology in access to justice services, there is also a valuable role that librarians play in contributing to access to justice.     

遵循国际出版规律 遵守国内出版规定——ISMTE第2届亚太会议综述(Ⅱ)

中国学术期刊出版在遵守国内出版规定的同时,也要遵循国际出版规律.《遵循国际出版规律遵守国内出版规定——ISMTE 第2 届亚太会议综述(I) 》综述了此次会议的国际期刊品牌打造及编辑团队建设、JATS&BITS、ORCID、Crossref 4 个会议议题.本文针对会议余下诸如中国学术期刊出版的国际化、Altmetrics、Open Access、Peer Review 4 个会议议题进行梳理、分析和总结.通过会议综述(Ⅰ) 、(Ⅱ),希望国内学术期刊在借鉴国际先进出版经验的同时,也要务实提高自身竞争力,加快走出去的步伐.     

开放存取期刊遴选实践研究

建设开放存取期刊集成平台、提供开放存取期刊"一站式"服务、资助作者发表开放存取期刊论文等都需要对期刊进行遴选。文章以DOAJ和GoOA为对象,对开放存取期刊集成平台的期刊遴选进行调研;以杜克大学、麻省理工学院、隆德大学、卡耐基梅隆大学为对象,对开放存取期刊论文APC资助的期刊遴选进行调研,分析总结开放存取期刊遴选的原则及特点,以期为其他主体、其他用途的期刊遴选提供借鉴。     

Health science libraries in Sweden: new directions,expanding roles

Librarians in Sweden are facing huge challenges in meeting the demands of their organisations and users. This article looks at four key areas: coping with open science/open access initiatives; increasing demands from researchers for support doing systematic reviews; understanding user experiences in Swedish health science libraries; and the consequences of expanding roles for recruitment and continuing professional development. With regard to changing roles, there is an increasing shift from the generalist towards the expert role. The authors raise the issue as to how to prepare those new to the profession to the changing environment of health science libraries.
