非正规就业--大学生弱势群体就业的有效途径

目前．大学生整体的就业形势日趋严峻,而大学生中的弱势群体（如专科生、部分农村出身的大学生、女大学生）的就业形势就显得更加严峻。“非正规就业”也许是大学生弱势群体就业的有效途径。     

论义务教育均衡发展中的决策和利益表达

义务教育均衡发展是我国现代化均衡发展战略的组成部分,利益调整是其最终归宿,其决策必须建立在利益相关人的利益表达基础上。我国义务教育均衡发展前期的决策和利益表达出现了分离,这和利益表达沟通中介的功能缺失相关,更深层次则与我国现代化是世界现代化的＂后发部分＂特点相关。义务教育均衡发展要实现决策和利益表达的结合,必须进行教育决策模式改革,实现利益主体的回归。     

“美国最伟大的一代”与《1944年军人再调整法》

在美国,因退伍军人所引发的问题涉及政治、经济与社会各个方面,催生出对此问题做出全面长远统筹的《1944年军人再调整法》。历届联邦政府为解决退伍军人问题所作出的立法努力,为《1944年军人再调整法》的颁布奠定了基础。退伍军人利益集团的奋争与推动,最终促成了《1944年军人再调整法》的诞生。此法案不是单纯地给予退伍军人以金钱补助,而是注重资助他们接受教育,开展个人事业,并进而引导其走上成功之路,并在某种程度上缔造了当代的美国。     

实践意义与深度介入：“U—S”合作的京沪对话

由大学研究人员、中小学校长和教师组成的两支研究团队相会北京,就共同感兴趣的大中小学（即“U—S”）合作问题展开热烈对话,尽管双方对大中小学合作意义的认识“同中有异”,介入学校变革实践的过程与方式却是“异中有同”,对“U—S”合作的前景都充满信心,并且充分意识到自己在中国基础教育改革大业中不可旁贷的责任担当,对话留下的诸多问题也值得我们去继续更有深度的思索与行动。     

The role of community sports coaches in creating optimal social conditions for life skill development and transferability – a salutogenic perspective

Sport is widely recognised as having the potential to enhance the personal development of socially vulnerable youth, yet there is very limited knowledge on how community sports coaches can create optimal social conditions for life skill development and transferability. We adopt a salutogenic approach in order to study whether and how community sports coaches create these optimal social conditions. Based on the salutogenic framework, a thematic analysis was conducted of 15 in-depth interviews with community sports coaches providing sports lessons to socially vulnerable youth. As part of the interviews, the sports coaches were presented with several training scenarios and asked how they would respond in specific training situations. The results showed that the sports coaches aimed to create meaningful sporting experiences for youths. These meaningful sporting experiences were considered a precondition for keeping youths engaged in the sporting activities, as well as a precondition for life skill development. The sports coaches specifically focused on creating little moments of success and on making sure that the youths felt they belonged to a group. In order to ensure that the youths could experience moments of success, specific coaching strategies were implemented to increase the youths’ comprehensibility and manageability in specific sport situations. According to the sports coaches, experiencing little moments of success could contribute to an increase in socially vulnerable youths’ understanding of the everyday challenges that they face, as well as contribute to their ability to deal with these challenges. Creating meaningful sporting experiences may help youths ‘to learn to cope' – a skill that could be beneficial over their lifespan and in different societal domains.     

罗尔斯的正义原则对改变我国贫富差距问题的启示

罗尔斯的正义理论的形成有深刻的历史文化背景,其思想精髓在于两个正义原则的提出及系统、缜密的逻辑论证,提出了正义社会的理想模式,使社会资源和自由体系的分配更加合理.面对我国转型时期带来的严重的贫富差距现状,应汲取罗尔斯的正义原则的思想资源,科学、有效地缓解这一矛盾,切实保护弱势群体,维护社会的和谐稳定.     

弱势教育部门“国民待遇”问题的政策研究

我国政府对弱势教育部门具有公共产品政策情怀,而公众则对弱势教育产品持有私人物品消费立场,两者的冲突构成弱势教育部门市场竞争能力障碍,损害了弱势教育部门的发展机遇与社会公正。政府有责任在提高教育资源配置效率的同时,消除双重政策,平衡国家利益、部门利益与私人利益,为弱势教育部门提供公平保护,促进教育系统安全运行与社会协调发展。     

女性农民工的失业问题及其对策

女性农民工在进城农民工中占一定比例．女性农民工是社会弱势群体中的弱者。文章以重庆市为例，通过实际调查，分析了女性农民工失业的现状和原因，并提出了解决女性农民工失业问题并促进其在城镇就业的对策和建议。     

Supporting Lesotho teachers to develop resilience in the face of the HIV and AIDS pandemic

HIV and AIDS threaten to erode the wellbeing of teachers who are faced with an increasing number of children rendered vulnerable by the pandemic. This article explores the usefulness of a supportive group intervention, Resilient Educators (REds), in supporting Lesotho teachers to respond to the HIV and AIDS-related challenges. A time-series pre- and post-intervention design was used to evaluate the programme. The findings indicate that the intervention led to an increase in the sense of agency of participating teachers both on a personal and community level. The findings have international significance for teachers working in similar contexts characterised by extreme adversity.     

弱势群体法律保护国外之特色与我国之路径

以美国为典型的“法制化”国家对弱势群体权利保护的立法体系较为完善且管理部门职责明确,以德国为典型的“补助化”国家实施减免税收的政策并对弱势群体展开全方面的社会救济,以瑞典为典型的“福利型”国家在全国统一推行各项针对弱势群体的就业保护计划.相比其他国家和地区对弱势群体权利的法律保护之特色,我国在关于弱势群体权利保护的法律规定还存在缺失且急需补足,应尽快地适用新的法律环境和运用新法武器,通过加强立法、扩大社会保障覆盖面以及实现政府公共服务功能,维护社会关系的和谐稳定,特别是重点破解各类特殊群林的就业安置难题,从而全面促进社会经济关系的发展.
