人民币实现资本项目可兑换的条件包括宏观经济的稳定运行、健全的金融资产价格体系、完善的国内银行组织体系、健全的微观经济运行机制、完善的金融监管体系等。与此同时,将会面临如下风险,包括短期资本流动风险、货币替代与资本外逃风险、金融危机的传染风险、丧失货币政策自主性风险、银行体系脆弱性风险等。在分析人民币实现资本项目可兑换的条件以及所面临的风险的基础上,对推进人民币资本项目可自由兑换的发展提出相关的政策建议,有重要的现实主义。     

《资本论》的经济危机理论新阐释——以结构与主体分析为视角

鉴于近期由美国金融危机、经济危机引发的关于经济危机理论的研讨中,有的流于表面和浅显,显得抽象力不足;有的仅据基本矛盾说明,有过度抽象之嫌。本文认为,考察经济危机,需要有科学的基本理论,还要根据科学理论的方法,特别是结构分析、主体分析的方法,才能发现,生产的发展一定要与消费的发展相适应,产业结构、产品结构不仅要随着生产力发展而升级,而且要与不同主体的消费结构与能力的升级相适应。     

Approaching twenty-first century education from a cosmopolitan perspective

All over the world, educators and policy-makers are concerned about how best to prepare students to engage actively in an increasingly interconnected world. In this paper, I begin by arguing that twenty-first century education policies have largely been articulated in response to the exigencies of economic globalization. Further, a survey of the worldwide spread of twenty-first century education frameworks reveals that these are predominantly informed by Human Capital Theory. Conceptualized mainly by transnational and governmental organizations, such frameworks essentially steer education towards preparing students to compete successfully in the global economy. Next, utilizing findings from a case study of two schools in Singapore and the USA, I highlight how the concretization of twenty-first century education via school-level frameworks is similarly governed by the aims of Human Capital Theory and I discuss some of the resulting effects. Using these case studies as a platform for theory-building, the final section proposes ways in which twenty-first century education frameworks can be reconceptualized using two alternative theories—Human Capabilities Approach and Cosmopolitan Capacities Approach. I show how their incorporation in twenty-first century education frameworks can offer a more holistic and ethical vision of education conducive to our globally interconnected age.

论按生产要素分配的具体形式

按生产要素分配是社会主义市场经济条件下一种重要的个人收入分配方式，其具体的分配形式包括：按资本所有权分配、按技术专利分配、按土地资源分配和按管理(经营)要素分配。在实践中要采取有力的措施来规范按要素分配，即通过加快要素市场体系建设，培育居民产权主体，加强政府的多种收入调节手段等来逐步完善规范。     

论谨慎性原则在企业会计中的运用

谨慎性原则是企业会计核算中运用的一项重要原则，《企业会计制度》和已发布的具体会计准则充分体现了这一原则。谨慎性原则广泛运用，有利于防止企业包装上市、虚夸资产、扩大利润的现象发生，能为有关各方提供更加真实可靠的会计信息，有利于保护债权人和小股东的利益，提高企业在市场上的竞争力。但山于谨慎性原则在运用中具有明显的倾向性、主观臆断性等弱点。随着应用范围的扩大，人为调节费用、操纵利润的空间也增大。如何下确运用这一原则，加强会计理论学习，提高会计人员业务素质和职业判断能力是关键。     

图书馆的口述历史工作研究

随着世界范围内口述历史研究的不断发展,越来越多的人开始重视口述历史的研究与实践。图书馆作为公共文化机构,是开展口述史工作的重要阵地。图书馆口述历史工作有其特殊性,对于图书馆业务与功能的进一步发展与延伸具有重大意义。首都图书馆专门成立了口述历史采访小组开展这项工作,并制定了较为规范的工作方法和流程。     

关于大学生心理资本现状的调查与思考——以陕西省四所大学为例

采用问卷调查方法,运用大学生心理资本量表对陕西省四所高校740名学生的心理资本进行施测,并使用SPSS17.0软件做数据统计。结果表明,大学生心理资本总体水平较高;大学生心理资本得分在不同性别、年级、专业类别以及是否担任学生干部、有无实习经历等因素上有显著差异。     

The Effects of Mass Media Use and Social Capital on Civic and Political Participation

More recently, many scholars have lamented the decline of social capital, civic and political participation in American society. This study attempts to clarify the concept of social capital and its major components. We differentiate two dimensions of social capital: trust and social connectedness. In addition, we investigate the differential effects of a full range of media use on civic and political participation.

Analysis of data from a telephone survey in Clarksville, Tennessee in 2002 showed that people's social connectedness enhances both civic and political participation. Time spent in reading newspaper and watching public affairs on television was positively correlated with political participation whereas frequency of Internet use and entertainment TV viewing was not. The results also showed no correlation between media use and civic participation. Implications of the findings for future research on democratic citizenship were discussed.     

A Pressure Chamber of Innovation: Google Fiber and Flexible Capital

On March 17, 2010, the United States Federal Communications Commission identified broadband as “the great infrastructure challenge of the early twenty-first century.” One month earlier, on February 10, 2010, in anticipation of the FCC's announcement, Google announced its intent to build ultra-high-speed broadband networks across the United States to serve as a model for overcoming this challenge. Since then, Google Fiber, as it is called, has succeeded in being recognized as a model for other communities interested in establishing ultra-high-speed broadband infrastructure. This article serves as an analysis of the political economic consequences of this particular configuration of broadband infrastructure, and argues that Google Fiber operates as a mechanism of flexible capital whereby the emphases on short- over long-term relationships, meritocracy over craftsmanship, and the devaluation of past experience in favor of potential outcomes are embedded in the institutional and technical infrastructure of ultra-high-speed Internet.
