This paper explores the ‘joined‐up thinking’ and attempts at ‘joined‐up working’ that policy architects recommend for the successful operationalization of the New Deal for 18–24 year olds. In particular, it examines the difficulties arising around the full‐time education and training option. The research project reports upon the ‘implementation gaps’, in particular the workings of Employment Service Personnel and College staff who strive to interpret and work within the relevant policy guidance for the New Deal for Young People (NDYP). The paper draws upon semi‐structured interviews and documentary analysis from a qualitative case study in South Wales to describe the interaction and articulation of the ‘main players’ who facilitate New Deal education and training options. Centralized and mandatory programmes like the New Deal for Young People which aims to be integrative and ameliorative, but which are framed within a strong sanctioning policy, have created tensions between those professionals trying to work in a ‘joined‐up’ manner. The guidance, educative, and social work elements which contribute to a positive learner/trainee identity are at odds with the surveillance and policing roles involved in monitoring claimant participation. FE staff who facilitate and manage the ‘New Deal’ full time education and training option emerge as a seriously challenged group, which has to forge workable and practical applications of a policy which somewhat undermines notions of a learning society and lifelong learning. 相似文献

This study examined whether the transition practices implemented in preschool-elementary school pairs contribute to children's academic development during the first year of elementary school. Participants were 398 children who moved from 36 preschools to 22 elementary schools in two Finnish towns. Children were tested in respect to their reading, writing, and math skills in the preschool spring and in the grade 1 spring. The most common practices reported by preschool teachers were discussions about the school entrants and familiarizing preschool children with the school environment and the new teacher. Multilevel latent growth modeling showed that the more the preschool teachers and elementary-school teachers implemented various supportive activities during the preschool year, the faster the children's skills developed from preschool to grade 1 spring. Co-operation over curricula and passing on written information about children between the preschool and the elementary school were the best predictors of the children's skills, although they were the least commonly used practices. The need to restructure the transition to elementary school and the use of multiprofessional resources are discussed. 相似文献

Such a diverse combination of different racial populations makes the characteristics of accessibility and diversity in American higher education important. Australia’s Higher Education Contribution Scheme (HECS) is an income contingent loan scheme, in which university students
pay back part of the costs of their tuition after their post-university income reaches a certain threshold, is an important
policy innovation for the financing of higher education. However, its critics claim that HECS increases socioeconomic inequalities
in higher education and the HECS debt reduces the ability of young people to make the transitions to adulthood. This paper
investigates these claims. There is no evidence that socioeconomic inequalities in higher education in Australia increased
after the implementation of HECS in 1989 or the 1997 reforms. The magnitude of the HECS debt was found to have a negative
impact on the transition to parenthood, but had no negative impacts on other transitions to adulthood: leaving the parental
home, marriage and home ownership. Its effects on parenthood were moderate compared to other influences, such as full-time
work in the previous year, marriage and being in a de facto relationship. Furthermore, only a small proportion of young people
who attended university have large enough HECS debts for it to affect their fertility decisions.
