This paper introduces a family of error-correcting codes called zigzag codes.A zigzag code is described by a highly structured zigzag graph.Due to the structureal properties of the graph,very low-complexity soft-in,soft-out decoding rules can be implemented.we present a decoding rule,absed on the Max-Log-APP(MLA) formulation,which requires a total of only 20 addition-equivalent-operations per information bit per iteration.Simulation of a rate-1/2 concatenated zigzag code with four constitutent encoders with interlezer length 65536 yields a bit error rate(BER) and of 10^-5 at 0.9 dB and 1.4dB away from the Shannon limit by optimal (APP) and low-cost sub-optimal(MLA) decoders,respectively.     

Cyclic behavior test of a new double-arch steel gate

A new double-arch structure for the gate used as tidal barrage and sluice was adopted in Caoe River Dam in China. It was a spatial structure made up of the right arch, the invert arch, the chord, etc., and was designed to bear bilateral loads. To research the cyclic behavior of the new double-arch structure, a scale-model cyclic test was conducted. First, the test setup and test method were presented in detail, and according to the test results, the cyclic behavior and failure characteristics of this structure were discussed. Then by analyzing the test cyclic envelope curve, it was found the curve was divided into three stages: the elastic stage, the local plastic stage and the failure stage at the local yield point and structural yield point. The gate model has local yield strength and structural yield strength, with both their values being bigger than that of the designing load. Therefore, the gate is safe enough for the projects. At last, dynamic property of the gate was analyzed considering additional mass of the water. It was found that the tidal bore shock would not cause resonance vibration of the gate.     

Using OCLC WorldCat Language Indexes to Quantify Slavic and Eurasian Language Collections and Answer Complex Bibliographic Questions

The author presents strategies any librarian or researcher with access to OCLC WorldCat may use to answer many kinds of questions concerning foreign-language materials in their own or other libraries. These advanced searching strategies, some not obvious and some even hidden in the WorldCat interface, may also be used to help collection managers generate valuable information about their library’s collection strengths in specific languages, and by extension, make comparisons with collections at other institutions. Special attention is devoted to certain problems associated with Slavic and Eastern European languages.     

Academic freedom

Having survived threats from a wide variety of ideologies (isms), religious and secular, going back to the first commandment, academic freedom is again under the gun of ideological fashion (orthodoxy, political correctness), plutocracy and feminism — at least the more extremist wings. The paper offers an analysis and justification of the traditional concept of academic freedom — the discretionary (but limited) rights of academics over a wide range of activities under the headings of teaching and research. The justification collects three lines of argument: (a) rights of the competent, (b) institutional benefits of separation of powers, and (c) the implications of fallibilism. Focus then shifts to an analysis and critique of a recent feminist revision of academic freedom. Implementing a common stratagem, freedom gets redefined as duties of affirmative action toward women (and minorities). A critique of this revision is sketched.

依据阐释的对话性特征，阐释的规则显现为如下四点：（1）文本与阐释者，创作与欣赏，阐释者与阐释者之间的解释学身份是完全平等的。（2）阐释必须在文学的范围内进行。（3）尊重语言的内在规范性是理解、阐释文本的前提。（4）语境是理解文本的必要条件。
