论农村土地政策在农村人力资源开发中的作用

在对我国丰富的农村人力资源的开发过程中 ,农村土地政策始终是一个关键因素。如果党和政府制定的农村土地政策符合农村人事矛盾的发展要求 ,它就会积极促进农村人力资源的开发与利用 ;反之 ,则会阻碍甚至破坏农村人力资源的正常开发与利用。在 2 1世纪我们必须贯彻正确的农村土地政策 ,保证农村人力资源的有效开发 ,积极促进农村社会经济的健康发展。     

Story Nights: an apprenticeship into literacy through bilingual story reading

This article documents an extended Mexican family’s social practices surrounding literacy as they engage with bilingual children’s literature in a unique context that draws from both home and school without the pressures of curriculum mandates. The research is situated within the southeastern United States where English-dominant practices permeate the school and community. Sociocultural and third space theories provide a framework for understanding the complexities surrounding language use and literacy development. Findings indicate the new space, Story Nights, provides for the development of connections to Mexican culture and a notion of community-based literacy learning. The author makes recommendations for classroom teachers, teacher education programs, and educational policy to be more inclusive of Latino/Latina English learners.     

Quality education and the role of the teacher in Fiji: mobilising global and local values

Abstract

This article reports on the findings of original field research carried out in the small island developing state of Fiji, in the South Pacific. A North-South research partnership was built upon previous collaboration between team members and, in so doing, pioneered the blending of Pacific and Western research approaches sensitive to a postcolonial positioning. The study interrogates practitioner perspectives on: the nature and quality of teachers and teaching in Fiji; the challenges of teachers’ work and lives; priorities for successful qualitative reform; and theoretical implications for the processes of education policy transfer and qualitative improvement. The analysis draws upon work on the politics of aid and international development, revealing tensions between existing learner-centred policy frameworks and emergent neoliberal and performativity oriented initiatives influenced by international surveys of student achievement, related league tables and the experience of the regional reference societies of Australia, New Zealand and India.

国际留学是教育国际化的重要内容,在其发展中相继出现了文化推广、教育产业和人才补给等三种类型。文章分析了国际留学政策的发展变化,正确分析了我国的教育国际化环境,在大力发展本国教育能力、积极推动“在地留学”的基础上,大胆“与狼共舞”,确立以文化传播为主导、大力发展产业型留学生教育的基本战略。

Network ethnography and the cyberflâneur: evolving policy sociology in education

This paper makes the argument that new global spatialities and new governance structures in education have important implications for how we think about education policy and do education policy analysis. This context necessitates that researchers engage in new methodologies to ensure that there is a suitable link between their research problem and the methods utilised for its investigation. To this end, I suggest that network ethnography can be conceived as a ‘threshold’ methodology; a new way of looking at social relations in changing times with attendant methodological benefits and shortcomings. Here I constitute the network ethnographer as cyberflâneur, who, like the nineteenth-century flâneur is lured by and attentive to the ‘new’, where they embrace the convergence of space and new technologies to become a well-positioned observer of contemporary policy processes. In focusing on the cyberflâneur, this paper aims to provoke debate amongst policy sociology researchers about how we can reflect on and modify our practice to ensure we are contributing to meaningful research in the twenty-first century.     

Promoting university–industry collaboration in Malaysia: stakeholders’ perspectives on expectations and impediments

University–Industry Collaboration (UIC) has been identified as an essential item on Malaysia’s agenda for transforming itself into knowledge and innovation-based economy. However, despite the efforts, most initiatives have had limited results. This paper reports on an explorative study that sought to understand the contemporary realities of UIC in the Malaysian context. In particular, the study identified the expectations and impediments to UIC, from the perspectives of three groups of stakeholders – the academics, the industry players and policymakers. The findings reveal a number of barriers, including cultural differences, perceived lack of academic expertise and reputation, an inadequacy of institutional policies and regulations, lack of trust, issues of intellectual property rights, and the lack of an appropriate reward system. This paper concludes by proposing policy recommendations and strategies that could be used by the government, university, and the industry to promote further and foster university-industry collaborative opportunities and initiatives.     

宣传教育:预防控制艾滋病的首要环节——关于艾滋病宣传教育若干问题的研究与思考

宣传教育是预防控制艾滋病的重要手段。宣传教育的内容框架主要包括知识点、目标、原则、措施、政策规定与立法表述等。近年来,通过采取各种各样的措施,广泛开展宣传教育活动,积极应对艾滋病,取得了明显的成效,但与此同时也存在不少问题。要充分认识加强艾滋病宣传教育工作的重要性和紧迫性,切实认真地执行艾滋病宣传教育的政策规定,更加广泛、深入和持久地开展艾滋病地宣传教育活动,努力形成全社会人人关注艾滋病,广泛参与艾滋病防治的良好社会氛围。     

雍正后期吏治的一个缩影——赵弘恩督治两江史实初探

雍正后期,清世宗为铲除废弛疎玩的吏治积弊,在任用名臣李卫督治直隶的同时,又擢拔湖南巡抚赵弘恩出任两江总督,一时有“北李南赵”之说。史界对李卫政绩多有了解,但对于赵弘恩却迄无研究,对其两江政绩以及历史地位更不甚了然,也就无从了解这段历史的原貌。文章主要依据清史档案及赵弘恩《玉华集》等史料,①对此略作探讨。
