教育扶贫瞄准偏差与治理路径探究——基于政府行为视角分析

教育扶贫瞄准偏差即教育扶贫对象识别以及教育扶贫资源投放所存在的偏颇和误差。目前,教育扶贫对象识别、教育扶贫项目设计以及教育扶贫经费使用等都存在一定的瞄准偏差。政府作为我国教育扶贫主体的首席,其"经济人"特质和"委托—代理"行为方式构成了教育扶贫瞄准偏差的两个重要变量。因此,基于政府行为视角治理教育扶贫瞄准偏差,一方面,需要完善激励机制以实现各级政府在教育扶贫过程中的目标兼容,激发各级政府治理教育扶贫瞄准偏差的动力;另一方面,构建政府主导、多方参与的教育扶贫主体体系,提高政府治理教育扶贫瞄准偏差的能力。     

从管理到治理:全球化视野下校长角色的转变

通过分析校长现实角色存在的弊端(实然状态),借鉴全球化视野下校长角色的要求,并根据西方国家在推进政府公共行政管理改革的过程中兴起的治理理论,提出全球化视野下校长治理角色的4种转变趋势,尝试建立一个多中心的校长治理模式(应然状态)。     

Growing up in a tourist destination: developing an environmental sensitivity

Abstract

This paper explores how the socio-cultural milieu of a community may foster a sense of environmental stewardship among children and young people. Ethnographic fieldwork, carried out in a popular tourist destination in Australia, revealed that the overt impacts of tourism activity such as littering provoke negative feelings among children and young people; these perceptions can in turn translate into a sensitivity towards the environment. While debated in some circles, a Significant Life Experiences (SLE) lens is useful in understanding children and young people’s lived experiences of – and sensitivity to - environmental issues in the communities where they are raised. SLE is employed in this article to explore how a sense of stewardship towards the environment is developed among children and young people growing up in a tourist destination. Findings suggest they actively contribute to protecting the environment in a variety of ways from regular beach clean ups and educating visiting tourists to participating in rallies and anti-development protests.     

国有企业公司化治理模式选择

通过对公司治理结构及国际上常见的几种公司治理模式的分析研究,对我国国有企业改革中关于公司治理结构的现状和问题进行了研究,并结合国有企业改革的实践,对市场型治理模式和组织型治理模式进行了对比分析。     

新农村建设中的资源开发与环境保护——以湖北省保康县马桥镇尧治河村为例

我国新农村建设中资源开发与环境保护存在的主要问题是资源开采规模普遍较小,环保措施不到位;过度开发,不注重生态平衡;只顾初级开采,忽视深度开发、轻视加工利用,无可持继发展规划;开发产生的"三废",形成新的污染源。问题产生的根源是认识不足;缺乏有效的政策和法律体系;资源开发利用缺乏总体规划;尚未形成政府推动、市场驱动、公众行动的运行机制。应该从建立统筹城乡与区域的资源开发与环境保护管理机制;建立合理的循环经济模式;做强加工业,提高资源的循环利用率;调整农村产业结构、扩大就业、实现农民增收;加快立法进程,加大执法力度;加强宣传教育、增强农民环保意识;坚持从"九节一减"等方面来解决我国新农村建设中资源开发与环境保护问题。     

从天人关系探析孟子的政治思想

对"仁"的理解,孟子不同于孔子。从天人关系的角度看,"仁"乃人心,由"心"推出"性",由"性"乃事天,这是孟子的天人关系。孟子又以人性为出发点,谈"仁政",实乃"心政"。由于孟子对于天人关系次序理解失当,加之所主张的一系列改革措施与当时的现实相距太远,孟子的"仁政"也只能是其心中的乌托邦。     

民营企业党建嵌入公司治理的思路与模式

民营企业党建最突出的问题是未能融入企业经济活动中,特别是在公司治理结构中位置"缺失"。要改变民营企业党建"边缘化"这一现状,就应当针对民营企业公司治理的实际问题,加强党在民营企业外部治理环境建设方面的主导作用,探索民营企业党建嵌入公司董事会、监事会等内部治理结构的创新模式,从而切实发挥党的基层组织在民营企业发展中的重要作用。     

The case for democratic governance in Canada's community colleges

Although the tradition of bicameral governance is well established in Canada's universities, in no province do community colleges operate under a similar principle. In fact, there is no statutory role for college faculty in governance, either through a senate or a senate-like body. This article argues the case for greater democracy in the governance of colleges and, in doing so, analyzes the role of college governance. The conclusion reached is that, while more democratic and participatory governance may be argued on conceptual grounds, it would also improve morale, trust, and communication within the college sector.
