Habilitationsverfahren; Gutachten; Beweiswürdigung

Der Umstand, dass fünf Gutachten zum Ergebnis gelangt seien, die im Habilitationsverfahren vorgelegten Arbeiten würden die wissenschaftliche Qualifikation des Habilitanden iSd § 28 Abs 5 UOG 1993 erweisen, w?hrend nur eines eine gegenteilige Auffassung vertrete, besagt für sich nichts über die inhaltliche Richtigkeit der einen oder der anderen Auffassung. Eine Bindung der Beh?rde an die "klare Mehrheit" der in den eingeholten Gutachten vertretenen Auffassung besteht nicht. Vielmehr ist iSd § 45 Abs 2 des im Habilitationsverfahren anzuwendenden AVG der im Wege der Beweiswürdigung zu ermittelnde "innere Wahrheitsgehalt" der Ergebnisse des Beweisverfahrens ma?geblich, wobei die bei der Beweiswürdigung ma?gebenden Erw?gungen in der Begründung des Bescheides klar und übersichtlich zusammenzufassen sind.     

The Sword and the Sun: The Old World Drought Atlas as a Source for Medieval Mediterranean History

The release of the Old World Drought Atlas (OWDA) in November 2015 provides historians with an unprecedented glimpse into the climate of the medieval world. Through the careful examination of tree-ring data provided by the OWDA, historians can better gauge how the environment affected the course of medieval Mediterranean history, particularly in times and places where textual data is sparse, such as North Africa. The case studies of the Norman conquest of the coast of Ifrīqiyya in the 1140s and the invasion by the Banū Hilāl in the mid-eleventh century show the utility of the OWDA for gaining a better understanding the medieval Mediterranean. In particular, OWDA data shows that the arrival of the Banū Hilāl into Ifrīqiyya coincided with a period of extended drought that is not documented in the written sources and suggests that increased competition for scarce resources was instrumental to their entrance into the region.

介绍了维普数据库Z39.50服务端系统的设计方案，该方案有两条解决途径：基于TCP/IP的Z39.50服务端系统和基于HTTP的SRU服务端系统，笔者将这两种思路做了比较。本系统突破了传统Z39.50协议只运用于对书目数据的提供，而是提供电子期刊数据，这是本方案的特色所在。     

The interplay of cognitive and relational social capital dimensions in university-industry collaboration: Overcoming the experience barrier

The use of university-industry collaboration in the innovation process is viewed as a major driver of firm competitiveness. The organizational dynamics underlying successful external relationships, however, remain poorly understood. Using longitudinal case studies of 15 innovation projects, we examine how firms with varying degrees of experience in collaborating with universities and public research organizations rely on different social capital dimensions to achieve successful collaborations. We find that experienced firms establish external collaborations on the basis of cognitive social capital, but this basis is reinforced by relational social capital over time. Conversely, less experienced firms initially base their university collaborations on relational social capital, which is reinforced by cognitive social capital over time. Based on these findings, we theorize on the interplay of different dimensions of social capital in university-industry collaborations over time. Our study has important implications for the management of collaborative innovation projects. In particular, it provides guidance to enable less experienced firms to develop successful collaborations with university partners.     

School quality, child wellbeing and parents’ satisfaction

Child wellbeing at school and enjoyment of the learning environment are important economic outcomes, in particular because a growing body of research shows they are strongly linked to later educational attainments and labour market success. However, the standard working assumption in the economics of education is that parents choose schools on the basis of test-score performance, and concerns about child happiness are largely ignored. In this paper, we address this omission and investigate to what extent parents’ and children's views of their school are linked to test-score based performance, and to what extent parents’ judgements of school quality are linked to their child's happiness. To do so, we use information on stated attitudes from the Longitudinal Survey of Young People in England (LSYPE) matched to administrative records on pupil achievements in England. Our results suggest that test-score based measures of school quality tend to dominate parental satisfaction with the learning environment. However, school quality along this dimension is not strongly associated with pupil happiness and wellbeing at school.     

新冠肺炎疫情对我国上市港航及船舶制造企业财务状况的影响

为量化新冠肺炎疫情对我国水路运输企业财务状况的影响,本文基于Z score模型对构成水路运输产业链核心的港口、航运、船舶制造三类上市企业财务状况进行评价。通过对比疫情发生前后企业财务状况的变化,明确疫情在不同时期对水路运输企业财务状况的影响,以及对不同类企业带来的异质化影响。研究结果表明,在疫情发生初期我国水路运输业受到短期负面冲击较大,企业经营利润均出现明显下降,其中港口和船舶制造企业财务状况恶化较为显著,而航运企业财务状况受影响较小。随着国内疫情得到有效控制,水路运输业整体经营状况逐渐向好,特别是船舶制造企业得益于船舶订单量的增长,财务状况改善较为明显。港口企业恢复则较为疲软,且不同港口企业间的分化有所加剧。航运企业总体财务状况相对较为稳健。
