论邮传部与清末的留学生管理——兼与袁世凯对留学生政策比较

基于交通经济发展的需要,邮传部十分重视选派留学生,并予以重用。邮传部重用留学生,并非意味着清政府中各政府部门、势力集团均持同一政策,事实恰恰相反,这可从袁世凯弃用留学生的政策看出。通过对比我们可以得出结论:清末留学生在交通经济领域颇受重视,而在军事领域中则需要具体分析。     

Global Health Interventions and the “Common Sense” of Neoliberalism: A Dialectical Analysis of PEPFAR

Abstract

Neoliberal ideologies, implicated in increasing global inequality, have significantly influenced how global health interventions are conceived and executed. In this article, we take a critical stance towards the market-based impetus of neoliberalism as articulated in the U.S. President's Emergency Plan for AIDS Relief (PEPFAR), the largest comprehensive effort against the global HIV/AIDS epidemic. Using a variety of PEPFAR policy documents, our analysis points to the operation of a neoliberal “common sense” that provides a justification for intervention. Our analysis resulted in three themes: (a) the body as labor, (b) the gendering of the intervention, and (c) political economies of partnerships.     

Still the Dark Continent: A Content Analysis of Research About Africa and by African Scholars in 18 Major Communication-Related Journals

Research about African communication and studies by African-affiliated authors remain scarce in the field of communication. To establish a comprehensive picture of the state of scholarship, 5,228 articles published in 18 top communication journals between 2004 and 2010 were reviewed. Articles were coded for topic nation, author affiliation, article type, category of communication studied, and research method. Thirty-nine Africa-focused articles including 25 authored by researchers from African institutions were found. Over half addressed health communication; most focused on Kenya and South Africa. Means are suggested by which the international scholarly community can partner to encourage African scholarship.

Role Development in the Managed Care Era: A Case of Hospital-Based Nursing

Managed care poses numerous opportunities and challenges for today's health care organizations and their employees. This article investigates the ways that hospital nurses develop and make sense of their professional roles and organizational environments in a changing and often uncertain managed care setting. The case study approach used in this research combined qualitative methodologies to gain a rich, detailed, and contextual understanding of nurses' work roles and organizational experiences. After an analysis of interviews with 24 nurses and observations of nurses' communicative activities on one inpatient unit, the complexity of sensemaking and role development in a managed care environment is considered. Conclusions are then drawn regarding the theoretical and pragmatic implications of nurses' communicative processes, as they attempted to develop and understand their roles in a changing organizational context.     

Cultural Diplomacy,Branding and the American Film Institute's Project: 20/20

The Global Cultural Initiative (GCI) was a flagship cultural diplomacy effort introduced by the Bush Administration in the mid-2000s; one project of this initiative was the American Film Institute's Project: 20/20, a program of 19 films from five continents scheduled to tour the United States and abroad. This paper is a historical exploration into how the Bush Administration reconstructed American identity and culture through framing, and how that framing was embedded within cultural diplomacy initiatives like the GCI. This paper contributes to an understanding of how intercultural dialogue is often based on key messages and constructed ideas.     

Civic Actions after September 11: Exploring the Role of Multi-level Storytelling

Interpersonal and media storytelling were crucial to information dissemination about the September 11 tragedies. The storytelling processes through which urban residents are transformed into members of a broader community are illustrated by their connections to media and their participation in neighborhood discussions and community organizations after September 11. This study demonstrates how a communication infrastructure approach contributes to understanding participation in civil society after September 11.
