Census information of some form has been collected in Canada since the 1611 census of New France. Aboriginal people, identified
or not, have been included in these enumerations. The collection of this information has had a profound impact on Aboriginal
people and has been an element that has shaped their relationship with the dominant society. In response, Canadian Aboriginal
people have often resisted and refused to co-operate with census takers and their masters. This article is an examination
of this phenomenon focused on the censuses conducted in the post-Confederation period to the present. A census is made to
collect information on populations and individuals that can then be used to configure and shape social and political relations
between those being enumerated and the creators of the census. However, the human objects of the census are not just passive
integers and they have resisted its creation in a number of ways, including being “missing” when the census is taken, refusing
to answer the questions posed by enumerators or even driving them off Aboriginal territory. A census identifies elements of
the social order and attempts to set them in their “proper” place and those who do not wish to be part of that order may refuse
to take part. Archivists and historians must understand that the knowledge gained in a census is bound with the conditions
of own creation. This has been noted by contemporary Aboriginal researchers who often state that the archival record of their
people often distorts history and reflects the ideas and superficial observations of their Euro-Canadian creators. Changes
to the Census of Canada since 1981, have increased the participation rate and therefore changed the nature of the record.
Brian Edward Hubner is currently Acquisition and Access Archivist at the University of Manitoba Archives & Special Collections. He was previously employed at the Archives of Manitoba, in Government Records; Queen’s University Archives, Kingston; and at the National Archives of Canada, Ottawa. He has a Master of Arts (History, in Archival Studies) from the University of Manitoba, and a Master of Arts (History), from the University of Saskatchewan. The 2nd edition of Brian’s co-authored book on the history of the Cypress Hills of Saskatchewan and Alberta is being published in 2007. He has published articles and delivered conference papers on Canadian Aboriginal peoples including “Horse Stealing and the Borderline: The N.W.M.P. and the Control of Indian Movement, 1874-1900.” His current research interest focuses on relationship between Canada’s Aboriginal Peoples and Canadian archives. This study examines mistreatment through the perspectives of employees with different cultural backgrounds and positions in order to understand the ways in which some voices are muted and others are privileged. Mistreatment is interactional, distributive, procedural, or systemic abuse of employees taking place at both interpersonal and institutional levels on the basis of cultural diversity. Narrative analysis of semi-structured interviews with employees of a large research and development organization revealed three types of muted narratives used to respond to mistreatment (muted-but-engaged, angrily disengaged, and resigned) as well as one type of privileged response. The narratives provided evidence of two processes by which voices became muted: repeated silencing over time and silencing through ambiguity of policies. 相似文献

Efficient air-conditioning systems facilitate climate control in modern museums, libraries, and archives. The climate in Hong Kong is typically hot and humid, so the survival of collections is highly dependent on 24-hour air-conditioning systems to maintain the desired environment in repositories of archives and books, or artefact stores. The continuous operation of such systems in turn relies on a number of factors, such as uninterrupted electricity supply, an active maintenance programme, daily monitoring of their performance and quick response to irregularities as well as backup or alternative systems to support the air-conditioning load in case they are down for servicing. From the risk management point of view, unlike the latter four factors, electricity supply is an external factor that cannot be guaranteed. Fluctuation in the power level that results in stoppage of air-conditioning equipment is not uncommon even in well-developed countries. Long power outages could be catastrophic as they might lead to irreversible damage to collection items as a result of fast, large, changes in temperature and relative humidity (RH) towards the external environment if the air-tightness or hygrothermal stability of the storage are not good enough. Understanding storage environmental stability, especially during electrical power disruptions, is an essential part of the preservation measures and disaster preparedness necessary to protect valuable collections in cultural heritage institutions in the region. 相似文献

西电东送是解决我国能源空间产销不平衡的重要途径,也是改善东西部地区环境质量的重要手段之一.对东部输入区而言,西电是清洁能源,其环境效应显著.具体体现在西电输入可以直接替代东部地区原有小火电,减少污染物的直接排放,尤其是消除对环境造成极大破坏的SO2排放导致的酸雨污染;同时将间接推动东部地区能源消费结构的优化,为东部地区经济发展提供更多的环境支撑.本文以广东为例,利用计量经济学方法定量分析西电对输入区的环境效应及其潜在的间接环境效应.数量分析结果表明,西电的输入对降低东部地区与电力相关的污染物排放作用是显著的.针对西电输入、输出区环境容量不同的经济价值,提出西电东送可以同时提高双方的环境容量及其边际价值,提高双方的总体社会福利水平.以西电东送为纽带,推动区域经济合作和协调发展,实现西电东送战略的持续实施. 相似文献
