生态美学视野中的建筑美学研究

作为当今世界前沿的美学理论,生态美学在哲学基础、思维方式、研究方法等方面有着巨大的理论优势。当代建筑美学可以吸收生态美学的理论优势,挖掘自身生态维度,不断拓宽、深化自己的研究,从而更好地理解、体验建筑美。这可以从三个方面进行有益的尝试,即从有机整体视野、文化生态与审美参与三个角度拓展建筑美学研究。     

公民治理视角下的我国公共行政困惑与发展对策

公民治理理论的兴起是对新公共管理理论缺陷的弥补,开辟了公共行政改革的新路径。改革开放以来我国开展的市场经济与民主政治建设,提升了公民意识、培育了公民资格、拓展了公民参与,是对集中控制的专业主义行政模式弊端的部分消解。用公民治理理论审视我国的公共行政发展,克服效率悖论、信任缺失、公民参与形式化等公共行政困境,必须建构公民参与法律制度、完善公民与政府合作机制、培育积极而主动的公民参与意识、健全公民资格和参与路径,建立以公民为中心的政府形态和社会治理结构。     

Communication for Public Decision-Making in a Negative Historical Context: Building Intercultural Relationships in the British Columbia Treaty Process

Abstract

Encouraging involvement in local, regional and national communities in order to develop a healthy democracy is a laudable goal for society. However, culturally marginalized groups that have been historically excluded from such participation, and who utilize communication patterns that differ from the dominant culture, cannot take all the responsibility for becoming engaged. The aboriginal peoples of North America are one such marginalized cultural group. Utilizing data from the current British Columbia treaty process, this study posits communication structures, attitudes, and behaviors that dominant culture groups must adopt in order to build positive long-term relationships for public engagement with historically marginalized cultural groups.

政治参与是现代民主政治生活的一个重要表现。不论是参与政治决策、参与对政治决策及其后果的评论、参与对公共事务的评议,还是参与社会政治活动、运动,都必须以获取政治信息、了解政治情况为前提。而传媒是发布信息的职业机构,政治信息是新闻传媒内容中的重要组成部分。因此,新闻传媒成为了现代社会沟通政治信息的主要载体,对政治参与造成了巨大的正面和负面影响。     

村民自治与农民工的政治参与分析

农民流动与村民自治是三农问题的交织点，村民自治背景下农民工政治参与意识和能力的增强对村民自治绩效产生了积极影响，同时农民工政治参与的缺失也影响了村民自治的有效进行，农民工政治参与受阻的原因主要体现在客观参与的难度和主观动力不足方面，必须从政策环境、制度保障、组织管理、主体素质等方面拓展村民自治背景下农民工政治参与的路径选择。     

The developmental directions and tasks of the school based curriculum management system in Korea

The purpose of this paper is to inquire into the developmental directions and tasks of the School Based Curriculum Management(SBCM) system. The concept of the School Based Curriculum Management can be considered as a subsystem to School Based Management. The logics behind the SBCM system are autonomy, accountability, effectiveness, creativity, professionalism, and participation. The developmental directions of SBCM are to establish and implement the highly autonomous and participative SBCM, the diverse creative SBCM, the highly accountable SBCM, and the professional SBCM. The developmental tasks of SBCM suggested in this study are to establish the School Based Staff Development system, to practice the evaluation system that can control the quality of SBCM, to be managed by a strategic-layer management system, and to constitute the committee of school curriculum.

二十世纪二十年代前后的妇女参政运动持续时间长,规模大,取得了一定的成绩.虽然力争的仍是宪法上的平等,但是由于认识上的提高,参政范围比民国初年更为广泛.其突出表现是这次参政已超出了资产阶级女权运动的范畴,带有无产阶级妇女解放的性质.     

Tocqueville in Cyberspace: Using the Internet for Citizen Associations

Political theorists like Alexis de Tocqueville have long recognized the importance of citizen associations for the practice of democracy. Through participation in associations, citizens both receive an education in public affairs and create centers of political power independent of the state. Essential to participation in an association is participation in a forum, a communication space that allows for many-to-many communication in which citizens can "treat of public affairs in public" (Tocqueville, 1945, p. 109). Participation in forums suffers from numerous barriers, however, such as the need to meet in one common place, the need to meet at one common time, and the potentially high costs of participation. Online forums on the Internet avoid many of these barriers, and thus they hold the promise of facilitating the formation and operation of citizen associations. This was confirmed in 1995 by the experiences of a Boston-based citizen association, the Telecommunication Policy Roundtable-Northeast (TPR-NE). TPR-NE's uses of the Internet suggest that online forums may allow associations to be more responsive, more robust, and able to unite more members.     

Gender analysis and participatory rural appraisal: assessing the current debate through an Ethiopian case study involving agricultural extension work

This paper analyses how participatory rural appraisal (PRA) can be used with gender analysis in rural development. The development and convergence of both is outlined. Their combined use in an Ethiopian case is then analysed. It is argued that the use of PRA and gender analysis are complementary in that they put the clients first, engender respect, provide equal opportunities and are flexible. The paper concludes with an analysis of current debate on the topic, identifying six major areas of concern and reviewing these with reference to the Ethiopian case.
