The purpose of this article is to explore the use of mixed methods research (MMR) in articles published in library and information science (LIS) journals in Sub-Saharan Africa (SSA) from 2004 to 2008. A mixed methods research framework provided in the methodological literature is used to determine how this method was practiced within the LIS scientific community in SSA. Six hundred and eighty five articles published in nine peer-reviewed LIS journals in SAA were reviewed, finding the dominant research methods in these journals to be survey designs and historical research. The use of MMR was limited: 48 out of 685 articles used the mixed methods approaches that were identified in the methodological literature. A paradigm shift and a change of mindset are recommended for LIS researchers in SSA so that they may exploit the advantages offered by mixed methods research in conducting their studies. 相似文献

集聚经济现象作为经济领域中的热点问题始终以来备受关注,但是从资源配置角度的研究却非常有限。研究结合集聚经济的时空属性,采用Clusterseer、Geoda和Sam计量分析软件,对浙江省2001年至2010年70个市(县)的集聚经济水平进行了多尺度的扫描统计量和空间自相关分析。并从城市化集聚经济和地方化集聚经济类型入手,分别比较了区域资源要素流的聚集规模和聚集范围。进而得出如下结论:①集聚经济在资源配置方面具有显著的效用;②不同的资源要素集聚的强度和范围各不相同;③城市化经济和地方化经济在资源配置方面具有显著的差异性,城市化经济的资源配置效应显著高于地方化经济;④城市化和地方化集聚经济交互作用形成的集聚经济类型能够最大限度地实现资源优化配置的目的。基于上述分析,提出了调控集聚经济的重大意义以及相应的政策建议。 相似文献

In the last decade, electronic government in Europe has emerged and established itself as a viable alternative channel for public service delivery. While e-government has now matured in most developed European countries, transition economies in Europe, have only recently begun to recognise its potential benefits and incorporated e-government as part of their national strategy. Although time may result in the amplification of e-government experience for transition economy countries, lessons drawn from developed countries indicate that political, fiscal, social, strategic and organisational issues need to be addressed when formulating plans for deploying e-government. Using case study research, this paper examines strategies adopted by the UK and Slovakia in the context of e-government implementation. Particularly, the paper examines how the perspectives on e-government vision, strategy, focus and related organisational change influence the implementation and diffusion of e-government in developed and transition economies in Europe. 相似文献

We examine the impact of local and foreign labor mobility in India by modeling one regional and one global network, each of which captures the inter-organizational mobility of inventors. Our analysis of the regional network shows that, within India, the productivity of inventors does not improve when they move from foreign to Indian organizations. In the global network, we find that Indian organizations remain located in the periphery as a result of employing a small number of inventors from foreign organizations. However, in the instances when inventors are hired from foreign organizations, they are able to produce patents with a higher impact in comparison to inventors hired from other Indian organizations. Furthermore, when the inventors are hired from abroad, the impact of their patents is even higher in comparison. The implications of these findings for innovation and policy in the emerging economy context are discussed. 相似文献

Vocational education and training (VET) can contribute to the attainment of the United Nations Millennium Development Goals. A key to economic and social progress is the training of better-qualified individuals and skilled enterprise staff who will be more productive, improving goods, increasing incomes and adapting to changing markets. Experts from international cooperation agencies see VET projects as suitable instruments for poverty alleviation in target groups working in the informal sector and rural economy. The recent shortages and high prices of rural products in many developing countries support this position. For the past two years a skills development for poverty reduction (SDPR) project has been running in rural areas of Central Asia to address rural poverty. The approach and findings of the project are discussed against the background of the international debate on VET in the context of poverty alleviation. It is hoped that the conclusions will contribute to optimising the design, implementation, monitoring and evaluation of similar VET projects. 相似文献

With increasing pressures from growing demand and for higher quality on secondary schools, headteachers play a crucial role in creating successful school environments. Within Uganda, and across many countries in sub-Saharan Africa, headteachers are not adequately prepared for their roles, and few professional development opportunities exist to provide them with the skills they need. This article reports on a study that assessed headteachers’ efficacy in the areas of leadership, management, instructional supervision, and community relations. One of the policy arguments for educators’ professional development is to create a coherent, cost-effective, and scaleable training program, which often results in a “one-size-fits-all” training. However, the findings from this study suggest the need for designing training to target gaps in specific skill domains and to give attention to the differing roles and responsibilities of head and deputy headteachers, the school size and resources, gender, and the location of the population that the school serves. We employ finely geo-coded firm-level panel data to assess the long-standing question whether agglomeration economies derive from specialization (within-industry), diversity (between-industry) or overall density. Rather than treating the city as a single unit, we focus our analysis on how the inner industry structures of cities influence firm-level productivity. Our results illustrate the co-existence of several externalities that differ in their spatial distribution and attenuation within cities. First, we find robust positive effects of neighborhood-level specialization on TFP as well as a small effect of diversity at the same fine spatial level. These effects are highly localized and dissipate beyond the immediate within-city neighborhood level. Second, we also find that firms benefit from the overall density of the wider city. The results emphasize the relevance of “opening up” cities to study the workings of their inner organization and support the idea that location in a within-city industry cluster in a diversified and dense city boosts productivity. 相似文献

Literature on innovation policy reveals little of how relations between government agencies as policymakers evolve. Taking the policy network approach, this paper investigates three mechanisms underlining the evolution of inter-government agency relations in emerging economies – policy agenda, power concentration and heterogeneity dependence, and applies them to the analysis of the evolution of innovation policymaking in China. Operationally, the paper proposes a social network analysis (SNA)-based method to quantitatively study China’s innovation policy network, which consists of 463 innovation policy documents formulated by its central government ministries between 1980 and 2011. The findings show that the formal policy network for innovation has been not only sustained through the intervention of policy agendas but also self-organized because of policy network’s nature of power concentration and heterogeneity dependence. The presence of such mixed mechanisms in China’s innovation policy network’s evolution differs from the findings from industrialized countries where self-organization plays a central role. This work advances our theoretical understanding of the evolution of innovation policy network and has implications for innovation policymaking in emerging economies. 相似文献

General consumer and business finance companies have had limited success in serving the needs of economically active low-income families and micro-enterprises cost-effectively and sustainably in emerging economies such as China. Recent advances in computing and telecommunications technology are dramatically transforming this landscape by changing the way the financial industry operates. A key mechanism underlying this transformation concerns the use of big data in assessing, evaluating and refining the creditworthiness of potential borrowers and reducing the transaction costs. While China’s internet-only banking industry is currently small and some activities of players in this industry are akin to those in the shadow banking, this industry has potential to cause a major disruption in the Chinese financial market. A main objective of this paper is to examine the role of big data in facilitating the access to financial products for economically active low-income families and micro-enterprises in China. A second objective is to investigate how formal and informal institutions facilitate and constrain the use of big data in the Chinese financial industry and market. The paper also investigates how various inherent characteristics of big data – volume, velocity, variety, variability and complexity – are related to the assessment of the creditworthiness of low-income families and micro-enterprises. Case studies of big data deployment in the Chinese financial industry and market are discussed. The paper also looks at various categories of personal financial and non-financial information that are being used as proxy measures for a potential borrower’s identity, ability to repay and willingness to repay. Various business models involving the sources of data (internal vs. external to the big data organization) and providers of credits (big data organization vs. external partners or clients of the big data organization) are investigated. The analysis of the paper indicates that the main reason why low-income families and micro-enterprises in China and other emerging economies lack access to financial services is not because they lack creditworthiness but merely because banks and financial institutions lack data, information and capabilities to access the creditworthiness of and effectively provide financial services to this financial disadvantaged group. 相似文献
