自存储机构知识库运行中的版权利益平衡机制研究

自存储机构知识库是在开放存取的背景下产生的一种以机构为轴心的新型数据库。本文概括了自存储机构知识库的基本特征,分析了自存储机构知识库运行中涉及的信息制造者、传播者和使用者之间的利益关系,在现有的版权法框架下提出了建构以保护作者版权为核心的利益平衡机制的建议。     

国内物理学期刊arXiv自存档论文的引用优势研究——以Frontiers of Physics期刊为例

对2008-2011年发表于Frontiers of Physics期刊上的161篇论文进行数据分析,发现13.66%的论文进行了arXiv自存档,自存档论文被引用的比率是非自存档论文的2.24倍,篇均被引频次是非自存档论文的6.06倍,高被引优势为400%,在出版者网站上其篇均下载次数比非自存档论文高约11%。建议国内物理学期刊出版者加强网站建设,在获得作者授权情况下代替作者完成arXiv自存档以及利用arXiv辅助约稿,充分利用arXiv平台提升期刊引用水平。     

An Overview of Open Access in the Fields of Business and Management

The extent to which scholarly literature can be openly accessed and freely downloaded on the Internet varies greatly depending on the discipline. This article assesses the current state of open access in the fields of business and management. Google was used to search for free versions of articles from a sample of articles published in early 2009 in a broad array of business and management journals. Free versions of 36% of the articles included in this study were identified, available from a wide variety of websites, including repositories, author profile pages, open access journals, and more.     

Open Access to Research Outputs—Institutional Policies and Researchers' Views: Results From Two Complementary Surveys

This paper presents the results of two complementary surveys undertaken in 2008 as part of a wider project investigating the effects and impact of open access to research outputs in the UK. The institutional view, from a survey of academic librarians, is compared to researchers' perceptions and practices. Researchers were largely unaware of their institutions' policies with regard to open access, or whether they had an institutional repository. Reasons for making research outputs available on open access, or not doing so, were sought, and the role of open access material as a research resource investigated. The surveys found that many researchers maintained a suspicion of open access publications, both as authors and as users of scholarly material, together with a degree of ignorance about open access and the role of institutional repositories. This suggests that a degree of culture change may be needed, as institutions develop repositories with a view to future research assessment requirements, and more funders adopt open access mandates for the outputs from research which they fund.     

Feeding the Fledgling Repository: Starting an Institutional Repository at an Academic Health Sciences Library

In 2005, the Scott Memorial Library at Thomas Jefferson University started an institutional repository (IR), the Jefferson Digital Commons (JDC) <http://jdc.jefferson.edu/>. Originally intended as a showcase for faculty scholarship, it has evolved to serve also as a university press for original journals and newsletters, and as an institutional archive. Many lessons have been learned about marketing techniques, common IR issues, and advantages of an IR for a library. IR recruitment has come to be viewed as yet another form of collection development and has been integrated into all forms of the Library's outreach. Jefferson's academic health sciences environment has proven similar to other academic environments on issues of acceptance and participation.     

期刊版权政策对电子印本自存档的制约与调整

发展开放仓储事业必须认真对待和解决所涉及的电子印本的版权问题,尤其是要促进期刊出版者对自存档版权政策的调整,同时其本身的合理诉求与合法权益应该得到切实保障.     

我国科研人员自存储态度调查－以中国科学院科研人员为例

以对中国科学技术大学和中国科学院部分科研人员的访谈和问卷调查为基础,调查我国科研人员对自存储的态度及意愿,从自存储资源的学术质量、版权、政策或组织方面、技术方面出发分析影响科研人员参与自存储的因素,并建议政府、科研机构建立宣传与教育政策机制、管理政策机制、强制政策机制和技术政策机制,建立OA仓储,引导科研人员自存储。     

开放存取的质量控制

布达佩斯开放存取计划提出了实现开放存取的两种途径：一是自存档,即建立开放存取仓储：二是创办开放存取期刊。本文分别对开放存取期刊和开放存取仓储的质量控制问题作了分析和介绍。
