论联合国人权公约缔约国报告制度的改革

缔约国报告制度面临的问题是引发改革的动因,而当前诸多改革建议只是从技术层面上入手,因而无法真正推动改革。只有在充分认识到缔约国报告制度的制约因素的基础上,才能提出有针对性的建议。改革的思路应该是,在坚持国家主权的前提下,修改人权公约、重新定位条约监督机构,加强缔约国之间的交流与对话。     

Reporting Practices of Institutional Repositories: Analysis of Responses from Two Surveys

This article describes the results of two surveys, which gathered data about the reporting practices for institutional repositories (IR). The surveys were completed by library directors and IR managers, and questions were asked about strategic importance, content scope, and the methods and mechanisms libraries utilize to evaluate and report on IR use and impact. Data from the surveys helped inform the research of the project team and led to the development of the web service called the Repository Analytics & Metrics Portal.     

An ‘at‐risk’ curriculum for ‘at‐risk’ students? Special educational needs and disability in the new Australian Curriculum

The number of students who are ‘at risk’ including those with special education needs and or disabilities is increasing rapidly worldwide in all schools. This has prompted widespread debate regarding the impact of initiatives in Curriculum, Assessment and Reporting for this group of students. Teachers, parents and administrators need to have further information to enable them to contribute to the development of content, assessment and reporting processes in the curriculum that are inclusive, relevant, reliable and valid. This paper explores some of the issues and dilemmas raised by recent policy discussions regarding the inception of a first national Australian Curriculum. It draws purposively on literature relating to developments in England and Wales, where national curriculum provision has existed for over 25 years, as well as the responses of a group of stakeholders (teachers and leaders) from both England/Wales and Australian schools and settings. These data highlight both tension and opportunity in this area of work.     

Communicating spending cuts: lessons for Australian university leaders

In 2011 and 2012, two Australian university vice chancellors flagged spending cuts at their institutions to overcome financial problems. In both cases, union and staff opposition led to public protests, intense media scrutiny, delays and retreats. This article compares the two cases to see what lessons may be drawn for university leaders faced with the complex, difficult and risky task of introducing spending cuts, a likely feature of Australian university management in the next few years. How can they do this in ways that cause minimal damage to programmes; are acceptable to those affected; and avoid undue damage to staff morale, student interests or institutional reputation?     

关于信息差错、差错信息与差错知识的研究

差错在组织内部屡有发生。基于信息与知识视角,探讨信息差错、差错信息、差错知识的含义及它们之间的联系与区别,指出差错信息与信息差错相互关联并互为因果,差错信息可转化为差错知识,利用差错信息开展差错学习可以转变差错管理范式。最后给出总结并就如何关注信息差错、差错信息、差错知识问题作了展望,认为信息差错、差错信息、差错知识的相关研究将是今后值得关注的研究方向。     

2008-2013年我国网络舆情研究热点定量分析

以2008-2013年CNKI数据库收录的192篇国内网络舆情研究核心期刊论文为对象,采用文献计量学方法,利用引文网络分析工具Cite Space,绘制科学知识图谱,分析2008-2013年国内网络舆情研究的基本情况,并讨论舆情信息潜在热点、网络舆情预警、网络舆情趋势、网络舆情引导、网络舆情监控等5个方面的问题。     

基于QPSO—BP神经网络的财务舞弊识别研究

为提高上市公司财务舞弊识别模型判断的准确度,文章以1998--2009年中国证监会网站上公开披露的财务舞弊的56家上市公司的75个舞弊年度为研究对象,并选取了与舞弊公司同行业、同年度的75个非舞弊上市公司年度作为控制样本,运用量子粒子群算法改进的BP神经网络建立财务舞弊的识别模型。研究结果表明,采用量子粒子群算法与BP神经网络结合的方法建立的财务舞弊识别模型判断的准确度较标准BP神经网络判断的准确度有了较大提高。这对于防范上市公司财务舞弊、提高监管效率、降低投资者的损失等方面具有一定的积极意义。
