This study investigates how journalists covering international humanitarian crises make decisions regarding what types of information to include in stories. Specifically, the inclusion/exclusion of solutions-oriented information is addressed, since crises represent a key time during which the potential for international engagement is discussed in the mainstream media. Interviews with journalists covering hunger crises in Africa reveal an internal tension between maintaining a neutral, unbiased position and writing in a way that supports engagement and action. Ironically, perhaps, journalists find that including solutions-oriented information amounts to unethical and biased coverage, despite the fact that inclusion of solutions to social problems is an accepted and institutionalized aspect of the US news media’s mandate to the public. Reasons for this seeming contradiction are discussed, and I argue that solutions-oriented information not only can be included without demonstrating bias, but that it ought to be included to support ethical coverage that properly informs citizens about potential paths for political engagement.  相似文献

The greater number of government efforts to stimulate participative governance in communities using Information and Communication Technology (ICT) often fall short of expectations. In South Africa extending e-government to communities has been in the form of more and/or better equipped ICT-enabled community centres, called Thusong Service Centres. In this paper, based on action research experiences, we report outcomes of interpretive research into ICT-enabled approaches to participative governance in communities. Using the Diffusion of Innovations theory as an analytic lens, the findings reveal a subtlety that is not often mentioned in the call for participative e-governance; people from communities prefer to work in groups rather than individually. The collectiveness inclination is a common denominator of many developing countries where people choose to come together to leverage the few available resources. Individuals become apprehensive when made to work on their own using the ICT. The research reveals the necessity to re-design ICT to suit small groups as part of participative e-governance rather than the normative ICT design that suits individual work styles. Additionally, the research reveals that by working in groups, communities are more willing to accept the government initiatives that are being energised with the use of ICT. Methodologically, the research revealed the ethical issue that arises from action research in its raising of unrealistic expectations in a community.  相似文献

The circulation of mobile professional athletes, a phenomenon whose visibility increased exponentially in the last couple of decades of the twentieth century, poses important questions for postcolonial approaches to the human condition. At first glance, the orientation of entire segments of the population in some countries in the global South to the possibility of migrating to sport careers in the global North seems to reproduce patterns of economic dependence of the world's peripheries on the world's centres, with the latter obtaining resources from the former in non-reciprocal fashion. A more nuanced approach, however, demands that these dynamics be framed in a broader context of multiple power relations that are at once local and global, material and ideational, and rooted in complex histories that have somewhat obscured colonial relations of yesteryears. This approach is illustrated here with materials about migration-oriented football academies in West Africa and the transnational circulation of Pacific Island rugby players.  相似文献

After World War II, the principle of a colonized countries' self-determination was at stake in the international relationships emerging from the context of a Cold War and the decolonizations of Empires. Non-Governmental Organizations such as the International Olympic Committee (IOC) become not only analyzers of the effects of competition between the different colonial powers, but also enlighteners of the imperial strategies which would turn the power struggles into partnership and cooperation. The fear of a political harnessing from the Occidental countries resulted in two reactions: the progressive integration of English-speaking African National Olympic Committees (NOCs) based on a Great Britain-controlled International Federations (1950–1972) and, eventually and as a direct consequence, the creation of French-speaking African NOCs (1956–1968) through the International Olympic Aid Commission (1961). From 1944 to 1963, conditions for possibility seemed to be gathered for the realization of a process of internationalization of African sport through the integration of new English- and French-speaking African countries into the IOC.  相似文献

This article is part of a series in this regular feature which looks at new directions in health science libraries. This paper highlights new initiatives aimed at ensuring health libraries can contribute to the development of Uganda in the 21st century and the challenges facing libraries. It stresses that for libraries to be successful they need to form networks and collaborations for resource sharing; take advantage of the benefits of information technology; computerise their library systems; as well as invest in the development of staff. The paper highlights the main challenge facing the library service as inadequate funding both from government for public‐funded health libraries and the private sector (for privately funded health libraries). The paper concludes that, despite the bottlenecks brought about by inadequate funding, Ugandan health libraries have taken positive steps to support health research and education, as well as patient care, not just for Uganda, but for the whole of the East African region. The South African Library for the Blind (SALB) contributes to the quality of life of print-impaired people encouraging independence through access to information, informed decision making, and taking pleasure in the enjoyment of recreational reading. In realizing the vision, SALB implemented two strategic models; agent mini-libraries and comprehensive mini-libraries. Management and administration of the services rendered is covered in detail. The project was pioneered in one of the provinces and has been rolled out to other provinces. The paper highlights how visually impaired people experience in a tangible manner, assistive technologies, training and interaction with community members and use libraries.  相似文献

Colonialism goes beyond territorial conquest: it affects one’s epistemological stance, worldviews and perceptions. Although most African countries gained independence in the 1960s, the impacts of colonialism continue to be present through modern-day globalization as a form of neocolonialism. Education systems in many countries in southern Africa continue to be grounded in Western viewpoints, marginalizing local Indigenous ways of knowing and being (I capitalize the word ‘Indigenous’ because it is a proper noun referring to particular people, their knowledges, ways of living, etc.). An increased number of scholars in southern Africa are engaging with counter-hegemonic strategies as frames of analysis to counter the impacts of neocolonialism. This paper reviews environmental education studies in southern Africa that have applied postcolonial theory as a frame of analysis either explicitly or implicitly. Postcolonial theory provides a platform to challenge the dominant truths espoused by Western thought. In doing so, it paves the way for other truths to have space in the knowledge discourses, including the sub-Saharan African worldview of Ubuntu/uMunthu. While many scholars are engaging with counter-hegemonic strategies, the review calls for the need for further research from postcolonial frames not only in southern Africa but also other parts of the world as well.  相似文献
