‘Korea … it's not really actually an Asian country’: Australian children's experiences of an intercultural school partnership programme

ABSTRACT

In Australia, intercultural understanding has been prioritised in education and curriculum documents at both federal and state levels. Alongside this educational priority, schools have also been encouraged to demonstrate ‘engagement’ with ‘Asia’, such as through a partnership with another school in the Asia-Pacific region. My research findings are based on an ethnographic study of Year 5 and 6 Australian children's experiences of an intercultural school partnership initiative through on-line classroom exchanges over a two-year period. Through a critical analysis of ‘complexity reduction’ I draw attention to the processes through which children made sense of perceived racial and cultural differences as part of their involvement in partnership activities and conclude with some reflections on the extent to which educational initiatives such as intercultural school partnership programmes that aim to foster intercultural understanding can do so without reinforcing unequal intercultural relations and stereotypes.

Positioning higher education for the knowledge based economy

This article questions the assumption that increasing competition among higher education institutions is the best method of achieving a strong higher education sector in developing countries. It notes that there has been increasing emphasis on the importance of higher education institutions for sustainable development, particularly because of their importance to the global knowledge economy. For the same reason, the appropriate management of the relationship between the state and higher education institutions is vital to a strong and dynamic future for these institutions. This paper proposes a menu of options for higher education governance, grouped around ‘state-centric’ and ‘neo-liberal’ models of development. The ‘state-centric’ model proposed is based on a variety of examples of high performing Asian economies, in particular, while the ‘neo-liberal’ model is based on emerging trends in higher education management in countries such as Australia, the United States and the United Kingdom. The paper suggests that despite pressure across the globe to encourage a market among universities, this may not always be the most efficient use of resources, or the best way to integrate universities in a country’s drive for economic growth.

经济全球化必然带来教育的全球化。在高等教育国际化的宏观背景下，发展留学教育服务贸易对各国具有非常重要的战略意义。亚太地区留学教育服务贸易发展很快，发达国家在亚洲国家留学生教育服务市场的占有率居高不下，我国应借鉴发达国家经验，采取更多切实可行的措施，大力发展留学教育服务贸易。     

Comparing school accountability in England and its East Asian sources of ‘borrowing’

Education reforms in England are increasingly justified by borrowing ‘best practices’ of high-performing East Asian societies, including Hong Kong, Singapore and Shanghai. However, taking the reforms of school accountability as an illustrative example, this article argues that there are serious variations between England and its East Asian sources of ‘borrowing’ with regard to the ways in which schools are held to be accountable. How school accountability is organised and operationalised in practice deeply depends on socio-political priorities of each society. Therefore, education policy borrowing from East Asia to England is potentially extremely difficult. Furthermore, this article remains alert to the possibility that the claim (about improving the education system in England through imitating East Asian models) is symbolic rather than practical – symbolic in the sense of producing legitimacy for pre-existing policy agendas.

东南亚华人企业集团的战略优势主要表现在对环境变化的适应能力，华人企业家的创业创新精神，范围广泛的符合自身社会化特性的商业网络，灵活应变的资金筹措、财富管理和资本运营能力。战略劣势主要表现在基于家族控制需要的制度安排，缺乏协同作用的分散化和多元化的业务选择，出于回避和降低风险考虑的机会主义行为。区域经济的发展和一体化为其经营发展带来了许多战略机会，但在经济全球化和知识经济深入发展以及由此而来的商业竞争规则和经营、竞争与发展环境已经发生急剧变化的今天，其进一步发展面临着巨大的战略挑战，新的核心竞争优势的形成需要对其战略、策略和企业制度进行新的调整。
