加入WTO后中国农业的应对之策

面对WTO带来的机遇与与挑战，中国农业将如何发展？笔者认为，要熟和灵活应用WTO农业游戏规则，借鉴其他成员国的经验教训；调整和优化产业结构，推进农业产业化进程；调整农村就业结构，合理安排农村剩余劳动力。     

The Development of the Olympic Narrative in Chinese Elite Sport Discourse from Its First Successful Olympic Bid to the Post-Beijing Games Era

Abstract

As a phenomenon exogenous to China, the Olympics have been proactively interpreted in the local context since China’s entry (and subsequent re-entry in 1984) into the Olympic movement. With China’s increasing involvement in promoting three bids to host the Olympic Games, two of which were successful, respectively, in 2001 and 2015, the nature of the discourse of key stakeholders in relation to Chinese elite sport has both reflected and reshaped the meaning of the Games to Chinese elite sport. This paper examines the discursive construction process of the Olympics in the Chinese elite sport system by key stakeholders through analyzing statements of political figures on sport and Olympic phenomena, Chinese elite sport policy documents, and the commentaries of leading Chinese sport academics. The analysis of discourse highlights two main features in the construction of the Games in official accounts during the period under investigation. The development of these two themes reflects the nature of the Chinese Olympic discourse, manifests the political power over the interpretation of the Olympics in Chinese context, and continues to characterize the on-going major themes in Chinese elite sport policy.     

体育非物质文化遗产福建地术拳传承模式与传承路径探析

体育非物质文化遗产是我国传统体育文化的重要组成部分,对体育非物质文化遗产的保护和传承具有重要的意义。本文运用文献资料法、田野调查法对福建地术拳的传承发展的历史、现状及传承模式和传承路径进行梳理和归纳。研究发现福建地术拳并非单纯沿用传统的自然传承模式,而是在近一个世纪的传承过程中逐渐摸索出一条“以政宣武,以商养武,以武助商”的具有自我特色的传承模式和“六进”的传承路径。     

文化产业中的表达：自由与界限

文化产业是表达的产业,表达是文化产业的核心要素。自由的表达可以推动文化产业的发展,但过度的表达又会使文化产业的社会效益受损。文化产业的有序发展需要合理、恰当的表达,需要为表达自由划定一个界限,这个界限就是表达义务。表达义务对文化产品的生产者和传播者提出应当不侵犯他人权益、不损害社会公共利益和不侵害前代人和后代人权益的行为要求。表达义务既是表达自由的限制和界限,也是文化产业的社会效益在法律上的体现。     

挖掘校园文化建设内涵,助力提升核心竞争力——校园文化建设在提升我院核心竞争力中的作用研究

从高校核心竞争力的内涵出发,挖掘“核心竞争力”这一概念对于高校深刻影响,进而结合我院近几年校园文化建设的特色与趋势关注,提升我院核心竞争力中的作用,以助力核心竞争力提升对我院新一轮校园文化建设提出建议性意见与前瞻性规划。     

地方课程政策供给与学校课程改革——基于京、沪、浙三地近年来义务教育课程政策分析的思考

我国新世纪以来的基础教育课程政策赋予了学校一定的课程开发权,但整体来看效果不尽如人意。而近年来京、沪、浙等地在课程政策方面进行了一些探索,推动了学校层面的课程改革,涌现出了一批有影响的课程改革先进学校。他们调整地方课程计划、协调课程运行、改革评价方式、扩大学校的课程权限,协同建设学校课程资源等,为学校课程改革提供了空间支持、权力支持、资源支持、能力支持和方向引领。这表明地方课程管理的政策供给是制约学校课程改革的重要因素。地方课程政策推动学校课程改革,要赋予学校课程建设的权力和空间,对学校课程权限的规定要具体、明确,要规范地方的课程管理行为。应制定和颁布国家课程管理指南、地方课程管理指南和学校课程管理指南。     

教育政策学视野下的中小学乱收费现象

教育领域内的乱收费现象是当前教育改革和发展中的一个热点问题。中小学乱收费屡禁不止,主要在于中小学收费政策在制定、执行以及监督管理过程中存在政策的失真等。从教育政策学的角度看,中小学乱收费现象需要从制度、体制、监督等方面加以避免、杜绝。     

论社会主义精神文明建设的基本点

党的十四届六中全会作出了加强精神文明建设的《决议》,江泽民同志在多种场合、多次会议,一再强调“要把精神文明建设提高到更突出的位置”,“精神文明重在建设”。本文依据这一精神,试图从社会发展的宏观角度,探讨社会主义精神文明建设最基本的六个方面的问题。     

“Sport for Development” in developing countries: The case of the Vilas Olímpicas do Rio de Janeiro

The benefits of sport for general social outcomes has permeated sport policy in Brazil since the beginning of the twentieth century, but recently the jargon of “development through sport” is more overtly informing public policy and government action in this field. Despite increased uptake of the positive discourse of “sport as a development tool”, the reality for government-funded and -run “sport for development” programs is one far removed from enjoying the attention and financial investment needed to reach their stated development goals. This paper focuses on one such program: the Vilas Olímpicas do Rio de Janeiro. When analysing the specific matters associated with the management of this program three themes were identified that encapsulate the main issues that emerged during the analysis: partnerships, conflicting aims, and community involvement. These themes are analysed in light of the literature that discusses the application of “sport for development” programs worldwide and we conclude with some questions on the applicability of well-defined frameworks and approaches to such programs when these programs themselves tend to operate in very ill-defined and unstable environments.     

美国融合教育的政策特点与实施效果

美国是融合教育发展较为完善的国家之一,制定和遵循政策是其高标准开展融合教育的一贯原则。1975年以来,美国系列联邦教育法律始终贯彻融合教育理念,其法案中关于融合教育政策演变目标从人本补偿走向全人发展,参与主体实现了权力博弈与责任分担并进,治理结构从扁平形式走向扁平实质,运行机制从制度“面”发展到制度“体”。数年来,在政策推动下,美国提高了融合程度和教育质量、构筑了多元主体支持保障体系、推动了教师资格认证和教育惩戒制度的有效运行。
