“三个代表”重要思想的提出具有重大的理论和政治意义，它解决了任何一个政党都必须面对的三个问题：人民群众生存和发展必需的物质资料、思想建设和人心背向。苏东剧变的社会根源及历史启示就是没有解决好这三个根本问题，因此我们要正确认识和实践“三个代表”重要思想。     

浅议东欧回归欧洲的战略进程

东欧剧变后，为尽快回归欧洲，按照欧盟设计的政治、经济制度模式和法律框架积极进行调整和发展，为加入欧盟做准备。与此同时，欧盟根据东欧国家的局势演变做出相应反应。但是东欧入盟仍须时日。     

A nine‐country survey of youth in Europe: selected findings and issues

A nine‐country survey of the life orientations, values and institutional trust of 8948 young people at the upper end of the secondary school age range was set up at the University of Würzburg in the year 2000. Key findings demonstrate that these young people value personal autonomy and are orientated to success in their professional lives and that they especially trust human rights and environmental groups. Religion is associated positively with humanitarianism and in some countries negatively with modernity. These findings provide an indication of the typical life stances of future opinion‐formers and illustrate methodological issues thrown up by international research.     

Sexuality education – what is it?

This policy brief developed by the European Expert Group on Sexuality Education provides an overview of key issues in sexuality education. It focuses primarily on sexuality education in Europe and Central Asia but is also relevant to countries outside of these regions.

“先欧后亚”战略的结果是中国要在日本的长期围困、缺乏盟国直接有效的物资及军事配合支持的情况下 ,经受住日本最大的军事压力。因长期的超负荷承担战争压力 ,使中国正面战场的抵抗能力日趋下降 ,这是先欧后亚这一战略选择的必然代价 ,但也恰恰是中国为赢得这场战争 ,不惜付出巨大民族牺牲所作出的特殊而又带悲壮色彩的贡献形式。可以说在二战中是以中国的长期虚弱为代价支撑着盟军各条战线的辉煌 ,豫湘桂作战是这一全球战略与中国战场关系的缩影 ,是以牺牲中国为代价换取盟军全球战略实施的典型表现

本文从四个方面对西欧的终身学习和多变的政策环境作了分析和探讨。这四个方面是——终身学习一前景与风险；历史、文化与环境的重要性；终身学习政策全貌概览；国家政治文化与终身学习。西欧的终身学习实践和政策走向值得研究，对我国的终身学习实践具有一定的借鉴意义。     

Communist education as modernisation strategy? The swings of the globalisation pendulum in Eastern Europe (1947–1989)

This article engages with the influence of Soviet educational models and Western European contacts, mediated by historical institutional and cultural legacies in producing specifically Eastern educational variants. A first level of analysis will identify the reasons behind the emergence of these variations. A second and higher level of analysis will question the use of global models in the modernisation processes. The Soviet influence in education is conceptualised as initially both an imperialist force and a voluntary borrowing, followed by internationalisation with local adaptation. It cannot be conceived of as a coherent model. In fact, Soviet education was transformed over time and incorporated both Western and elitist elements. Nevertheless, a historical and comparative analysis indicates that, while not divergent on educational grounds, the Soviet and the Western European educational patterns at times intermingled. These countries looked increasingly to the West in search of models and to reposition themselves in the global arena.     

Are teachers ready for CLIL? Evidence from a European study

This article presents the outcomes of a European study on the main training needs which pre- and in-service teachers, teacher trainers, and coordinators consider they have in order to adapt to a bilingual education model. The macro-study has designed, validated and administered four sets of questionnaires to 706 informants across the whole of Europe, which have allowed a detailed diagnosis of language teachers’ training needs in terms of linguistic and intercultural competence, theoretical and methodological aspects based on the new options associated to Content and Language Integrated Learning (CLIL), teaching materials and resources, and ongoing professional development. After framing the topic against the backdrop of prior investigations, the article expounds on the research design of the study and outlines its main findings in relation to the afore-mentioned fields of interest. A detailed diagnosis of where we currently stand in this process of preparation for CLIL models in Europe is provided and within- and across-cohort comparison is carried out in terms of a series of intervening variables. The ultimate aim is to base decisions regarding language degrees and teacher training courses on empirically grounded guidelines in order to guarantee a success-prone implementation of CLIL in our continent, country and region.

新世纪之初，欧美关系在政治、安全、经济、化等领域呈现出波动起伏，若即若离的特点。然而，就欧美关系的发展而言，欧美矛盾总体上是一种西方阵营内部的竞争和争吵，彼此的合作面依然大于对抗面，双方将大协调、小摩擦的基本框架下继续进行新一轮的关系互动。
