Elusive mandate: UNICEF and educational development

The United Nations Children's Fund has rapidly gained prominence as a UN agency promoting educational development. Detailed analysis is presented of UNICEF's transition from being a supplier of emergency goods and services, to a humanitarian role that has diversified to embrace development assistance and promoting the rights of children and women. How these have impacted on the development of UNICEF education is examined. Despite many institutional strengths, it is argued that the need for increased policy clarity in UNICEF education and for greater operational effectiveness remain central to any contemporary understanding of UNICEF's contribution to educational development.     

“健康第一”理念下体育课程资源开发的新视野

随着素质教育的大力推行和"健康第一"理念的提出,如何树立新的体育资源观,进行体育课程改革,推进素质教育,从而实现人的健康全面发展,显得尤为重要。笔者从三维健康观的视角,探讨体育课程资源的开发。认为体育教材、体育教师、学生,学校体育传统和学风等是重要的体育课程资源,并提出相关的开发对策。     

科学发展观对构建思想政治理论教育主体新维度的意义

以人为本是科学发展观的核心与立足点,也是高校思想政治理论教育的根本原则和归宿。科学发展观之所以能够统领思想政治理论教育工作,就在于它能够以人为立论基础、以丰富人的属性为要求,因而科学发展观为思想政治理论教育主体新维度的构建提供了方法论的指导。本文旨在探索如何以科学发展观为指导来构建思想政治理论教育主体的新维度．以提高当前高校思想政治理论教育的实效性。     

Theoretical and experimental research on heat transfer performance of the semi-open heat pipe

This paper focuses on the heat transfer performance of semi-open heat pipe which is a new type of heat pipe. After analyzing its condensation heat transfer mechanisms theoretically, several semi-open heat pipes in different length ratios and upper hole diameters are studied experimentally and compared with the same dimensions closed heat pipes. Experimental results show that the heat transfer performance of semi-open heat pipe becomes better by increasing heat transfer rate. At the first transitional point, the heat transfer performance of semi-open heat pipe approaches the level of the closed heat pipe. It is suitable to choose upper small hole about 1 mm in diameter and length ratio larger than 0.6 for the semi-open heat pipe.

上海时期我党的中央出版组织机构尚不健全,在中共一大至二大时期,中共中央的出版领导机构职权直接由中央执行委员会或中央局代为行使,其具体事务性工作由分管宣传工作的业务机构负责处理。中共三大以后成立的中央教育宣传委员会是我党历史上最早的中央出版组织机构。中央机关报编辑委员会是中央设立的第一个党报领导机构。中共中央出版部是我党历史上出版组织机构职能与设置最为健全的机构,也是一个真正完整意义的中央出版组织机构。     

试析地方行政管理中的民怨化解问题

民怨积累与激化是干群冲突事件的诱发因素之一。在经济快速发展过程中,漠视、侵害老百姓的权益,缺失公平环境,地方官员作风漂浮、权钱交易、贪污腐败等,是民怨积深的主要原因。民怨的积累将破坏地方政府的公信力,影响社会稳定,拖累经济社会的健康发展。因此,要实践科学发展观,将各级地方政府建成亲民政府,需要加快基层民主政治建设,建立民怨舒缓机制,畅通民声表达渠道;政府在经济发展中要坚持以民生为本,妥善处理社会利益矛盾,切实化解民怨。     

‘With the Irish in France’

In January 1916 a party of journalists from seven Irish newspapers visited Irish regiments serving on the western front. Such a privilege came at a price. Organised by the Department of Recruiting for Ireland, it was made clear to the journalists that this embedded tour had an agenda: they were ‘to set down what they saw there for the benefit of recruiting in Ireland’. This article examines the extent to which the three national titles included on the tour accepted this role of communicating and legitimising recruitment policy. It sheds light on the involvement of two national newspaper editors in shaping recruitment policy in Ireland, illustrates how each of the three national titles reported the tour, and examines the effects such reportage had on recruiting in Ireland.     

The ‘yes … but’ dilemma: implementing inclusive education in Emirati primary schools

The Ministry of Education (MOE) in the United Arab Emirates (UAE) launched the ‘School for All’ inclusive education initiative in 2010. This article investigates the implementation of this initiative in three primary schools from stakeholders’ perspectives. Using a multiple case study approach, data were collected over a full school year from interviews, observations and documents. Findings revealed uneven progress in five areas: staff training and development, school structures, support services, assistive technology and community awareness. The study identified improved access to mainstream classrooms and growing awareness among stakeholders as emerging good practice. However, serious challenges remain regarding teacher training, exclusionary practices, the lack of specialised support services and misguided policies. This study contributes to the evidence‐based research on inclusion in the UAE with some emphasis on Islamic principles, cultural beliefs and the requirements of the United Nations Convention on the Rights of Persons with Disability in promoting every child's right to an education.
