亚太安全格局的现状是美国联盟霸权模式、大国博奕模式、次区域多边合作安全模式的共存并立.随着亚太地区越来越多的国家对合作安全观的理解和信奉,未来的亚太安全格局可能会走这样一条道路,即经历大国安全模式的改善与重新构建、次区域多边合作安全机制的成熟、区域多边合作安全机制的创建的渐次发展与演进.诚然,这将是一个漫长而又艰难的过程.因此,中国政府要有正确的亚太安全战略思路并采取灵活务实的策略,在确保自身安全与国家利益的同时,对亚太合作安全机制的创建做出积极的贡献. 相似文献

太平洋战争爆发后,面对共同的敌人,美国迅速同中国建立了同盟关系,并加强了对中国的援助与支持。战争初期严峻的军事形势和美国“先欧后亚”的军事战略,决定了在战争前期“打击日本”这个军事目标是美国决策者对华政策的重心。这一时期美国对华军事、经济、政治与外交上的政策与实践都体现了这一点。从某种意义上讲,太平洋战争前期的美国对华政策是成功的,取得了积极效果。 相似文献

This article argues that the end of the Cold War and the attendant globalization of capital call for a reconfiguration of areas, including the Pacific, has played a significant part in the ideological formation of globalization. The resultant formation is ‘global modernity’, representing at once the globalization and the fragmentation of capitalist modernity. The article discusses five intellectual responses to this situation in studies of Asia and the Pacific that propose new configurations to substitute for earlier area studies: civilizations, oceans, diasporas, Asianization of Asia studies, and indigenous studies. It argues that these substitutes themselves are tied in with new formations of power, and should not be taken at face value. Most important is to remain attentive to configurations from the bottom up that are products of struggles against oppression and exploitation. 相似文献

This essay provides an overview of both the accomplishments and difficulties faced by OCLC as it has expanded in the vast Asia Pacific region. It describes the organizational changes as they evolved as this previously North American collaborative organization expanded westward and details initiatives pursued in each of the Asia Pacific countries where it has operated. Finally, it examines the five major challenges yet facing OCLC in the region: the lack of bibliographic name authority files, competing classification systems, competing MARC cataloging formats, the perceived high costs associated with participating OCLC programs and services, and the need for local vernacular products in addition to those developed largely for the North American and European markets. 相似文献

AbstractDuring the late-nineteenth century, imperial expansion increasingly produced what Louise Pratt terms ‘contact zones’ – ‘social spaces where cultures meet, clash and grapple with each other, often in contexts of highly asymmetrical relations of power’. Sport was one of the most visible spaces where this process took place. This paper uses the example of cricket in Samoa to demonstrate how different groups sought to control sport’s meaning amidst great uncertainty. Almost as soon as they began playing cricket, Samoans radically altered its method and meaning to create the distinctively Samoan game of kirikiti. This act established the cricket pitch as a ‘contested space’ between Samoans and foreigners, who were wary of kirikiti’s association with Samoan politics and customary exchange. As was the case in Samoa more generally, however, this struggle was not neatly divided between Samoans and foreigners. While missionaries and settlers portrayed the game as a threat, others – notably sailors and proponents of British influence – greeted it with relative enthusiasm. For their part, Samoans used the game to signal alignment with or against one or another Western power. Finally, Samoa’s growing ‘mixed-race’ community saw the game as a means of confirming their place in both the Samoan and European ‘worlds’. 相似文献

AbstractThis article reports on the findings of original field research carried out in the small island developing state of Fiji, in the South Pacific. A North-South research partnership was built upon previous collaboration between team members and, in so doing, pioneered the blending of Pacific and Western research approaches sensitive to a postcolonial positioning. The study interrogates practitioner perspectives on: the nature and quality of teachers and teaching in Fiji; the challenges of teachers’ work and lives; priorities for successful qualitative reform; and theoretical implications for the processes of education policy transfer and qualitative improvement. The analysis draws upon work on the politics of aid and international development, revealing tensions between existing learner-centred policy frameworks and emergent neoliberal and performativity oriented initiatives influenced by international surveys of student achievement, related league tables and the experience of the regional reference societies of Australia, New Zealand and India. 相似文献

Intercultural friendship formation is a key challenge for international students studying abroad. In an increasingly globalised world, where people regularly engage with others from different cultures, meaningful intercultural friendships are important. However, culture can pose a considerable challenge that hinders the formation of friendships between people of different cultures. This paper explores challenges and insights into developing intercultural friendships between international Pacific Island students studying in Aotearoa New Zealand and domestic New Zealand Palagi1 students. Similar to other studies, the findings in this study highlight the key challenges connected to cultural differences. These findings are surprising as New Zealand Palagi students would have gone to primary and secondary schools with Pacific Island students and should have had some contact and interactions with them and be more accustomed to cultural differences. Unique to this study is that these international Pacific Island students recognised that universities are in a prime position to champion and promote systemic interventions to assist both international and domestic students to engage with each other in order to promote cultural understanding. Overcoming intercultural friendship development challenges involves creating meaningful intercultural spaces and campus ‘friendship’ events to increase intercultural interactions, raise domestic students’ cross-cultural awareness, and encourage reciprocal intercultural learning. Such activities are likely to enhance the overall well-being of all students and improve the internationalisation of universities with increasingly diverse student cohorts. 相似文献
