西北太平洋热带气旋大风圈统计特征及船舶防避热带气旋方法

为给航行中船舶防避热带气旋提供参考,利用西北太平洋1977—2018年的热带气旋资料,分别统计分析了热带气旋近中心最大平均风速、10级和7级大风圈的半径、10级和7级大风圈最大半径的偏向以及10级和7级大风圈半径与热带气旋强度的关系。在此基础上,提出一种综合考虑大风范围和位置预报误差的船舶避离热带气旋的方法,并举实例加以说明,为船舶防避热带气旋提供一种思路。     

澳大利亚远程教育研究30年里程——基于《Distance Education》杂志的视角

本文以澳大利亚《远程教育》杂志的创刊主编和前任主编伊安．米歇尔（Ian McDMitchell）等人对杂志创刊30周年历史回顾为基础,展现了杂志创办的历史,同时以杂志自身的发展为主线,间接勾勒了澳大利亚远程教育学术研究历史的主要图景。既充分展示了澳大利亚《远程教育》杂志发展历程,又从侧面揭示了专业、协会、杂志、学术会议这几者之间是如何良性互动推动远程教育事业发展的,而刊物创办人那种富有魄力、踏实选取的精神也会激发每一个热爱远程教育事业的同路人。     

New partnerships and education policy in Asia and the Pacific

Forming more effective partnerships with national governments in the Asia-Pacific region has been an important policy focus for the Australian Agency for International Development (AusAID) since 2006. AusAID is increasingly engaging in sector-wide approaches and working through partner government systems. This paper explores how new partnerships are impacting education policy in the vastly different contexts of Lao PDR, Vanuatu, Indonesia, and the Philippines from 2006 to 2009. Conclusions are that policy discourse and current practice indicate an active effort to develop partnerships in education with donors and partner governments. But the reality in the field is that while sector-wide approaches are outlined in policy discourse, practice indicates loosely harmonized arrangements with like-minded donors, and slow progress toward sector-wide involvement.     

Networking Asia Pacific: queer film festivals and the spatiotemporal politics of inter-referencing

ABSTRACT

Expanding on the critique of Euro-America-centrism in knowledge production, this article examines three spatiotemporal hierarchies through the inter-referencing practices of Asia Pacific Queer Film Festival Alliance. First, through the analysis of the documentary short Lady Eva and its circulation, I look at how the network opens up the issue of Pacific indigeneity in the transpacific context, which has the potential to unsettle the existing epistemic structures that rest upon the binary of West/non-West or white/Indigenous. Second, I investigate how the queer film festival alliance serves as sites for the articulation of queer rights, which sometimes cast a progressivist temporal narrative based on a hierarchical arrangement of geographical places. Third, through the case of ShanghaiPRIDE Film Festival, I examine how anti-institutionalism in film festival organizing offers a critique of gay-male dominated queer film festivals and the capitalist developmental logic that emphasizes profit and financial viability. By doing so, I scrutinize how the spatiotemporal hierarchies embedded in the film festival network complicate the understanding of inter-referencing as citation, collaboration, and competition. At the same time, I use inter-referencing to further the discussion of spatial politics in film festival studies by highlighting the spatiotemporal hierarchies.

Cast the net a little wider: Australian aid in the South Pacific

This article examines the development of Australia's bilateral aid programme to higher education in the South Pacific, specifically at the University of the South Pacific (USP). The premise is primarily historical, focusing on the important decades of USP's expansion and Australian aid policy development in the 1960s, 1970s, and 1980s. This article briefly examines current challenges for donor and recipient. Both historical and current perspectives are fundamental to understanding key issues about aid in the South Pacific. Australian aid priorities have ranged from the explicitly political and security focused, to priorities of education and welfare. This article is timely given Australia's continued influence in the South Pacific.     

太平洋战争时期美国对华政策的调整--兼与赵志辉同志商榷

在太平洋战争不同时期，美国对华政策重点是不同的。开罗会议后，美国对华政策进入调整期，军事目标在美国对华政策中的地位与作用下降了，而政治目标日益受到美国决策者重视，美国对华政策中心从军事目标向政治目标转移。这个调整过程直至“史迪威事件”结束而完成。     

近五年亚太地区特殊教育的发展

在“亚太残疾人十年”（１９９３－２００２）过去的五年中，亚太各国特殊教育都有了较大发展。大多数国家制定了有关特殊教育的法律政策或计划，设立了专门的管理和协调机构，学校教育和师资培训进一步发展，职业技术教育受到了广泛关注，一体化教育和社会各方面的合作日益受到重视     

Developing ‘Home-Grown’ Talent: Pacific Island Rugby Labour and the Victorian Rugby Union

The last 20 years has seen a great increase in Pacific Islander migration to Australia and also a subsequent rise in the number of Australians from Pacific island backgrounds. Perhaps one of the most visible spheres where this migratory phenomenon can be witnessed is in the massive over-representation of Pacific Islanders in both rugby codes. This paper examines the effects of professionalisation and the Super Rugby expansion into a ‘non-rugby’ state and subsequent efforts of the Victorian Rugby Union (VRU) to develop ‘home-grown’ talent, namely through its Pacific Island Programme. Whilst a minority sport in Australian Rules football centric Melbourne, rugby has grown considerably over the past decade, primarily because of the influx of players, especially junior ones, from Pacific Island backgrounds. The VRU has recognised this by developing a variety of rugby programmes focusing on the outer suburbs of Melbourne (away from its traditional base in the private schools) in response to the settling patterns of Pacific Islanders and their involvement in the game. This paper considers how such focus on Pacific Islander talent facilitates pathways to elite and professional rugby opportunities and thus contributes to the creation of the rugby labour migrant.
