工程教育认证背景下土木工程专业评价系统的研究

《华盛顿协议》作为各国之间高等工程教育学历互认协议,对各国的高等工程教育产生了很多积极的影响,推动了各国高等工程教育的改革,促进了本科教育培养方案的不断发展和完善,提高了教学质量。2016年6月2日,中国成为《华盛顿协议》的正式会员。为有利于工程教育认证背景下土木工程专业评价的规范化,文章进行了专业评价系统的研究。     

Soviet Rock Collection and International Counterculture Archive at the Global Resources Center of the George Washington University Libraries

ABSTRACT

This memoir is my personal story about how I created and came to curate on the International Counterculture Archive collection, which is held in the Global Resources Center of the George Washington University’s (GWU) Gelman library. The first person narrative relates my first encounters with Soviet rock culture and describes how I turned my initial interest into a Ph.D. dissertation on the subculture of Soviet hippies and traditions of Soviet rock music, which subsequently led to my later work as a librarian and curator. I tell the story of my initial encounters with the members of Soviet/Russian rock music subculture and other countercultural personalities and activists during my first trip to Moscow in 1993 to collect samples of Soviet rock music recordings and rock music zines for the European Division of the Library of Congress. During this formative trip I met with a number of counterculture producers and collectors who were instrumental in helping me build the International Counterculture Archive. Upon leaving the Library of Congress, I continued collecting Soviet/Russian countercultural materials on behalf of the Global Resources Center of GWU’s Gelman Library. I talk about the process of creating the Archive at Gelman library, about bureaucratic and financial aspects of this work, and about my many acquisition trips to Moscow, former Soviet republics, and East Central Europe. Much of the narrative centers on my work with Russian collectors and content producers and describes the type of materials that are included in the collection. I also describe how I built the collection of historical Soviet/Russian rock music recordings, focusing on the phenomenon of Soviet/Russian rock music zines and the history of the unique zine collection within the International Counterculture Archive.

"华盛顿共识"自出台以来一直被西方理论界鼓吹为经济社会发展的"普世价值",对包括中国在内的世界各国发展产生重大影响."华盛顿共识"的理论观点对中国改革开放有积极的借鉴意义,但也带来了巨大挑战,我们必须正确认识它对中国改革开放正反两方面的影响,将改革开放的伟大事业不断推向前进.     

制度与文化视角的改革比较分析——“华盛顿共识”对发展中国家的经验与教训

同样的改革,为何出现不同的结果,这是传统的研究对于“华盛顿共识”疑惑的方面。当然,对“华盛顿共识”的其他一些传统研究往往是基于意识形态的批判,并没有认识到问题的本质。其实初始的制度和人文条件造成了不同的国家不同的发展结果。在初始制度和文化背景越深的国家,观念的变革越慢于制度的变革,这是主要原因。而拉美不仅观念变革较慢,而且拉美在经济体制变革的同时实行了政治体制改革,既得利益者更可能通过民主制度阻挠改革,让改革的政策虚设。国家的发展事实上没这么多“共识”,所有国家发展到最后。凡是富国的模式和制度以及社会的方方面面几乎都一样,都是民主制度、市场经济、保障体系完善、开放自由的国家;相反穷国则各有各的制度模式和所谓的“共识”。中国当前也形成了一定规模的既得利益者,他们同样通过自己的影响力对有可能妨碍自己利益的进一步改革层层阻挠,成为进一步制度和文化变迁的阻力。     

Western and Chinese development discourses: Education,growth and sustainability

This article examines Western and Chinese discourses of education, sustainable growth and development. Education is increasingly considered as a means to fuel economic growth, especially since the 1980s, when conservative economic values became predominant in Western development thought. Despite a discourse on sustainability favouring ecologically sound and equitable growth, education is increasingly economy-centred. Through analysis of China’s market-based socialism, its development path, and the expansion of its Africa cooperation, this article seeks to demonstrate that the China-proposed development and education models are very similar to the Western growth-based development paradigm, although the discourse is different.     

美国在华盛顿会议上的对华政策研究

巴黎和会上,美国为了实现其国联梦想,以"山东问题"为条件换取日本的支持,致使中美关系迅速滑坡。华盛顿会议上,为了压制日本独占中国,美国采取了援华抑日的政策,中美关系升温。国家利益是美国立场发生转变的根本原因,也是国际关系变化的决定因素。

Abstract

Between October 2003 and July 2004, the Statewide Virtual Reference Project (a Washington State Library initiative funded by LSTA) developed the Virtual Evaluation Toolkit, or VET. The purpose of VET was to help libraries improve virtual reference services, with resulting increased awareness, usage, and customer satisfaction. VET includes three levels of evaluation tools with information on their implementation and examples of the use of results, along with a generic final report based on three test site evaluations (an academic, public, and special library). The complete manual is available on the Web in order to provide practical and meaningful tools and recommendations that encourage libraries to use them and also to report on their use.     

Central Eurasian Information Resource(CEIR)

Abstract

The Central Eurasian Information Resource(CEIR) is a multi-media database cooperatively developed by the University of Washington, South Seattle Community College, and The Evergreen State College. It is designed to provide web-based access to a range of location-specific statistical, image, and full-text information for the regions of the Russian Federation and other former Soviet republics. Particular emphasis is given to the development of graded curricular materials to assist with the application of the resources in college and high school classrooms.     

The Central Eurasian Interactive Atlas Project: A Progress Report

SUMMARY

Since 2000, researchers and staff at the University of Washington have been developing a unified Geographic Information Systems database of Russian Federation socioeconomic, demographic, and political information at the raion and city (gorsovet) level. The Central Eurasian Interactive Atlas (CEIA) that has grown from this effort serves both to archive and to provide access to annual progressions of standardized geographic and tabular data covering the entire Russian Federation at a level of geographic detail not readily available elsewhere. As the CEIA grows, it will serve as a curricular and research focus of the UW's Russian, East European, and Central Asian Studies program.
