Web Accessibility Assessment of Urban Public Library Websites

In an age of ubiquitous information and communication technologies, urban public libraries are some of the only places to provide free Internet access for all members of the community regardless of ability or disability. This study provides a website accessibility assessment of the 127 U.S. public library members of the Urban Library Council, using the World Wide Web Consortium’s Web Content Accessibility Guidelines to establish the level of Web readiness of urban public libraries to meet the needs of individuals with disabilities. Findings suggest these libraries require additional and ongoing maintenance to be digitally inclusive.     

基于HAPLR的我国省域公共图书馆评价及改进研究

运用美国公共图书馆HAPLR评价体系,对我国31个省域公共图书馆进行HAPLR等级排名,并指出该评价系统的局限性,在改进HAPLR体系的基础上进行我国省域公共图书馆的DEA绩效测算,重点分析我国部分省域公共图书馆服务绩效低下的原因,建议从拓展绩效生产边界、优化资源配置、提高服务产出等方面提升我国公共图书馆的服务绩效。     

The Role of Public Librarians in Disseminating Information for True Democracy

Disseminating information should be the business of public librarians. In a democracy, public librarians are expected to play a leading role in acquiring, processing, interpreting, repackaging, and disseminating relevant, up-to-date, and timely information and knowledge resources both from within and beyond their localities. Public librarians should serve as catalysts for the effective dissemination of information to promote true democracy. They are expected to explore channels of communication for the practice of true democracy. An emphasis on democratic ideals raises awareness of democratic tenets among the populace and also facilitates the holding of free, fair, and peaceful elections. This article examines the concept of democratic governance, the link between democratic governance and information, public libraries, and what public librarians should do to ensure the promotion of democracy.     

An Evaluation of Young Adult Web Pages in Public Library Websites in Japan

This study is the first investigation into the types of contents in young adult (YA) web pages in public library websites in Japan. The study reveals that YA web pages, in general, place more emphasis on providing guidance on YA services, on helping young adults with regular learning, on the use of information resources for reference services, and on improving the communication abilities for young adults, rather than on providing research assistance to adults on YA services. Furthermore, an IRIS (Information Reference Instructional Sharing) Contents Model is proposed for YA web pages, whereas an IRIR (Information Reference Instructional Research) Contents Model is presented for children’s web pages, based on the differences between the contents of YA web pages and those of children’s web pages.     

Statewide Initiative to Embed Consumer Health Librarians in Public Libraries: A Case Study

In 2004 a collaborative, statewide outreach project in Delaware was undertaken where consumer health librarians were embedded in public libraries. In order to explore the effect of the embedded librarians on the quality of health information provision, unobtrusive reference visits were made to half of the public libraries in the state. The query “Do vaccines cause autism?” was posed to library staff; resources provided were recorded. In 67 percent of visits, public library staff provided authoritative health information resources. It appears the embedded librarians had a positive residual effect on the provision of authoritative health resources for addressing an ambiguous query.     

基于信息公平的东中西部公共图书馆公平服务评价研究

在阐述信息公平与公共图书馆公平服务基本概念基础上,构建公共图书馆公平服务评价指标体系,并利用《中国图书馆年鉴2012》和《中国统计年鉴2012》的数据,运用相对差距综合指数法对我国东中西部公共图书馆进行评价,即从“投入—产出—受益”3个方面对我国不同区域公共图书馆的公平服务状况缺少,得出东部地区内部各省份发展不均衡,中部地区在投入最少的情况下产出与受益服务较强,西部地区产出进行分析和受益服务较弱的结论。     

微博个体信息传播影响力评价指标分析

微博已经成为网络舆情产生的重要平台,其中具有强信息传播影响力的个体对网络舆情发展走势有着关键性影响。以3种类型微博个体2013年8月的微博数据作为研究对象,对5种传播影响力评价指标进行分析,发现同一评价指标的有效性具有一定适用范围,并受到微博个体类型的影响。建议在构建新的评价指标或模型时,应充分考虑待评价个体的类型的影响,以有助于提高评价结果的精准性。     

公共危机事件中政务微博的舆情信息工作理念与策略探析——以雅安地震为例

指出不同的舆情信息工作理念产生了参差不齐的传播效果。以雅安地震为例,选取两家政务微博为研究对象,分析不同的政务微博在舆情信息发布和传播上因信息内容、传播语境和文本形式的不同,展现出“塑造仪式”和“服务受众”两种舆情信息工作理念。最后提出政务微博应当围绕受众需求改进舆情信息工作策略。     

网络舆情建模方法研究述评

以国外SCI、EI、ISTP数据库和国内CNKI数据库收录的核心期刊中关于网络舆情建模主题的论文为分析对象,从论文数量和研究方法上对网络舆情建模进行总体概括,根据建模对象的不同将其分为针对网络舆情信息本身的建模方法和针对网民群体的建模方法两大类,并对每大类下面的建模方法进行讨论,指出各类模型方法中存在的一些不足,在此基础上,提出一些改进意见并探讨未来的重点研究方向。     

社会力量参与公共文化服务研究综述

首先,从理论和实践两个方面归纳社会力量参与公共文化服务研究的现状：理论研究包括参与主体、参与模式、参与的必要性与可行性以及参与机制等方面的总结;实践研究主要从农村、城市社区、图书馆、博物馆等地区和行业的角度进行归纳。其次,分析现有研究存在的问题,包括研究深度不够、行业经验理论总结较少、可行性研究缺乏以及制度层面的路径许可和效益分析欠缺等。最后,指出未来应加强分类型分层次研究;加强各种理论在我国的适用性分析研究;全面总结行业经验并加强学科间交流,把提炼公益性公共文化服务基本规律和制定制度层面的路径许可和效益分析作为重点。
